rebuilt on the existing site in Diggles

Lane. If you are involved in a community

hold their Plant Sale in May so watch for

Brownies 34 Rochdale are appealing

for anyone who would be interested in

becoming a leader from September.

This group has been active in Norden

since 1956 and it would be a terrible

shame if it was forced to close.

Stage change for Rochdale

Feel Good Festival

Ongoing refurbishment of Rochdale Town Hall and major improvement works

around the town hall square will mean a change for this summer’s Rochdale Feel

Good Festival. The main stage will move 400 metres, to Hopwood Hall College.

Indoor stages in town centre venues will remain the same, with only the main stage relocating

for 2022 while major work on The Esplanade and town hall square is completed.

Capacity for the main stage area will be reduced to around 5,000 at the St Mary’s Gate

site said councillor Sue Smith, cabinet member for communities and co-operation at

Rochdale Borough Council: “After a forced two year break due to the pandemic we

wanted to make sure the festival returns this year but obviously with all the town hall

work underway we’ve had to find a new home for the main stage before it returns to

what will be a fabulous brand new events space. Hopwood Hall College have been

a supporter of this event for a number of years and I would like to thank them for

accommodating us and look forward to working with them. The site is very close to the

town centre and within a short walk of our other festival venues.”

While entry to indoor stages in venues will be free, entry to the main stage, headlined

by The Fratellis is ticketed, with £7 tickets on sale, so festival goers are being advised

to book early added Sue: “Rochdale Feel Good Festival attracts visitors from across

Greater Manchester, the north of England and beyond, so after a long wait its welcome

return is going to be popular, but with our reduced capacity we are urging fans not

to leave buying tickets until the last minute as the main stage area won’t be able to

welcome as many of you as usual.”

Julia Heap, the college’s principal and CEO said: “We’re delighted to be supporting this

summer’s Rochdale Feel Good Festival. Our Rochdale campus has extensive parking

facilities which will make a great events space for the festival that’s accessible for all.

We’re really looking forward to welcoming what looks to be a brilliant line-up of acts that

everyone can enjoy.”

On Saturday 13 August headliners The Fratellis will be joined by northern soul band

The Northern Soultrain, Manchester singer/songwriter Abbie Ozard, rock band HAiG,

multi-talented musician Aziz Ibrahim, alternative dance band ENTT, indie/folk duo

Firewoodisland, DJ Dave Sweetmore and a local battle of the bands winner, a full

programme of entertainment across indoor venues to be announced plus quality

food and drink.

Tickets (£7) for the main stage are available at

www.rochdalefeelgoodfestival.co.uk and you can book in person

at Touchstones Rochdale, Heywood Civic Centre and Middleton Arena.

The festival is funded by the council together with ticket sales and sponsorship from local

So how do you decide where to invest

for value, and how to time the market.

I’m a firm believer that it’s NOT – TIMING the market

– but time IN the market.

There’s little value in sitting in cash alone, interest

rates, provide little or no return and much less than

inflation, thereby guaranteeing a value loss. Fixed

interest stocks, well they correlate to interest rate

movements, so a rise in interest rates generally sees a

fall in capital values. A well-structured, geographically

diverse portfolio of quality stocks that can withstand

economic market movements and produce dividends,

generally sees us through difficult times. Of course,

funds should always be held on deposit too, a

minimum of two years income as a guide, this allows

access to funds without having to disturb a portfolio or

take funds when it might not be the best time.

The correct weighting is specific to each individual, or

couple, and when we discuss your attitude to risk, the

balance can be decided. We will meet regularly to rebalance

a portfolio because “Things change”, but the

overall concept will be clear with a strategy to achieve

an outcome.

I help clients understand how important the reason

their money is important to them personally, and

repeatedly come back to that purpose as a centre for

the advice. This transforms the relationship, as we

understand the central reason that provides the goal.

Planning is about Understanding and Trust. When we

and proved to be a tremendous

success.

The original plan had been to invite young

library members to visit the library after school.

Unfortunately, with covid numbers still rising

at the time, Rochdale Borough Council had to

take action to keep people safe and cancelled

group meetings in the libraries just a couple of

days before it was due to take place.

Undeterred and with absolute faith in the

weather, we decided to go ahead with the

event in the park, which was kindly supported

with financial assistance by Councillor Rachel

Massey.

Entertainment provided by Adam Perrott, a

children’s entertainer, delighted the young

people and it was a joy to hear the children

laughing and giggling as Adam, dressed as

Father Christmas, treated them to a thoroughly

entertaining hour of songs and jokes.

As more people started to gather, Nicola Mills

from ‘Opera for the People’ and a superb

Soprano, started her performance singing

songs from musicals; some opera and

accommodating requests. After a short break,

she returned to sing again and included

Christmas carols which were appreciated by

everyone there.

During lockdown, Nicola offered to sing

on residents’ streets and during this

performed over 70 concerts as, after all, every

street was a theatre during lockdown. In

December 2020, she entertained on Phyllis

Street, Rochdale where socially distanced

neighbours were treated to another

impressive performance.

We all agreed that the evening was a

wonderful festive way to start the Christmas

season, helped along with warm drinks and

mulled wine.

Britain Tidy LitterHeroes Ambassador from The Friends of Norden Jubilee Park. Following the massive

MOSs ROW ALlOTMENTS

Since March 2020 and the start of lockdown the

Allotments have been plagued with intruders practising

petty theft and anti social behaviour.

The anti social behaviour seems to be a group or groups of

young people using the Allotments as a gathering point. One

plot holder has removed his shed, which was being used as

a meeting point, after receiving an unpleasant surprise when

entering it one morning. A large greenhouse which is also

being used has been damaged.

We are trying all possible ways to prevent these young people

from spoiling, what is our space, which we maintain and enjoy.

The perimeter fence has been painted with anti climb paint

which means that these young people must have clothing

stained with black paint!

Early in January a further 60 hedging plants were planted

to infill spaces in the hedge. At the February working party

decorative shrubs on the site were cut back to improve visibilty

across the site. This is disappointing as the shrubs have

been there since the Allotments were constructed and are

an important habitat for small birds. The bulk of the cuttings

have been used to reinforce the dead hedge in Moss Row

Woodland.

All thefts and evidence of intruders are reported to the Police

who have been provided with a key to the Allotments so they

can patrol and investigate if necessary. It is a shame that

our efforts to make the Allotments a space which can be

celebrated and enjoyed as an asset for Norden, are being

thwarted by a small group of people.

The measures that we are taking go against our wishes to be

wild life friendly but are necessary. Thank you to the Woodland

Trust for the hedge plants.

On a brighter note work is due to start in early February on the

groundwork needed to install the new toilet. More news of this

at a later date.

Save Bamford Greenbelt

Recent drilling activity on the land adjacent to Norden

Road and the football fields, which we understand is

a ground survey, and NOT the beginning of building,

has generated many comments.

We have become aware that many people are confused

as to what exactly constitutes Greenbelt, and why we are

fighting to save it.

TO CLARIFY:

• Brownfield; Land which has previously been built on

• GreenFIELD; Undeveloped land

• GreenBELT; Undeveloped land which is protected

by law from any development except in exceptional

circumstances. The map shows the Green Belt Boundary

in Bamford which has not changed since it was put in

place by law in the 1950’s. Building began in the 1960’s.

The grey areas on the right, which cover present day Bamford and ALL the housing estates were,

in the 1950’s considered Greenfield, and have NEVER been part of the Greenbelt.

What had previously been low grade farmland was sold willingly by it’s owners for development,

farming being in the doldrums at the time - no land was subject to Compulsory Purchase Order,

In the past 70 years, the only properties in Bamford built on Green Belt land are Bamford Mews,

allowed as ‘Change of Usage’ when Knowl View School closed down in the 1990’s.

So, the vast majority of the built on areas of Bamford have never been Greenbelt, butGreenfield

The Green Belt was incorporated into the design of Bamford to give residents access to open

space, to prevent urban sprawl, and prevent one town joining up with another. Those reasons

apply now more than they ever did, as all other Greenfield and Brownfield land in Bamford has

already been built on. WE MUST FIGHT TO SAVE WHAT LITTLE OPEN SPACE IS LEFT.

Friends of Bamford Update

The community garden is beginning

to wake up from its winter hibernation,

the snowdrops are out and the daffodil

shoots poking through, and we hope to

resume the tidying, litter picking and

gardening sessions on Bamford Green/

Community Garden this Spring.

Although the Council cut the grass on the

Green, the community garden itself does

not qualify for council maintenance, and it

is down to us, the community, to maintain it.

So far, only a handful of FOB volunteers have

been involved, but their time too is limited,

and more help is needed if the area is not to

revert to the overgrown jungle it was before.

So there will be a Community Litter pick,

tidying and gardening session on first Sunday

in every month, starting SUNDAY 6TH

MARCH, 11.00am till 1.00pm, weather

permitting.

No gardening experience needed or

necessary, equipment will be provided, free

tea, coffee, biscuits and camaraderie for all

participants. Great sense of community spirit,

involvement and achievement guaranteed.

All Out Elections –

What’s it all about?

This May there is due to be a local election with a difference in our borough,

it will be the biggest of its kind for a generation. We asked Norden Ward Councillor,

Peter Winkler what is so special this year. (This is not a party-political article.)

How will this year’s local election

differ from other years?

Right across Rochdale Borough, all 60

Council seats will be up for grabs this year

on 5th May. Rochdale Borough is split

up into 20 wards or areas, readers of this

magazine will most likely come from just two

of those wards, Norden or Bamford. Each

ward is represented by three Councillors

who usually hold seat a four-year term.

These Councillors take it in turns to stand for

re-election, one Councillor stands each year

(there is no local election in the fourth year,

this is referred to as a fallow year). This year

some of the ward boundaries in Rochdale

are due to be adjusted so, in a special ‘all

out’ election every Councillor will have to

stand for re-election at the same time.

Why are the ward boundaries

being changed?

As homes are built, knocked down,

extended, etc. one area can come to

have more people (voters) in it than the

next. The Boundary Commission, who are

responsible for ensuring that all wards are

of a comparable size (+/- 10%) looked at

Rochdale Borough in 2020 and found that

two of our wards were too large. Changing

one ward boundary naturally has a knockon

effect to the next so there are going

to be subtle changes in many wards this

year. This means that every Councillor has

to stand for re-election within their newly

defined ard.

What does this mean for me on

voting day?

Basically, instead of placing a cross in just

one box for your preferred candidate, you

will be asked to mark three boxes, one of

each of the three available Council seats in

your ward. Parties may stand up to three

candidates in each ward, so your ballot

paper will look a little longer than usual.

So, how do you decide who wins?

Every vote cast is equal so the three

candidates with the highest number of

votes will each be given a seat on the

Council. To ensure that the usual fouryear

cycle can resume from next year the

candidate with the most votes will serve

a four-year term, the candidate with the

second highest number of votes will serve

a two-year term and the third highest a

oneear term o ofice. ear three ill be a

fallow year as I mentioned above).

What if someone isn’t registered

to vote?

Registering to vote is very easy, you just

need your national insurance number and

you can register online at: www.gov.uk/

register-to-vote.

So, who will run our town when all

the ballots are counted?

hat is up to ou. he first part to secure

31 council seats will run the Council or, if no

party gains overall control the town could

be run by a coalition of parties and/or

independents.

Voting is the best way to have your say in

what happens in your street, village, town

and borough. our ote could bring change

to Rochdale Council or re-elect a Councillor

who has worked hard for your area. Voting

is your democratic right and I believe it is

extremely important for people to take part

on 5th May 2022.

What about people who are too

busy to vote or can’t get to a

polling station on election day?

No problem, you can register to vote by

post, by visiting www.rochdale.gov.uk/

council-and-democracy/elections/Pages/

postal-voting.aspx. Voting by post is pretty

common and gives you almost two weeks

to consider you vote and return your

ballot paper.

What do you say to people who

don’t vote or believe that their

vote can’t make a difference?

I have seen council seats won and lost by

just a few dozen votes. As someone who

has been through the process, I know that

every vote counts and candidates really

value every vote they receive. Most years

we see around 25-35% of registered electors

cast a vote but this number can increase in

years where there are general or mayoral

elections too.

Support local police officers to help our community

Our new Greater Manchester Police

{GMP} Neighbourhood Policing Team

is in post and ready to renew their

efforts to keep our towns and villages

peaceful and safe.

They cannot, however, solve the crime and

anti-social behaviour issues which affect our

Ward without some assistance and support

from the residents they serve.

The best way in which we can assist and

support our GMP Officers is to report crimes

or suspected crimes promptly. In the era

of “intelligence led“ policing, police forces

use the number of reports coming into their

organisations to target perpetrators and

allocate resources - many residents will be

familiar with this concept from their own

work experience.

GMP have made significant efforts to make

reporting of suspicious activity and crime

easier. Gone are the days of dialling 101 and

spending 45 minutes waiting for an operator

to answer. GMP have introduced a Live Chat

facility to their website and all you need to

do is open up the GMP home page

www.gmp.police.uk. Click on the blue

circular Live Chat icon in the bottom righthand

corner of the page and start typing.

Reporting an incident can take as little as

five minutes and it will generate a response

which may include the allocation of an

Incident Number or a call from a local

Officer. Several numbers of residents have

used the facility recently and the feedback

has been very positive.

Tuna Nicoise Salad

This is a very traditional French recipe and very delicious. If need be, you can use

tinned tuna but if you can get fresh tuna it is much nicer.

INGREDIENTS

400g waxy new potatoes,

unpeeled and quartered

2 tbsp oil

4 eggs, hard boiled

2 tbsps capers

50g sundried tomatoes in oil,

chopped

½ red onion, thinly sliced

100g baby salad leaves or baby

spinach leaves

300g fresh tuna steak

1 tbsp olive oil +1 tbsp red wine

vinegar, salt and pepper

8 anchovies

METHOD

1. Toss potatoes in oil, salt, and pepper and pour onto a

baking tray. Roast in oven at 200C for approx.

20 minutes.

2. Meanwhile hard boil the eggs for 8-10 minutes, plunge

into cold water and remove shells. Cut into quarters.

3. Place salad leaves in serving dish or 4 serving plates,

sprinkle on roasted potatoes, sliced red onion, sundried

tomatoes and capers.

4. Cook tuna, either by pan frying in a little oil or microwaving

until cooked through (2-3 minutes)

5. Flake gently and place on top of salad with quartered eggs

6. Mix dressing ingredients – olive oil, vinegar and seasoning

in a screw top jam jar and pour over

salad. Top with anchovies, either

chopped or sliced

7. Serve immediately

St. Michael’s Scout Group, Bamford

has a fabulous new HQ

St. Michael’s Scouts have just rebuilt their

HQ building on the site in Diggles Lane,

Bamford. They’ve been saving up for years

and eventually reached a position where they

could confidently apply for grant funding from

both local and national organisations.

What they have achieved is staggering, especially

considering the main grunt of work began at the

outset of the pandemic.

Commenting on the opening of the building,

Richard Baron, Scout Group Chairman said

“It’s a first-class facility to be proud of and we

are looking forward to delivering scouting in a

modern, bright and welcoming setting for many

years to come. I want to thank everyone who

has helped us along the way and hope our new

building will become a focus for many community

organisations and events, as well as a fantastic

base for scouting in the future.”

Richard encouraged local groups who may

be looking for a home to contact him:

“The building is currently unused during the day,

although most weekday evenings are taken with

Scouting activities. We’d welcome any community

group wanting some space to meet.

We have a large hall and a separate classroom

with kitchen and toilets both available. We also

have access and toilet facilities for those less able.

Please get in touch if you wish to find out more.”

The Scout Group’s membership has recovered

since the pandemic restrictions have eased with

all Scout sections now full to capacity.

Richard is also keen to encourage volunteers

to come forward: “With this fabulous facility

we’d like to grow our Scout Group’s membership,

although this depends on volunteer support.

Our team of leaders and helpers are all volunteers

and they are a great group of people. We would

be delighted to welcome anyone who may be

interested in joining the team whether it be

supporting the leaders on a meeting night or

perhaps doing something less glamorous in the

background. There are many ways in which you

can help and we can make things fit around your

lifestyle”.

The Scout Group hope to revive their annual Plant

GARDENING TIPS AND ADVICE

FOR MARCH

1. Sow hardy annuals such as Cornflowers, Sweet Peas, Nigella,

Poppies and Sunflowers directly outside where you’d like them to flower this Summer.

2. Buy hardy Primroses and Primulas to add colour to patio containers. Although often sold in

mixes, pots of colours can make more impressive displays.

3. Cut Buddleia back hard to keep it at a manageable size in small gardens. This will also promote

new shoots that carry flowers at their tips.

4. Prune Hydrangeas by cutting back old flower heads to the first pair of strong buds. Cut to a third

of the oldest stems, pruning back to their bases.

5. In mild areas early potatoes can be planted later in the month,

but protect emerging growth from frost.

6. Even without a greenhouse, you can sow and grow plants on a well-lit

windowsill. Especially useful for half-hardy bedding that takes time to

reach flowering size such as Pelagonium and Morning Glory.

7. Run a hoe over the soil’s surface each week when it’s dry to cut through

any emerging weeds and prevent them from getting established.
