The Chapters, taken toge<strong>the</strong>r, describe all <strong>the</strong> goods which<br />

make up <strong>the</strong> Section within which <strong>the</strong>y fall.<br />

4. The Sections, Chapters, headings <strong>and</strong> subheadings are<br />

arranged in numerical order. Each heading is identified by a<br />

heading number consisting <strong>of</strong> 4 digits. The first 2 digits indicate<br />

<strong>the</strong> number <strong>of</strong> <strong>the</strong> Chapter within which that heading falls. The<br />

next 2 digits indicate <strong>the</strong> numerical order in which <strong>the</strong> heading<br />

appears within that Chapter. The heading numbers are shown in<br />

<strong>the</strong> first column <strong>of</strong> <strong>the</strong> Tariff headed “HEADING NO.”.<br />

5. The second column <strong>of</strong> <strong>the</strong> Tariff headed “TARIFF CODE”<br />

sets out <strong>the</strong> 7 digit Tariff codes. Where a heading is not fur<strong>the</strong>r<br />

subdivided into subheadings, <strong>the</strong> 7 digit code in that column<br />

appears on <strong>the</strong> same line as <strong>the</strong> 4 digit heading number <strong>of</strong> that<br />

heading in <strong>the</strong> first column <strong>and</strong> <strong>the</strong> text <strong>of</strong> that heading in <strong>the</strong> third<br />

column. In this case, <strong>the</strong> last 2 digits <strong>of</strong> <strong>the</strong> code are always I'<br />

000", indicating that <strong>the</strong> heading is not fur<strong>the</strong>r subdivided, <strong>and</strong> <strong>the</strong><br />

first 4 digits <strong>of</strong> <strong>the</strong> code indicate <strong>the</strong> heading number <strong>of</strong> that<br />

heading.<br />

6. Where a heading is fur<strong>the</strong>r subdivided into one dash<br />

subheadings but those one dash subheadings are not <strong>the</strong>mselves<br />

fur<strong>the</strong>r subdivided into two or three dash subheadings, <strong>the</strong> 7 digit<br />

code in <strong>the</strong> second column appears on <strong>the</strong> same line as <strong>the</strong> text <strong>of</strong><br />

<strong>the</strong> one dash subheading in <strong>the</strong> third column, which is preceded by<br />

a single dash, <strong>and</strong> <strong>the</strong> code represents <strong>the</strong> subheading number <strong>of</strong><br />

that one dash subheading. In this case, <strong>the</strong> first 4 digits <strong>of</strong> <strong>the</strong> code<br />

indicate <strong>the</strong> heading number <strong>of</strong> <strong>the</strong> heading into which that<br />

subheading falls, <strong>and</strong> <strong>the</strong> next 2 digits indicate <strong>the</strong> numerical order<br />

in which that subheading appears within that heading.<br />

7. Where a heading is fur<strong>the</strong>r subdivided into one dash<br />

subheadings, <strong>and</strong> any <strong>of</strong> those one dash subheadings are<br />

<strong>the</strong>mselves fur<strong>the</strong>r subdivided into two or three dash subheadings,<br />

<strong>the</strong> 7 digit code in <strong>the</strong> second column appears on <strong>the</strong> same line as<br />

<strong>the</strong> text <strong>of</strong> <strong>the</strong> two or three dash subheading in <strong>the</strong> third column,<br />

which is preceded by a double dash, or triple dash <strong>and</strong> <strong>the</strong> code<br />

represents <strong>the</strong> subheading number <strong>of</strong> that two or three dash<br />

subheading. In this case, <strong>the</strong> first 4 digits <strong>of</strong> <strong>the</strong> code indicate <strong>the</strong><br />

heading number <strong>of</strong> <strong>the</strong> heading into which that two <strong>and</strong> three dash<br />

subheading falls, <strong>and</strong> <strong>the</strong> next 3 digits indicate <strong>the</strong> numerical order<br />

in which <strong>the</strong> two or three dash subheading appears within that<br />

heading.<br />

8. The arrangement <strong>of</strong> <strong>the</strong> Tariff described above <strong>and</strong> <strong>the</strong> text<br />

<strong>of</strong> <strong>the</strong> Section <strong>and</strong> Chapter titles <strong>and</strong> <strong>of</strong> <strong>the</strong> headings <strong>and</strong> one dash<br />

subheadings <strong>and</strong> two dash subheadings are based on <strong>the</strong> HS.<br />

9. All <strong>the</strong> Sections <strong>and</strong> Chapters <strong>and</strong> <strong>the</strong> text <strong>of</strong> <strong>the</strong> Section<br />

<strong>and</strong> Chapter titles <strong>of</strong> <strong>the</strong> HS are reproduced verbatim in <strong>the</strong> Tariff.<br />
