Grants will cover<br />

water tower cost<br />

Mount Sterling has secured the last piece of funding needed to<br />

replace its 100-year-old water tower at no cost to the village.<br />

On Jan. 30, Andy Drake, village council president pro tem, announced<br />

that the Ohio Public Works Commission recently awarded<br />

Mount Sterling a $440,000 grant to go toward the cost of building<br />

a new water tower.<br />

As of last spring, the estimated project cost was $1.37 million.<br />

Village leaders were determined to fund the project with little to no<br />

debt, so they went after grants and other outside funding sources.<br />

The result: Mount Sterling will pay nothing out-of-pocket for the<br />

new water tower.<br />

“This is really, really great news,” Drake said. “It says a lot about<br />

how far Mt. Sterling has come, and maybe says a little bit about we<br />

have a ways to go. But it is, without a doubt, a vote of confidence in<br />

us, that this village is looking up and we can get things done.”<br />

Last year, the U.S. Army Corps of Engineers approved a grant<br />

to cover 75 percent of the water tower project which amounts to approximately<br />

$1 million. The village also set aside $187,000 in American<br />

Rescue Plan Act money they received as part of federal<br />

COVID-19 relief funds. The $440,000 from Ohio Public Works takes<br />

the funding total over the $1.37 million project estimate.<br />

Drake praised Courtney Bricker, village clerk, for her work on<br />

tracking down and applying for the grants. He said it was not a simple<br />

task. He also praised village leaders and staff for getting the<br />

village’s finances in order, setting a “common sense” budget, setting<br />

aside the COVID-19 relief money, and pursuing<br />

“free” money in the form of grants.<br />

design. The village also will find out if or<br />

how inflation has impacted project costs.<br />

Overall, the project will take two to three<br />

years to complete, Drake said.<br />

Housing growth<br />

In other discussion at the Jan. 30 council<br />

meeting, Drake reported that Mount Sterling<br />

ranks ninth for housing growth among<br />

central Ohio villages, as reported in Columbus<br />

Business First. Last year, Mount Sterling<br />

ranked 13th.<br />

“We are moving up the list, not going<br />

down the list. This is a thing that we should<br />

be proud of,” he said. “We are setting the example<br />

for larger cities, not just villages, as<br />

to what it means to do affordable housing<br />

and to get people in here.<br />

“This means that more people are selecting<br />

Mount Sterling as a place to call home,<br />

raise a family, put down roots.”<br />

Mount Sterling offers a great climate in<br />

which to do business, too, Drake added.<br />

“To comment on one thing the mayor<br />

(Marci Darlington) has been saying quite a<br />

bit: Come watch us grow. Come see us grow.<br />

We are open for business,” he said.<br />

An 8.7 percent increase is being applied to Mount Sterling residents’<br />

water and sewer bills this year.<br />

This follows legislation that was set in 2021 and became effective in<br />

2022. The legislation calls for an automatic 5 percent increase to water<br />

and sewer fees each year unless the cost of living is higher than 5 percent,<br />

in which case the increase matches the cost of living increase.<br />

Tom Byrne, village administrator, announced the rate hike at<br />

the Jan. 30 council meeting, saying residents would see the increase<br />

starting with this month’s bills.<br />

“This means the average (monthly) bill will go up $2.97. All increases<br />

are based on usage only,” he said.<br />

Council member Becky Martin noted the<br />

increase does not apply to the debt service<br />

fee which is a fixed rate.<br />

Leak detection<br />

Byrne reported the village plans to apply<br />

for an Environmental Protection Agency<br />

(EPA) grant to purchase a listening device<br />

to pinpoint water line leaks.<br />

“This device would give us a better idea<br />

of where we’ve got to dig, so we’re not digging<br />

up the entire street to find one little<br />

break,” he said.<br />

“This is important equipment because it helps with one of the<br />

village’s EPA violations—water loss,” said Andy Drake, council president<br />

pro tem. “We’re trying to get that under control. We started<br />

with fire hydrants, then leaky valves, then pipes that are leaking<br />

actively underground.”<br />

Currently, the village calls the Ohio Rural Water Association for<br />

help with leak detection. The village pays a small yearly fee to be a<br />

member of the association which provides the service at no charge.<br />

With its own leak detection equipment, the village could tend to<br />

leak issues immediately, Byrne said, rather than waiting for an appointment<br />

with the association.<br />

Council approved the following council committee assignments<br />

for <strong>2023</strong>:<br />

• Finance—Andy Drake (chair), Joyce Phillips, and David Timmons;<br />

• Liaison to the Pleasant Township trustees—Timmons (chair);<br />

• Liaison to the Tri County Joint Fire District—Bill Tilley (chair);<br />

• Liaison to the Sterling Joint Ambulance District—Rob Longcoy;<br />

• Safety—Tilley (chair), Longcoy, and Timmons;<br />

• Water/wastewater—Phillips (chair), Drake, and Tilley;<br />

• Streets—Longcoy (chair), Timmons, and Becky Martin;<br />

• Tree City USA—Martin (chair);<br />

• Parks and recreation—Martin (chair), Tilley, and Longcoy;<br />

• Planning—Drake (chair);<br />

• Zoning—Phillips (chair); and<br />

• Records retention—Drake (chair).<br />

Council will address possible changes in the structure of the nuisance<br />

and abatement committee. Phillips is set to serve as chair.<br />

Council needs to decide how many other people will serve on the<br />

committee and, of those, how many will be council members and<br />

how many will be residents.<br />

Council’s next regular meeting will take place at 7 p.m. Feb. 13<br />

in council chambers at town hall.<br />

of girls’ wrestling<br />

For the past several years, more and<br />

more girls have been taking up wrestling,<br />

finding spots on boys’ teams. This year,<br />

girls’ wrestling is enjoying its first year as<br />

a sport sanctioned by the Ohio High School<br />

Athletic Association (OHSAA), and Eric Mc-<br />

Donald Jr., first-year head coach of <strong>Madison</strong>-Plains<br />

High School’s girls wrestling<br />

team, is excited.<br />

“They get an OHSAA state championship<br />

like the boys’ team does and like any<br />

other official sport does. They have their<br />

own schedule and their own tournaments,<br />

so they don’t have to match up with boys if<br />

they don’t want to. There are girls-only<br />

tournaments all over the state,” he said.<br />

McDonald is pumped to be involved with<br />

new growth in a sport he loves. He wrestled<br />

at Reynoldsburg High School, his alma<br />

mater, and now coaches alongside one of his<br />

Reynoldsburg teammates, <strong>Madison</strong>-Plains<br />

boys’ wrestling head coach Jordan Kramer.<br />

He still competes in wrestling, along with<br />

jiu-jitsu, judo, and mixed martial arts,<br />

something he also did while serving in the<br />

U.S. Navy.<br />

“Athletics is a big thing for me. Fitness,<br />

sports, lessons of digging deep, finding a<br />

better version of yourself... you learn you<br />

have the ability to do it, and that translates<br />

to life,” McDonald said.<br />

He’s sharing that enthusiasm with his<br />

small but committed team: junior Payne<br />

Haverfield, a first-year wrestler competing<br />

in the 155-pound class; sophomore Kyleigh<br />

Elfrink, a returning wrestler, in the 110-<br />

pound class; and freshman Tara Nagel, a<br />

first-year wrestler competing at 235<br />

pounds. Senior Emma Rife started the season<br />

but was sidelined with a shoulder injury.<br />

Nagel is loving her new sport. She splits<br />

her time between powerlifting and wrestling,<br />

hitting powerlifting tournaments on the<br />

weekends when she doesn’t have wrestling.<br />

She said her brother, junior Trevor Hardin,<br />

also a powerlifter and a first-year wrestler,<br />

nudged her to give wrestling a try.<br />

“I’m into muscle sports, and I just felt<br />

wrestling was something I would like to<br />

try,” she said.<br />

When she took first place in her very<br />

first meet this season, Trevor was right<br />

there jumping up and down, cheering her<br />

on.<br />

Nagel said she appreciates that sibling<br />

support, along with the bonds she has made<br />

with her teammates and coach.<br />

“Our team jokes a lot, but we also take it<br />

super serious. It’s something I love being part of because they are<br />

always there for me, and I am there for them,” she said.<br />

Though she’s only a sophomore, Elfrink entered this season with<br />

several years of experience. She started wrestling through the<br />

Golden Eagle Youth Sports Association, then joined the <strong>Madison</strong>-<br />

Plains Junior High team, and has continued wrestling at the high<br />

school level.<br />

“It helps with my mental health, helps with keeping me in shape,<br />

and it just helps me get out anger and frustration through the day<br />

and through the week,” she said about why she likes the sport.<br />

She said OHSAA’s sanctioning of girls’ wrestling means more opportunities<br />

for competitive experiences at the high school level,<br />

something she hopes sets the foundation for competitive opportunities<br />

after graduation.<br />

“My plan is to get into college wrestling,” she said.<br />

McDonald said Haverfield is making the most of her first year<br />

as a wrestler. Early on, she placed second in her division at the<br />

Heart of Ohio wrestling tournament in Mechanicsburg.<br />

All of the girls are making great strides, McDonald said. They<br />

had to climb a learning curve early in the season, but with each<br />

meet, have showed improvement. By mid-season, they were starting<br />

to turn a corner, he said.<br />

“They’ve been matching better with girls with more experience.<br />

Kyleigh Elfrink, a sophomore on <strong>Madison</strong>-Plains’ girls’ wrestling<br />

team, competes at a meet earlier this season. After recovering<br />

from a concussion and a sprained shoulder, she returned to the<br />

mat Jan. 22 and looks forward to post-season competition.<br />

Try cover crops<br />

for benefits that<br />

last year-round<br />

Widespread use of fertilizers and herbicides have replaced<br />

the centuries-old practice of planting cover crops. However,<br />

cover crops have seen a resurgence in recent years due to increasing<br />

awareness of environmental and ecological concerns.<br />

Universities and private researchers have studies under way<br />

to quantify the benefits provided from cover crops on agricultural<br />

lands and to show their abilities to supplement or replace<br />

purchased inputs.<br />

A cover crop is a plant that is used primarily to slow erosion,<br />

improve soil health, enhance water availability, smother<br />

weeds, help<br />

control pests<br />

and diseases,<br />

increase biodiversity,<br />

and<br />

bring a host of<br />

other benefits<br />

to your farm. It<br />

is not intended to be harvested for feed or sale. Selection of a<br />

cover crop depends on when it can be planted and the goal for<br />

its uses. Legume cover crops fix atmospheric nitrogen into a<br />

form plants and microorganisms can use. Non-legume species<br />

recycle existing soil nitrogen and other nutrients and can reduce<br />

leaching losses.<br />

Other benefits to planting cover crops are:<br />

Soil quality improvements–Soil tilth is improved whenever<br />

a plant establishes roots and grows into compacted areas.<br />

Water infiltration is improved, as well. When a field lays fallow<br />

for a period, the surface tends to seal, and water will run<br />

off. Cover crops protect the soil surface and reduce sealing.<br />

Also, beneficial organisms in the soil, such as earthworms,<br />

thrive when fresh plant material is decomposing. Organic matter<br />

levels tend to improve with the addition of cover crops.<br />

Erosion control–Cover crops reduce wind and water erosion<br />

on all types of soils. By having the soil held in place by<br />

cover crops during the fall, winter, and early spring, loss of soil<br />

from erosion is greatly reduced. Reducing soil loss helps keep<br />

the local creeks and ditches from turning muddy.<br />

Fertility improvements–Legumes can add substantial<br />

amounts of available nitrogen to the soil. Non-legumes can be<br />

used to take up excess nitrogen from previous crops and recycle<br />

the nitrogen, as well as available phosphorus and potassium,<br />

to the following crop. Cover crops can also be used to<br />

reduce leaching of nutrients after a manure application.<br />

Suppress weeds–A dense stand of winter rye or other<br />

cover crop can suppress weeds by soil shading. Allelochemicals<br />

from cover crops suppress the growth of other plants.<br />

Insect control–Beneficial insects, such as lady beetles or<br />

ground beetles, may be encouraged by planting cover crops.<br />

Planting cover crops is not just for the large farming operation.<br />

Your backyard garden can also greatly benefit from the<br />

planting of cover crops. After the garden has been harvested,<br />

cover crops—typically planted as seeds—protect the soil from<br />

erosion and prevent nutrient runoff during the winter. The<br />

placeholder crops then become organic material for the garden<br />

in the spring. Having plants in the garden year-round also<br />

helps keep weeds at bay. Annuals are considered the best cover<br />

crops, because gardeners won’t have to kill them before their<br />

spring planting. Annuals can be tilled right into the soil, improving<br />

its make-up.<br />

Rose Mary (Cordonnier) Barkalow, 94, a<br />

resident of London, Ohio, passed away from<br />

this earthly existence on Jan. 24, <strong>2023</strong>, and<br />

now sits in our Lord’s house. Rose Mary<br />

(Cordonnier) was born on July 1, 1928, in<br />

Dayton, Ohio.<br />

She was preceded in death by her husband,<br />

James E. Barkalow, and one son,<br />

Timothy. Rose Mary is survived by her eight<br />

children, Sue, Larry, Nancy, Terry, Cheryl,<br />

Jim, Sandra, and Dan, as well as numerous<br />

grandchildren, great-grandchildren, and<br />

great-great-grandchildren.<br />

The family wishes everyone to know that<br />

Rose Mary was a deeply loving and caring<br />

matriarch of the family. She loved the Lord<br />

Jesus immensely and served many years<br />

helping with St. Vincent’s DePaul and other<br />

Catholic charities. Rose Mary leaves behind<br />

a deep and rich legacy to her family and<br />

friends, full of wisdom, love, and laughter.<br />

We honor her passing with celebration as<br />

she is now in our Lord’s home, and we look<br />

forward to the day when we can join our<br />

loved ones around the Lord’s table.<br />

Joseph “Joe” Henry Chestnut, 96, of<br />

Born on Jan. 27, 1926, in Lucasville, he was<br />

a son of Daniel Chestnut and Lexia Pearl<br />

(Newman) Crabtree.<br />

Joe was a U.S. Navy veteran, serving in<br />

both World War II and the Korean War.<br />

After his time in the service, he went on to<br />

work as a radio announcer. He had a wonderful<br />

sense of humor and always enjoyed<br />

telling jokes. He then worked for the Dial<br />

Corporation where he later retired from. Joe<br />

was a man of strong faith and was a long<br />

time member of Sedalia Church of Christ in<br />

Christian Union. He was also a member of<br />

VFW Post 11208 in Harrisburg. Joe was<br />

able to participate in Honor Flight, and he<br />

enjoyed spending time with his military<br />

comrades. In his spare time, he also enjoyed<br />

playing guitar, gardening, and especially<br />

tending to his fruit trees which were shared<br />

with his neighbors.<br />

He leaves behind: his son, Mark Edward<br />

(Bethany) Chestnut of Grove City; grandsons,<br />

Mark A. Chestnut and Scott B. (Carolyne)<br />

Chestnut, both of Grove City;<br />

great-grandchildren, Luke, Gracelyn, Clayton,<br />

(Bradley) Ward.<br />

After graduating high school, Glenn went<br />

on to study at the University of Kentucky.<br />

He then served in the U.S. Army during the<br />

Korean War. After his time in the service,<br />

Glenn worked for General Motors where he<br />

retired as a supervisor after 32 years. He<br />

was a man of God and attended Hocking<br />

Hills Church of Christ. Glenn enjoyed<br />

watching sports, particularly the Alabama<br />

Crimson Tide play football and Kentucky<br />

Wildcats basketball. He also was an avid<br />

deer and turkey hunter and a skilled fisherman.<br />

Thanksgiving will definitely not be the<br />

same without his wild turkey contributions,<br />

along with countless other memories we will<br />

cherish.<br />

Glenn leaves behind: his beloved wife of<br />

44 years, Nancy (Weaver) Ward; children,<br />

Ron (Darlene) Ward, Steve (April) Sparks,<br />

Stephanie (Neil) Clarridge, Ruric (Trisha)<br />

woman who always prioritized her<br />

faith. She was selfless, charitable, and always<br />

put others before herself, especially<br />

her family whom she loved unconditionally.<br />

She was known far and wide for her amazing<br />

baking and cooking. Sherry retired from<br />

London Public Library and Loving Care<br />

Water Conservation District on Jan. 20.<br />

Intro to conservation careers<br />

The <strong>Madison</strong> Soil and Water Conservation District<br />

(SWCD) hosted a Conservation Career Day at the<br />

Gwynne Conservation Area, part of the Molly Caren<br />

Agriculture Center in London, on Jan. 20. More than 50<br />

students from across the county, including Tolles Career<br />

and Technical Center and London High School,<br />

gathered to hear presentations about job opportunities<br />

in the field of conservation.<br />

Speakers presented on behalf of the Molly Caren<br />

Agricultural Center, Natural Resources Conservation<br />

Service, and the Ohio Department of Natural Resources<br />

Division of Forestry, Wildlife, and Natural Areas & Preserves.<br />

Students learned about career opportunities and<br />

the steps required to pursue careers in conservation and<br />

emerging fields in the agricultural job sector.<br />

“We plan to hold the event next year and were very<br />

pleased with the turnout and interest in conservation<br />

careers,” said Broc Sehen, SWCD wildlife specialist.<br />

“We also encourage any interested students or teachers<br />

in the area to join our newsletter mailing list to stay informed<br />

on local conservation events and educational opportunities.”<br />

Village’s new website: Streamlined, mobile-friendly<br />

The village of South Charleston has a new streamlined, mobilefriendly<br />

website that makes information easy to find.<br />

The site went live at the start of this year and can be found at<br />

http://villageofsouthcharleston.org. The previous site<br />

had a .net domain name. It will remain active for a<br />

couple of months with a link to the new site before<br />

the village closes it down.<br />

Part of the streamlining process involved cleaning<br />

house.<br />

“We eliminated a lot of old information. We kept<br />

all the important stuff,” said village clerk Jessica<br />

Hiser, who headed up the website overhaul.<br />

Reorganization also was part of the streamlining<br />

process.<br />

“We have more tabs that are more direct about the information<br />

they have. It makes it easier to find what you’re looking for,” Hiser<br />

said.<br />

For example, details about village job opportunities were in a<br />

“random spot” on the old website, Hiser said. Now, they’re easy to<br />

find. Look for “Employment” in the dropdown menu under “More”<br />

Like the old website, the new one includes online payment options<br />

for fees like traffic tickets and water bills. Unlike the old<br />

website, those payment options aren’t buried and hard to find.<br />

The new website also boasts several new features the old site<br />

didn’t have. Hiser said she is most excited about a feature that allows<br />

the village to post emergency notices in a<br />

can’t-miss way on the home page.<br />

“For example, if we have a boil advisory, it will<br />

pop up as an alert on the home page, and it won’t<br />

go away and let you get to other parts of the website<br />

until you acknowledge you’ve read it,” she explained.<br />

Hiser also is using the home page to answer one<br />

of the most frequent questions she gets at town<br />

hall: What number do I call if I have an emergency<br />

after town hall’s regular business hours? This question<br />

refers to incidences that are not life threatening. Right away,<br />

website visitors can see that the answer is Clark County Dispatch<br />

at (937) 328-2560. Website visitors also will find upcoming events<br />

“So, if you want to build a fence, you can find that form online.<br />

You don’t have to come in-person to pick one up,” Hiser said.<br />

Also new is a separate cemetery section that lists cemetery<br />

rules, such as the type of decorations that are allowed and cleanup<br />

dates.<br />

The old website did not work well on smart phones. The pages<br />

wouldn’t resize to fit a phone screen, requiring users to scroll from<br />

side to side and zoom in and out. Now, the site resizes to fit the<br />

phone, and the pages turn as the user turns their phone.<br />

Hiser hopes that all of the changes make for a more userfriendly<br />

experience.<br />

“I really think the website is a lot nicer to zoom around and<br />

find the information you’re looking for,” she said.<br />

The village of South Charleston has a new website that is streamlined,<br />

easy to navigate, and works well on smart phones.<br />

Student resource officer assigned to Miami View<br />

Southeastern Local Schools now has a<br />

second student resource officer (SRO). Officer<br />

Kyle Marlett started his assignment at<br />

Miami View Elementary at the beginning of<br />

January. Sgt. Robert Dunsmore, who used<br />

to split his time between the school district’s<br />

two buildings, now focuses on the high<br />

school/middle school building.<br />

“The board came to a decision last fall<br />

that with the current state of school violence<br />

(in the country) it would be more advantageous<br />

from a safety and security<br />

aspect to have an SRO at each building,”<br />

said Southeastern Superintendent David<br />

Shea.<br />

“I feel very good about our community.<br />

It’s a safe community. But I think we must<br />

do our due diligence and be on guard. Having<br />

a second SRO will give us a leg up in<br />

that aspect.”<br />

Both officers are employed by the South<br />

Charleston Police Department. They are assigned<br />

full time to their respective schools<br />

during the school year, then work patrol<br />

full-time for the village in the summers.<br />

The school district covers the cost of the officers<br />

for the time they spend at the schools.<br />

The police department covers the rest of the<br />

year, plus SRO-related training and continuing<br />

education.<br />

“We’re lucky as a small community that<br />

we can put that out there for our staff, students,<br />

and parents, compared to other jurisdictions<br />

that are struggling with money,”<br />

said Police Chief Brian Redish.<br />

Shea said the arrangement is a win-win.<br />

The schools increase their safety and security.<br />

The police department increases their<br />

staffing.<br />

This marks the fourth year Southeastern<br />

has had at least one SRO on campus.<br />

gram) has helped out a lot,” Redish said. “If<br />

you look at some of the things that are happening<br />

at schools these days... it puts us in<br />

on the ground so we can help cut off some issues<br />

and help the school district resolve<br />

proactive than reactive in a lot of areas.”<br />

On a day-to-day basis, an SRO’s primary<br />

duty is to act as a deterrent to violent crime<br />

and to promote school safety by creating a<br />

positive atmosphere where students and<br />

staff feel safe.<br />

He added that it has been an adjustment<br />

for both himself and the students. For him,<br />

it’s a new routine and a different scope of<br />

work. For the students, it’s a new face.<br />

last year. He has been employed by the<br />

South Charleston Police Department for a<br />

little over a year. He has been a police officer<br />

for about five years. He previously<br />

worked for Kettering Health Network, the<br />

city of Piqua, and Premier Health’s Englewood<br />

campus near Dayton.<br />

of the State of Ohio governed by a board of five supervisors elected by the residents and<br />

• Toddler Time. This 30-minute program for ages 0 to 3 years<br />

the <strong>Madison</strong> County Senior Citizens Center are hosting<br />

PUBLIC HEARING<br />

PY <strong>2023</strong> <strong>Madison</strong> County Small Cities Program<br />

<strong>Madison</strong> County intends to apply to the Ohio Development Services<br />

Agency for funding under the Community Development Block Grant<br />

(CDBG) Small Cities Program, the HOME Investment Partnership<br />

Program, and other related state and federally funded programs administered<br />

by the State of Ohio. The County is eligible for several different<br />

types of PY <strong>2023</strong> programs providing the County meets applicable<br />

program requirements. These programs include but are not limited to<br />

the CDBG Community Development Allocation Program; Neighborhood<br />

Revitalization, Critical Infrastructure and Downtown Revitalization<br />

Programs; Economic Development and Public Infrastructure Program;<br />

Residential Public Infrastructure Program; Discretionary Program; and,<br />

the Homeless and Supportive Housing Programs. The State of Ohio<br />

anticipates it will receive approximately $64 million from HUD to<br />

distribute on a statewide basis, based on the Consolidated Plan submitted<br />

to HUD. The Consolidated Plan contains additional information<br />

on the Community Development Block Grant (CDBG)/ HOME Small<br />

Cities Program, a federally funded program administered by the State<br />

and funded by HUD.<br />

A Public Hearing to discuss the programs available through the Ohio<br />

Small Cities Program will be held on <strong>February</strong> 21, <strong>2023</strong>, at 10:00 a.m., in<br />

the Commissioners’ Hearing Room, <strong>Madison</strong> County Courthouse, 1 N.<br />

Main Street, London, Ohio.<br />

<strong>Madison</strong> County anticipates it will be eligible to apply for $500,000 in<br />

Critical Infrastructure grants, and grants of up to $500,000 are available<br />

for Economic Development and Public Infrastructure. The CDBG<br />

Community Development Grant applications are due to the State in<br />

June <strong>2023</strong>. The other grants have an open cycle beginning July 1, <strong>2023</strong>.<br />

The Public Hearing will provide citizens, communities and local organizations<br />

with explanation of eligible activities and program requirements<br />

for the CDBG/HOME programs, including the CDBG community development<br />

programs, the CDBG economic development programs, the<br />

CHIP and CDBG/HOME/OHTF housing programs, and other HUD funded<br />

programs. The CDBG/HOME programs can fund a broad range of<br />

activities including, but not limited to: economic development projects,<br />

infrastructure improvements, development and rehabilitation of<br />

housing, and neighborhood facilities improvements. The activities must<br />

be designed to primarily benefit low- and moderate-income persons,<br />

aid in the elimination of slum and blight, or meet an urgent need of the<br />

community. Citizens of <strong>Madison</strong> County are encouraged to attend the<br />

public hearing to provide their input on the County's CDBG/HOME<br />
