Grants will cover
water tower cost

Mount Sterling has secured the last piece of funding needed to
replace its 100-year-old water tower at no cost to the village.
On Jan. 30, Andy Drake, village council president pro tem, announced
that the Ohio Public Works Commission recently awarded
Mount Sterling a $440,000 grant to go toward the cost of building
a new water tower.
As of last spring, the estimated project cost was $1.37 million.
Village leaders were determined to fund the project with little to no
debt, so they went after grants and other outside funding sources.
The result: Mount Sterling will pay nothing out-of-pocket for the
new water tower.
“This is really, really great news,” Drake said. “It says a lot about
how far Mt. Sterling has come, and maybe says a little bit about we
have a ways to go. But it is, without a doubt, a vote of confidence in
us, that this village is looking up and we can get things done.”
Last year, the U.S. Army Corps of Engineers approved a grant
to cover 75 percent of the water tower project which amounts to approximately
$1 million. The village also set aside $187,000 in American
Rescue Plan Act money they received as part of federal
COVID-19 relief funds. The $440,000 from Ohio Public Works takes
the funding total over the $1.37 million project estimate.
Drake praised Courtney Bricker, village clerk, for her work on
tracking down and applying for the grants. He said it was not a simple
task. He also praised village leaders and staff for getting the
village’s finances in order, setting a “common sense” budget, setting
aside the COVID-19 relief money, and pursuing
“free” money in the form of grants.

design. The village also will find out if or
how inflation has impacted project costs.
Overall, the project will take two to three
years to complete, Drake said.
Housing growth
In other discussion at the Jan. 30 council
meeting, Drake reported that Mount Sterling
ranks ninth for housing growth among
central Ohio villages, as reported in Columbus
Business First. Last year, Mount Sterling
ranked 13th.
“We are moving up the list, not going
down the list. This is a thing that we should
be proud of,” he said. “We are setting the example
for larger cities, not just villages, as
to what it means to do affordable housing
and to get people in here.
“This means that more people are selecting
Mount Sterling as a place to call home,
raise a family, put down roots.”
Mount Sterling offers a great climate in
which to do business, too, Drake added.
“To comment on one thing the mayor
(Marci Darlington) has been saying quite a
bit: Come watch us grow. Come see us grow.
We are open for business,” he said.

An 8.7 percent increase is being applied to Mount Sterling residents’
water and sewer bills this year.
This follows legislation that was set in 2021 and became effective in
2022. The legislation calls for an automatic 5 percent increase to water
and sewer fees each year unless the cost of living is higher than 5 percent,
in which case the increase matches the cost of living increase.
Tom Byrne, village administrator, announced the rate hike at
the Jan. 30 council meeting, saying residents would see the increase
starting with this month’s bills.
“This means the average (monthly) bill will go up $2.97. All increases
are based on usage only,” he said.

increase does not apply to the debt service
fee which is a fixed rate.
Leak detection
Byrne reported the village plans to apply
for an Environmental Protection Agency
(EPA) grant to purchase a listening device
to pinpoint water line leaks.
“This device would give us a better idea
of where we’ve got to dig, so we’re not digging
up the entire street to find one little
break,” he said.

“This is important equipment because it helps with one of the
village’s EPA violations—water loss,” said Andy Drake, council president
pro tem. “We’re trying to get that under control. We started
with fire hydrants, then leaky valves, then pipes that are leaking
actively underground.”
Currently, the village calls the Ohio Rural Water Association for
help with leak detection. The village pays a small yearly fee to be a
member of the association which provides the service at no charge.
With its own leak detection equipment, the village could tend to
leak issues immediately, Byrne said, rather than waiting for an appointment
with the association.

Council will address possible changes in the structure of the nuisance
and abatement committee. Phillips is set to serve as chair.
Council needs to decide how many other people will serve on the
committee and, of those, how many will be council members and
how many will be residents.
Council’s next regular meeting will take place at 7 p.m. Feb. 13
in council chambers at town hall.

excited about future
of girls’ wrestling

For the past several years, more and
more girls have been taking up wrestling,
finding spots on boys’ teams. This year,
girls’ wrestling is enjoying its first year as
a sport sanctioned by the Ohio High School
Athletic Association (OHSAA), and Eric Mc-
Donald Jr., first-year head coach of Madison-Plains
High School’s girls wrestling
team, is excited.
“They get an OHSAA state championship
like the boys’ team does and like any
other official sport does. They have their
own schedule and their own tournaments,
so they don’t have to match up with boys if
they don’t want to. There are girls-only
tournaments all over the state,” he said.
McDonald is pumped to be involved with
new growth in a sport he loves. He wrestled
at Reynoldsburg High School, his alma
mater, and now coaches alongside one of his
Reynoldsburg teammates, Madison-Plains
boys’ wrestling head coach Jordan Kramer.
He still competes in wrestling, along with
jiu-jitsu, judo, and mixed martial arts,
something he also did while serving in the
U.S. Navy.
“Athletics is a big thing for me. Fitness,
sports, lessons of digging deep, finding a
better version of yourself... you learn you
have the ability to do it, and that translates
to life,” McDonald said.
He’s sharing that enthusiasm with his
small but committed team: junior Payne
Haverfield, a first-year wrestler competing
in the 155-pound class; sophomore Kyleigh
Elfrink, a returning wrestler, in the 110-
pound class; and freshman Tara Nagel, a
first-year wrestler competing at 235
pounds. Senior Emma Rife started the season
but was sidelined with a shoulder injury.
Nagel is loving her new sport. She splits
her time between powerlifting and wrestling,
hitting powerlifting tournaments on the
weekends when she doesn’t have wrestling.
She said her brother, junior Trevor Hardin,
also a powerlifter and a first-year wrestler,
nudged her to give wrestling a try.
“I’m into muscle sports, and I just felt
wrestling was something I would like to
try,” she said.
When she took first place in her very
first meet this season, Trevor was right
there jumping up and down, cheering her
on.
Nagel said she appreciates that sibling
support, along with the bonds she has made
with her teammates and coach.
“Our team jokes a lot, but we also take it

super serious. It’s something I love being part of because they are
always there for me, and I am there for them,” she said.
Though she’s only a sophomore, Elfrink entered this season with
several years of experience. She started wrestling through the
Golden Eagle Youth Sports Association, then joined the Madison-
Plains Junior High team, and has continued wrestling at the high
school level.
“It helps with my mental health, helps with keeping me in shape,
and it just helps me get out anger and frustration through the day
and through the week,” she said about why she likes the sport.
She said OHSAA’s sanctioning of girls’ wrestling means more opportunities
for competitive experiences at the high school level,
something she hopes sets the foundation for competitive opportunities
after graduation.
“My plan is to get into college wrestling,” she said.
McDonald said Haverfield is making the most of her first year
as a wrestler. Early on, she placed second in her division at the
Heart of Ohio wrestling tournament in Mechanicsburg.
All of the girls are making great strides, McDonald said. They
had to climb a learning curve early in the season, but with each
meet, have showed improvement. By mid-season, they were starting
to turn a corner, he said.
“They’ve been matching better with girls with more experience.

from a concussion and a sprained shoulder, she returned to the
mat Jan. 22 and looks forward to post-season competition.

some of these top-level schools,” he predicted.
A month from now, they will have their
first chance to qualify for an OHSAA-sanctioned
state tournament. Post-season opportunities
for girls’ high school wrestling start
with regionals which determines state qualifiers.
Four regional tournaments are slated
for March 5. Hosts include Harrison,
Marysville, Mentor, and Olentangy Orange.
The girls’ state tournament will take place
alongside the boys’ state tournament March
10-12 at the Schottenstein Center in Columbus.
Freshman Tara Nagel is already racking up
hardware as a first-year member of Madison-Plains’
girls’ wrestling team.

Try cover crops
for benefits that
last year-round
Widespread use of fertilizers and herbicides have replaced
the centuries-old practice of planting cover crops. However,
cover crops have seen a resurgence in recent years due to increasing
awareness of environmental and ecological concerns.
Universities and private researchers have studies under way
to quantify the benefits provided from cover crops on agricultural
lands and to show their abilities to supplement or replace
purchased inputs.
A cover crop is a plant that is used primarily to slow erosion,
improve soil health, enhance water availability, smother
weeds, help
control pests
and diseases,
increase biodiversity,
and
bring a host of
other benefits
to your farm. It
is not intended to be harvested for feed or sale. Selection of a
cover crop depends on when it can be planted and the goal for
its uses. Legume cover crops fix atmospheric nitrogen into a
form plants and microorganisms can use. Non-legume species
recycle existing soil nitrogen and other nutrients and can reduce
leaching losses.
Other benefits to planting cover crops are:
Soil quality improvements–Soil tilth is improved whenever
a plant establishes roots and grows into compacted areas.
Water infiltration is improved, as well. When a field lays fallow
for a period, the surface tends to seal, and water will run
off. Cover crops protect the soil surface and reduce sealing.
Also, beneficial organisms in the soil, such as earthworms,
thrive when fresh plant material is decomposing. Organic matter
levels tend to improve with the addition of cover crops.
Erosion control–Cover crops reduce wind and water erosion
on all types of soils. By having the soil held in place by
cover crops during the fall, winter, and early spring, loss of soil
from erosion is greatly reduced. Reducing soil loss helps keep
the local creeks and ditches from turning muddy.
Fertility improvements–Legumes can add substantial
amounts of available nitrogen to the soil. Non-legumes can be
used to take up excess nitrogen from previous crops and recycle
the nitrogen, as well as available phosphorus and potassium,
to the following crop. Cover crops can also be used to
reduce leaching of nutrients after a manure application.
Suppress weeds–A dense stand of winter rye or other
cover crop can suppress weeds by soil shading. Allelochemicals
from cover crops suppress the growth of other plants.
Insect control–Beneficial insects, such as lady beetles or
ground beetles, may be encouraged by planting cover crops.
Planting cover crops is not just for the large farming operation.
Your backyard garden can also greatly benefit from the
planting of cover crops. After the garden has been harvested,
cover crops—typically planted as seeds—protect the soil from
erosion and prevent nutrient runoff during the winter. The
placeholder crops then become organic material for the garden
in the spring. Having plants in the garden year-round also
helps keep weeds at bay. Annuals are considered the best cover
crops, because gardeners won’t have to kill them before their
spring planting. Annuals can be tilled right into the soil, improving
its make-up.

BARKALOW
Rose Mary (Cordonnier) Barkalow, 94, a
resident of London, Ohio, passed away from
this earthly existence on Jan. 24, 2023, and
now sits in our Lord’s house. Rose Mary
(Cordonnier) was born on July 1, 1928, in
Dayton, Ohio.
She was preceded in death by her husband,
James E. Barkalow, and one son,
Timothy. Rose Mary is survived by her eight
children, Sue, Larry, Nancy, Terry, Cheryl,

Christian Burial at 11 a.m. Feb. 4 in St.
Patrick Catholic Church, 61 S. Union St.,

Interment will immediately follow in
Graceland Cemetery, Sidney, Ohio, where
she will be interred next to her husband of
56 years.

Joseph “Joe” Henry Chestnut, 96, of
Sedalia, Ohio, died on Jan. 24, 2023, in
Grove City, surrounded by his loving family.
Born on Jan. 27, 1926, in Lucasville, he was
a son of Daniel Chestnut and Lexia Pearl
(Newman) Crabtree.
Joe was a U.S. Navy veteran, serving in
both World War II and the Korean War.
After his time in the service, he went on to
work as a radio announcer. He had a wonderful
sense of humor and always enjoyed
telling jokes. He then worked for the Dial
Corporation where he later retired from. Joe
was a man of strong faith and was a long
time member of Sedalia Church of Christ in
Christian Union. He was also a member of
VFW Post 11208 in Harrisburg. Joe was
able to participate in Honor Flight, and he
enjoyed spending time with his military
comrades. In his spare time, he also enjoyed
playing guitar, gardening, and especially
tending to his fruit trees which were shared
with his neighbors.
He leaves behind: his son, Mark Edward
(Bethany) Chestnut of Grove City; grandsons,
Mark A. Chestnut and Scott B. (Carolyne)
Chestnut, both of Grove City;
great-grandchildren, Luke, Gracelyn, Clayton,
Ava; siblings, Gladys Loraine Storts,
Ruth Shirk, Elza “Max” (Cynthia) Crabtree;
many nieces and nephews; sisters-in-law,
Jennie McNeal and Lyvonia Boggs; numerous
friends, neighbors, and military brothers.
Joe was preceded in death by his parents
and his beloved wife of 50 years, Lydia
Marie (Amos) Chestnut.
A funeral service was held on Jan. 30 at
Sedalia Church of Christ in Christian Union
with Rev. Gordon Ell officiating. Interment
followed in Range Township Cemetery. The

Glenn Ward, 89, of London, Ohio, died on
Jan. 25, 2023, in London Health and Rehabilitation.
Born on July 18, 1933, in Boons
Camp, Ky., he was a son of Willie and Ethel
(Bradley) Ward.
After graduating high school, Glenn went
on to study at the University of Kentucky.
He then served in the U.S. Army during the
Korean War. After his time in the service,
Glenn worked for General Motors where he
retired as a supervisor after 32 years. He
was a man of God and attended Hocking
Hills Church of Christ. Glenn enjoyed
watching sports, particularly the Alabama
Crimson Tide play football and Kentucky
Wildcats basketball. He also was an avid
deer and turkey hunter and a skilled fisherman.
Thanksgiving will definitely not be the
same without his wild turkey contributions,
along with countless other memories we will
cherish.
Glenn leaves behind: his beloved wife of
44 years, Nancy (Weaver) Ward; children,
Ron (Darlene) Ward, Steve (April) Sparks,
Stephanie (Neil) Clarridge, Ruric (Trisha)
Sparks; 11 grandchildren; 14 great-grandchildren
plus one on the way; many nieces,
nephews, and cousins.

Sherry A. Doggett, 66, of London, Ohio,
went to be with her heavenly father on Jan.
29, 2023, in her residence surrounded by
her loving family. Sherry was born on Aug.
9, 1956, in Columbus, Ohio, the daughter of
Samuel Stires and Bonnie (Boughn) Bowen.
Sherry was a 1974 graduate of London
High School, marrying her high school
sweetheart, Dan Gordon Doggett, in 1973.
She was a member of Church of Christ in
Christian Union where she loved singing.
Sherry is remembered as a strong, Christian
woman who always prioritized her
faith. She was selfless, charitable, and always
put others before herself, especially
her family whom she loved unconditionally.
She was known far and wide for her amazing
baking and cooking. Sherry retired from
London Public Library and Loving Care
Hospice.
She is survived by: her mother, Bonnie

More than 50 high school students took part in a conservation career day hosted by the Madison Soil and
Water Conservation District on Jan. 20.
Intro to conservation careers
The Madison Soil and Water Conservation District
(SWCD) hosted a Conservation Career Day at the
Gwynne Conservation Area, part of the Molly Caren
Agriculture Center in London, on Jan. 20. More than 50
students from across the county, including Tolles Career
and Technical Center and London High School,
gathered to hear presentations about job opportunities
in the field of conservation.
Speakers presented on behalf of the Molly Caren
Agricultural Center, Natural Resources Conservation
Service, and the Ohio Department of Natural Resources
Division of Forestry, Wildlife, and Natural Areas & Preserves.
Students learned about career opportunities and
the steps required to pursue careers in conservation and
emerging fields in the agricultural job sector.
“We plan to hold the event next year and were very
pleased with the turnout and interest in conservation
careers,” said Broc Sehen, SWCD wildlife specialist.
“We also encourage any interested students or teachers
in the area to join our newsletter mailing list to stay informed
on local conservation events and educational opportunities.”
The mission of SWCD is to enhance and sustain the
soil, water, and related natural resources of Madison
County through partnerships with others to provide research-based
educational programs, technical assistance,
and funding to promote a clean local
environment.

Village’s new website: Streamlined, mobile-friendly

The village of South Charleston has a new streamlined, mobilefriendly
website that makes information easy to find.
The site went live at the start of this year and can be found at
http://villageofsouthcharleston.org. The previous site
had a .net domain name. It will remain active for a
couple of months with a link to the new site before
the village closes it down.
Part of the streamlining process involved cleaning
house.
“We eliminated a lot of old information. We kept
all the important stuff,” said village clerk Jessica
Hiser, who headed up the website overhaul.
Reorganization also was part of the streamlining
process.
“We have more tabs that are more direct about the information
they have. It makes it easier to find what you’re looking for,” Hiser
said.
For example, details about village job opportunities were in a
“random spot” on the old website, Hiser said. Now, they’re easy to
find. Look for “Employment” in the dropdown menu under “More”
on the home page.

Like the old website, the new one includes online payment options
for fees like traffic tickets and water bills. Unlike the old
website, those payment options aren’t buried and hard to find.
The new website also boasts several new features the old site
didn’t have. Hiser said she is most excited about a feature that allows
the village to post emergency notices in a
can’t-miss way on the home page.
“For example, if we have a boil advisory, it will
pop up as an alert on the home page, and it won’t
go away and let you get to other parts of the website
until you acknowledge you’ve read it,” she explained.
Hiser also is using the home page to answer one
of the most frequent questions she gets at town
hall: What number do I call if I have an emergency
after town hall’s regular business hours? This question
refers to incidences that are not life threatening. Right away,
website visitors can see that the answer is Clark County Dispatch
at (937) 328-2560. Website visitors also will find upcoming events
listed on the home page.
The site contains an interactive zoning map, zoning regulations,
and zoning applications.
“So, if you want to build a fence, you can find that form online.
You don’t have to come in-person to pick one up,” Hiser said.
Also new is a separate cemetery section that lists cemetery
rules, such as the type of decorations that are allowed and cleanup
dates.
The old website did not work well on smart phones. The pages
wouldn’t resize to fit a phone screen, requiring users to scroll from
side to side and zoom in and out. Now, the site resizes to fit the
phone, and the pages turn as the user turns their phone.
Hiser hopes that all of the changes make for a more userfriendly
experience.
“I really think the website is a lot nicer to zoom around and
find the information you’re looking for,” she said.

• Saturday Movie Matinee. Looking for something
free to do with the family on weekends? The library is
offering an eclectic blend of movies for children, teens,
and adults, including classics and musicals. Movie day
is the third Saturday of the month at 1 p.m. The library

• Pokemon TCG Club. This group for ages 6-12 meets
the third Monday of the month at 3:30 p.m. Talk, battle,

Student resource officer assigned to Miami View

Southeastern Local Schools now has a
second student resource officer (SRO). Officer
Kyle Marlett started his assignment at
Miami View Elementary at the beginning of
January. Sgt. Robert Dunsmore, who used
to split his time between the school district’s
two buildings, now focuses on the high
school/middle school building.
“The board came to a decision last fall
that with the current state of school violence
(in the country) it would be more advantageous
from a safety and security
aspect to have an SRO at each building,”
said Southeastern Superintendent David
Shea.
“I feel very good about our community.
It’s a safe community. But I think we must
do our due diligence and be on guard. Having
a second SRO will give us a leg up in
that aspect.”
Both officers are employed by the South
Charleston Police Department. They are assigned
full time to their respective schools
during the school year, then work patrol
full-time for the village in the summers.
The school district covers the cost of the officers
for the time they spend at the schools.
The police department covers the rest of the
year, plus SRO-related training and continuing
education.
“We’re lucky as a small community that
we can put that out there for our staff, students,
and parents, compared to other jurisdictions
that are struggling with money,”
said Police Chief Brian Redish.
Shea said the arrangement is a win-win.
The schools increase their safety and security.
The police department increases their
staffing.
This marks the fourth year Southeastern
has had at least one SRO on campus.
“With the trending times, (the SRO pro-

gram) has helped out a lot,” Redish said. “If
you look at some of the things that are happening
at schools these days... it puts us in
on the ground so we can help cut off some issues
and help the school district resolve
things in a quick manner. We’re a lot more
proactive than reactive in a lot of areas.”
On a day-to-day basis, an SRO’s primary
duty is to act as a deterrent to violent crime
and to promote school safety by creating a
positive atmosphere where students and
staff feel safe.

delays or disabilities in the areas of
fine and gross motor skills, speech and language
skills, and social and emotional skills.

He added that it has been an adjustment
for both himself and the students. For him,
it’s a new routine and a different scope of

Marlett completed his SRO training late
last year. He has been employed by the

little over a year. He has been a police officer
for about five years. He previously
worked for Kettering Health Network, the
city of Piqua, and Premier Health’s Englewood
campus near Dayton.

Counties hosts Power of the Purse events each year to
raise money for the Dolly Parton Imagination Library,
a program that puts free books into the hands of local
children.
Madison County’s Power of the Purse event went so
well last year, organizers need to gather up more purses
for this year’s event set for June 14. United Way invites
the public to stop by the Fraternal Order of Eagles, 16
S. Union St., London, on Feb. 22. Hours are 5:30 to 7:30
p.m. Each person who donates a new or gently used bag
or purse will receive a ticket for a free drink (limit two
per person).
Also on Feb. 22, visitors can purchase a raffle ticket
for a chance to win some beef. There will be two drawings
from the same pool of tickets. Each winner will win
a quarter cut of a cow. Tickets are $5 for one or $20 for
five. Tickets also can be purchased by visiting
uwccmc.org. The drawing will take place at the June 14
Power of the Purse event. Ticket holders do not need to

The Friends of Madison County Parks and Trails and
the Madison County Senior Citizens Center are hosting
a pancake and sausage breakfast from 8 to 11 a.m. Feb.

Active Agers Walking Program
The village of Plain City hosts an Active Agers indoor

The City of London Building Department this day made and entered upon its records the following order:
The premises affected by this order is known or described at 5 Stewart Street, London, OH 43140.
A structure on this premises has been declared unsafe and dangerous and shall be abated by construction
or demolition. Further Sections 109.4 and 113.2 of the 2019 Residential Code of Ohio requires: “Residential
buildings, structures and the building equipment shall be maintained in a safe and sanitary condition...” You

1. The removal of all structure and non-structural members, including the foundation from the site.
2. The filling in of all excavations relating to the removal of said structure.
3. The removal of all storage or debris in conjunction with the demolition process.
4. The safe and adequate elimination of all utility connections.
5. Secure necessary demolition permits and approvals.
This order must be complied with within thirty (30) days from the date of order. Failure to comply with this
Order will result in demolition of the property. Additionally, any person who fails to obey an order of the
Building Official is guilty of a misdemeanor, and shall be fined not more than $300.00 for each offense as
provided in Ohio Revised Code Sections 307.37 and 307.99 (c). Each day during which a violation of these

PUBLIC HEARING
PY 2023 Madison County Small Cities Program
Madison County intends to apply to the Ohio Development Services
Agency for funding under the Community Development Block Grant
(CDBG) Small Cities Program, the HOME Investment Partnership
Program, and other related state and federally funded programs administered
by the State of Ohio. The County is eligible for several different
types of PY 2023 programs providing the County meets applicable
program requirements. These programs include but are not limited to
the CDBG Community Development Allocation Program; Neighborhood
Revitalization, Critical Infrastructure and Downtown Revitalization
Programs; Economic Development and Public Infrastructure Program;
Residential Public Infrastructure Program; Discretionary Program; and,
the Homeless and Supportive Housing Programs. The State of Ohio
anticipates it will receive approximately $64 million from HUD to
distribute on a statewide basis, based on the Consolidated Plan submitted
to HUD. The Consolidated Plan contains additional information
on the Community Development Block Grant (CDBG)/ HOME Small
Cities Program, a federally funded program administered by the State
and funded by HUD.
A Public Hearing to discuss the programs available through the Ohio
Small Cities Program will be held on February 21, 2023, at 10:00 a.m., in
the Commissioners’ Hearing Room, Madison County Courthouse, 1 N.
Main Street, London, Ohio.
Madison County anticipates it will be eligible to apply for $500,000 in
Critical Infrastructure grants, and grants of up to $500,000 are available
for Economic Development and Public Infrastructure. The CDBG
Community Development Grant applications are due to the State in
June 2023. The other grants have an open cycle beginning July 1, 2023.
The Public Hearing will provide citizens, communities and local organizations
with explanation of eligible activities and program requirements
for the CDBG/HOME programs, including the CDBG community development
programs, the CDBG economic development programs, the
CHIP and CDBG/HOME/OHTF housing programs, and other HUD funded
programs. The CDBG/HOME programs can fund a broad range of
activities including, but not limited to: economic development projects,
infrastructure improvements, development and rehabilitation of
housing, and neighborhood facilities improvements. The activities must
be designed to primarily benefit low- and moderate-income persons,
aid in the elimination of slum and blight, or meet an urgent need of the
community. Citizens of Madison County are encouraged to attend the
public hearing to provide their input on the County's CDBG/HOME
programs. Large Print and auxiliary aids materials will be made available,
