RECOVERYINSIDER The privilege we are talking about could not be more straight forward or simple, the same opportunities to use safety lighting as the same other working groups are approved to use, namely the Police and National Highways Traffic Officers. The police have the added advantage of the use of blue lights, so some will ask why they can also use reds, and as for the traffic officers, it’s an even simpler answer it increases their conspicuity. So why is the recovery industry treated with what can only be described as discrimination. The debate remains decades old, as does the request to change the lighting regulations and increase the safety of the recovery operator and the public they serve. The Survive Group was formed in 1998, following a call from the HSE for improved safety of recovery operators following the deaths of 6 recovery drivers within a 12-month period. Here we are today still talking about it, those officers within Survive should have demanded change. This fight for the increased safety for our roadside staff and the public they serve began in 1995 with a call from Frank McAllister to improve safety at the roadside and the first red light trial was born, shortly after, there were discussions around the use of magenta lights, something adopted in Australia. As Richard, PROF and many other industry stakeholders continue to lobby for this change, what will make the difference to this campaign’s fight? Since the Tow Show 2018, where Richard launched both PROF and the Campaign for Safer Roadside Recovery (CSRRR), he has pieced together an elaborate jigsaw of strategic partners, no need to list them as past editorials and industry presentations have been clear about this plan. Some of those strategic partners (government agencies) were absolutely against the recovery industry being approved to have the controlled use of red warning lights. Well, those relationships were not about bragging rights to say look, we have formal agreements with these groups, no it was and is about working with them for the benefit of all. Many hours are given every month by those stakeholders working on a raft of initiatives, one of these is of course the extremely emotive subject of the controlled use of red lights for recovery vehicles. Controlled being the key word here. When the discrimination is acknowledged and the use of red lights is granted, there has to be control over their use to maintain their effectiveness for all who rely on them to keep themselves safe. Those barriers have been broken down and today we have the support of all those groups that were once against the controlled use of red lights for recovery vehicles. The NPCC were against the regulation change, now they are fully supportive, National Highways were also against it, in fact Richard printed part of their statement in the last magazine, the then Highways England, “expressed concern that use of red flashing lights on roadside recovery vehicles could lead to a dilution of their effectiveness and hence increase risk to HE traffic officers in their role while controlling live flows”. National Highways’ Chief Executive, Nick Harris now rejects that statement and has no reason for an objection. There is one very big hitter who has also come out in support of the introduction of red lights and that’s Grant Shapps. Again, another line from Richard’s last edit, “Grant Shapps, the Transport Secretary privately backs allowing breakdown vehicles to display red lights, rather than orange ones, as a deterrent to speeding vehicles to keep recovery staff safe”. Not forgetting in July 2019 that 42 MP’s signed a petition in support of the introduction of red lights and the change in legislation. The needle is moving So yes, it is a decades long story, but the needle is moving in our industry’s favour. In the meantime, the real voice fighting this discrimination has just barked, if this industry or those reliant on this industry have not listened or heard then for sure we will hear the roar of the lion.
