council will be asking as part of<br />

the Long Term Plan consultation.<br />

District councillors voted to start<br />

planning for the initial stage of an<br />

indoor sport and recreation facility<br />

in Darfield to be built in 2029.<br />

cost of the facility<br />

would be about<br />

$15-25 million. The<br />

yearly operating<br />

cost, based on a<br />

one-court facility,<br />

is $150,000 per Denise<br />

annum.<br />

POLICE HAVE revealed a<br />

new staffing plan that involves<br />

officers based 24 hours a day<br />

at the district headquarters in<br />

Rolleston.<br />

They say it will mean more<br />

police on the streets and accessibility<br />

to communities.<br />

But the trade-off for more<br />

officers based at Rolleston appears<br />

to be at the expense of the<br />

Lincoln and Leeston stations.<br />

Lincoln, once a three-officer<br />

station, has been cut back to<br />

one, with an emphasis on community<br />

policing, and Leeston<br />

goes from three to two. Darfield<br />

remains a three-officer station.<br />

Senior Sergeant Rachel Walker<br />

said the new strategy was in<br />

response to <strong>Selwyn</strong>’s growing<br />

population.<br />

“We want to ensure we are delivering<br />

the best and most timely<br />

service to our growing and<br />

changing community. A 24/7<br />

response model means more<br />

coverage and more accessibility<br />

for our communities,” she said.<br />

Walker would not comment<br />

on the cutbacks at the Lincoln<br />

and Leeston stations.<br />

But the New Zealand Police<br />

Association, the police officers’<br />

union, confirmed the new staffing<br />

at the satellite stations. The<br />

changes came into effect on <strong>May</strong><br />

1, though the Lincoln station<br />

has been operating at one for<br />

sometime.<br />

NZPA president Chris Cahill<br />

said some officers had expressed<br />

concern about the changes, but<br />

overall he believed they would<br />

be good for the community.<br />

There would be a review of the<br />

changes in six months, involving<br />

police staff and the community,<br />

to ensure they were working, he<br />

said.<br />

Walker said the changes<br />

include a 24/7 public safety team<br />

made up of frontline response<br />

officers based at the Rolleston<br />

station.<br />

“The current Lincoln police<br />

do really well, they get out and<br />

are visible walking the beat and<br />

known by the wider community,<br />

and whether this 24/7 (model)<br />

becomes more of a car-based<br />

service responding to incidents<br />

rather than active policing we<br />

will have to see,” he said.<br />

“It is a trial, let’s see how it<br />

goes, I hope it goes really well. I<br />

will certainly be keeping my eye<br />

on Lincoln’s requirements.”<br />

Walker said the changes were<br />

needed given the big population<br />

growth in recent years and a<br />

significant change in demographics.<br />

<strong>May</strong>or Sam Broughton was<br />

happy to see the police adapting<br />

its services.<br />

“The 24-7 policing trial is a<br />

huge improvement and will<br />

increase the responsiveness of<br />

police and bring better safety to<br />

Leeston, Lincoln Rolleston, and<br />

surrounding areas,” he said.<br />

One case of malaria was notified<br />

in <strong>Selwyn</strong> for the month of April.<br />

Canterbury Medical Officer of<br />

Health Dr Ramon Pink said the<br />

patient contracted the disease<br />

overseas. In Canterbury, there<br />

had been two cases of the<br />

mosquito-borne parasite notified<br />

in 2022, one in 2021, one in<br />

2020, and two in 2019. “There<br />

are no Anopheles species of<br />

mosquitoes in New Zealand, so<br />

there is no risk of local mosquitoborne<br />

transmission,” Pink said.<br />

Intersection<br />

closure on<br />

hold; threat<br />

THE THREAT of legal action<br />

has put the proposed closure of a<br />

Tai Tapu intersection on hold.<br />

District council staff<br />

recommended Perymans Rd be<br />

closed at the intersection with<br />

State Highway 75. It would mean<br />

residents and other motorists<br />

would have to use Lincoln-Tai<br />

Tapu Rd instead to get to State<br />

Highway 75.<br />

But the council’s transport and<br />

infrastructure committee has decided<br />

to put the staff recommendation<br />

on hold for three months,<br />

until more quantitative data for<br />

the closure is provided.<br />

It came after Perrymans Rd<br />

resident John Ryan addressed<br />

the committee where he outlined<br />

his concerns with how the public<br />

consultation over the closure<br />

was conducted. Ryan claimed<br />

questions to the public were<br />

“manipulative”.<br />

He said if the district council<br />

signed off on the current proposal,<br />

he would take legal action.<br />

“It (the report) stated that<br />

28 people do not have any<br />

opposition. The term do not<br />

have any opposition is not taken<br />

kindly because I believe this is<br />

almost manipulative wording.<br />

The use of double negatives is<br />

not appreciated,” Ryan told the<br />

committee.<br />

the road would be sealed and a<br />

trial would be held for six months<br />

with the intersection remaining<br />

open to gather data.<br />

with additional detail to enable<br />

it to make a good decision on the<br />

future of the intersection.<br />

“The future report will contain<br />

a full assessment of the safety<br />

of the current intersection,<br />

inclusive of all crash data, vehicle<br />

movement data, consideration<br />

for and of local agricultural<br />

activity, suggested improvements<br />

and treatments, a summary of<br />

associated costs, communications<br />

with Waka Kotahi, and Waka<br />

Kotahi’s position on financial<br />

support contributions.”<br />

Te Ara Ātea to get symbols, digital<br />

signage – but no ‘library’ in name<br />

TE ARA ĀTEA will not get a<br />

name change to include the word<br />

‘library’.<br />

District councillors made the<br />

decision at a community services<br />

committee meeting where a staff<br />

report instead recommended<br />

adding internationallyrecognised<br />

symbols, including<br />

one for ‘library’, to the front<br />

doors.<br />

“This isn’t a discussion about<br />

the name of the building – it<br />

is about signage,” <strong>May</strong>or Sam<br />

Broughton told the meeting.<br />

“So where is the appropriate<br />

place to put signage on our<br />

beautiful Te Ara Ātea.”<br />

The Rolleston Residents<br />

Association has led the call to<br />

include ‘library’ under Te Ara<br />

Ātea’s signage. The <strong>Selwyn</strong> <strong>Times</strong><br />

has received a large amount of<br />

feedback from residents on both<br />

sides of the debate.<br />

As well as the symbols, 24/7<br />

digital displays, showing the<br />

services and activities at Te<br />

Ara Ātea, will be placed in the<br />

Tennyson St windows and face<br />

the road.<br />

when names are gifted to<br />

public facilities by Māori more<br />

needs to be done to inform the<br />

community what they mean.<br />

“I understand that there will<br />

be a story, but it’s important that<br />

the community understand the<br />

narrative of the story.”<br />

McInnes said the story of the<br />

name can be found online and<br />

inside the building. The story<br />

behind the name describes the<br />

facility as “the unobstructed trail<br />

to the world and beyond”.<br />

‘They smell bad and leach excrement’<br />

councillors about her concerns<br />

at district council Annual Plan<br />

hearings last week.<br />

Wendy Thompson lives next<br />

door to the Darfield Hotel. She<br />

said the grass verge on Clinton<br />

St adjacent to the hotel car park<br />

had become “tatty and potholed”<br />

over several years, from truck<br />

drivers parking there day<br />

and night.<br />

“Many of these heavy<br />

transport vehicles are livestock<br />

trucks, which smell bad and<br />

leach excrement while they<br />

are parked overnight,” she told<br />

councillors.<br />

the same issues down the road<br />

from her house, in front of<br />

Almond Park playground.<br />

“Not what I think anyone<br />

would expect next to a playground<br />

or in any residential<br />

street,” Thompson said.<br />

Thompson said she had been<br />

told by district council staff there<br />

was no way of preventing large<br />

trucks parking in the area.<br />

She believed funds could be<br />

made available in existing budgets<br />

for the <strong>2023</strong>/24 annual plan.<br />

She pointed to two solutions, being<br />

to plant trees on the verges so<br />

trucks could not park there, and<br />

restricting heavy vehicles from<br />

parking on Clinton St by way of<br />

a resolution in accordance with<br />

the district council’s Traffic and<br />

Parking Bylaw.<br />

Councillor Sophie McInnes<br />

asked Thompson how residents<br />

of Clinton St would feel if parking<br />

for heavy trucks was formalised<br />

and sealed on the street.<br />

“We have this issue in Rolleston<br />

as well, they are parking on top of all<br />

our footpaths because we struggle to<br />

provide somewhere for them to go,”<br />

McInnes said.<br />

Thompson responded that<br />

would not solve the odour issues.<br />

She included photos in her<br />

submission, including two trucks<br />

parked on the grass verge in<br />

Clinton St. They were a UCT and<br />

Northern Southland Transport<br />

vehicle.<br />

A UCT manager told the<br />

<strong>Selwyn</strong> <strong>Times</strong> one of their drivers<br />

parking there would have been<br />

“a bit of a one-off.”<br />

Its drivers did not regularly go<br />

through Darfield, but if they did<br />

and needed to stop at the hotel,<br />

they may park on a grass verge<br />

to ensure their unit was not an<br />

obstruction to motorists.<br />

“It’s definitely not the sort of<br />

thing we want to go and do all<br />

the time,” he said.<br />

The company had not received<br />

any complaints about its trucks<br />

parking on the street.<br />

Northern Southland Transport<br />

general manager Mark Hollis<br />

said he also was not personally<br />

aware of his company having<br />

received any complaints.<br />

Parking on a grass verge would<br />

normally be a last resort.<br />

“We have yards or gravel areas<br />

where we normally park,” Hollis<br />

said.<br />

Thompson was one of 16 people,<br />

from 112 submitters, who<br />

spoke to their submissions at the<br />

Annual Plan hearing.<br />

“That is the aim of this<br />

consultation phase, to talk to the<br />

community about those things<br />

and come back with some more<br />

specific options in the Long<br />

Term Plan, reflecting what the<br />

community wants,” Kidd said.<br />

At this stage, there are no plans<br />

to have a pool included in the<br />

development, but there will be a<br />

land provision for further aquatics<br />

development on site.<br />

While visitor numbers at the<br />

current Darfield pool were down,<br />

it is expected there will be a<br />

greater need in the future. In the<br />

2022/23 season, the Darfield pool<br />

had 10,439 visits. This was about a<br />

15 per cent reduction on previous<br />

seasons, which was largely<br />

attributed to a pool pump fire that<br />

resulted in the learners’ pool area<br />

being closed for most of March.<br />

<strong>Selwyn</strong> Swim School operated<br />

over the summer, with 180 bookings.<br />

Planning is under way for<br />

a significant increase in lesson<br />

allocation for the <strong>2023</strong>/24 season<br />

to meet the increased demand.<br />

The pool is getting a number of<br />

improvements before next season<br />

including a hydroslide installed,<br />

a new water heating system, water<br />

features for the toddler pool,<br />

and new grandstand seating.<br />

Well things are steaming along with our new villa build, despite April’s<br />

short weeks. When writing this column, our staircase was being<br />

installed. A momentous occasion in any building project, when you no<br />

longer have to climb ladders, but can feel exactly what it is going to be<br />

like living in your new home.<br />

Wall panelling is also being added, giving a strong sense of what the<br />

villa’s interior will look like. We have opted for wainscoting, which is<br />

panelling that usually occupies one third of the wall, leaving the top<br />

thirds to paint or wallpaper. This type of panelling was historically used<br />

to protect walls from furniture and scuff marks but today it is primarily<br />

added to bring that substance and character that we equate with<br />

traditional family homes.<br />

In our new villa we are using wainscoting in all rooms, except the two<br />

children’s bedrooms, where we are adding board and batten panelling<br />

to cover two thirds of the walls. The upper third will be covered in<br />

wallpapers – a chocolate brown, blue and white gingham style check<br />

in one of our young son’s rooms and a fresh blue and white rattan<br />

textured paper in the other. In our own room, the wainscoting will cover<br />

half the wall with the other half papered in a greeny blue grasscloth<br />

paper.<br />

It’s all coming together now, and we can’t wait to share what it will<br />

look like. Both the interior and exterior of our villa have been designed<br />

to stand the test of time and last us well into the future as a family. As<br />

time goes by we may need to re-wallpaper or paint to freshen things<br />

up but otherwise all aspects of this house are being built for the very<br />

long term.<br />

Build7 welcomes new building regulations<br />

Building Code updates that will ensure the delivery of safer and<br />

healthier New Zealand homes came into effect this month.<br />

While many of the adjustments are standards that are already<br />

incorporated into Build7 homes, we’ve been keeping a watchful eye<br />

on these requirements and are here to answer any questions you may<br />

have.<br />

From 1 <strong>May</strong> <strong>2023</strong>, home builds must meet new wall, floor, and roof<br />

insulation requirements that promote energy efficiency and will deliver<br />

long-term cost savings for property owners. Insulation requirements for<br />

doors and windows will be implemented as part of a staged process.<br />

Build7 co-owner Jamie Cowan welcomes the new regulations, saying<br />

they will help to simplify building requirements across the industry.<br />

“The minimum standard is being raised, which is definitely a positive<br />

thing,” he says. “The changes will ultimately reduce power costs over<br />

the lifetime of a new home.”<br />

and recreation and author of<br />

the report, James Richmond,<br />

said the 70-year-old pool has<br />

past its life expectancy.<br />

repairs would take money away<br />

from other planned upgrades in<br />

the district.<br />

“Sheffield pool is under four<br />

different titles, the council<br />

only owns part of the land it<br />

sits on. The flood risk is real<br />

and is increasing . . . the cost<br />

of renovation is pretty high<br />

already . . . and I’d be surprised<br />

if it didn’t increase to a million,”<br />

McInnes said.<br />

Pool could then be given to the<br />

earlier this year to discuss the<br />

future of the Sheffield pool.<br />

When asked about a potential<br />

new pool, principal Nigel<br />

Easson said he would discuss<br />

the idea with the school<br />

community and board before<br />

commenting.<br />

But he said the Sheffield<br />

pool is a vital asset to the<br />

community. He estimated it is<br />

used about 2000 times a season<br />

by pupils.<br />

The report also highlighted<br />

issues with the Killinchy Pool,<br />

near Leeston.<br />

It is run by volunteers but<br />

there are not enough of them to<br />

operate it effectively.<br />

“This has led to decreased<br />

testing proficiency and a lack<br />

of clear corrective actions,” the<br />

report stated.<br />

“Over the 2022/23 summer<br />

season, there were seven<br />

occasions where the pool water<br />

was outside of the NZ standards<br />

and no clear corrective actions<br />

were recorded.”<br />

The report stated the pool had<br />

about 80 visits last summer but<br />

the lack of volunteers means it<br />

may not be able to open next<br />

Mum and son on a<br />

mission to clean up<br />

A LINCOLN mother and son are<br />

cleaning up their township one<br />

rubbish bag at a time.<br />

Audrey Ross and son Liam,<br />

8, have been picking up rubbish<br />

near the Liffey Stream and<br />

surrounding picnic areas after<br />

they noticed how much was<br />

being dumped there.<br />

“When we got home, he asked<br />

if we could do a rubbish run so<br />

we went out and filled a rubbish<br />

bag. It was almost so heavy we<br />

couldn’t carry it home,” Ross<br />

said.<br />

She said the parks and reserves<br />

around Lincoln are a “gem” and<br />

need to be protected.<br />

“Some of the rubbish we found<br />

was 50m away from a rubbish<br />

bin.”<br />

She said it was disappointing to<br />

go back to the same areas and see<br />

more rubbish.<br />

Following their initial cleanup,<br />

Liam became interested in<br />

starting a rubbish collection<br />

group. While nothing has been<br />

officially set up, Ross put a call<br />

for help out on the Lincoln<br />

Facebook page and a number of<br />

people turned up to help.<br />

it will provide rubbish bags and<br />

gloves and take some of the waste<br />

away. “I’d like to do it once a<br />

month – and a bigger clean-up<br />

every six months.”<br />

Ross hopes sharing her<br />

experiences with the community<br />

will inspire others to grab a bag<br />

and pick up rubbish in their<br />

neighbourhood.<br />

“You don’t have to wait for me<br />

to tell you to do something, just<br />

grab a rubbish (bag) and get out<br />

there.” As a single mum, Ross is<br />

always looking to get Liam out<br />

and about and give him different<br />

experiences.<br />

On their outings, they have<br />

found all sorts of rubbish items,<br />

but particularly cans, bottles and<br />

food wrappers.<br />

And the weirdest piece of<br />

rubbish they have found? Some<br />

old lacy underwear.<br />

Borssato had no difficulty<br />

recruiting volunteers for a wine<br />

tasting experiment.<br />

After advertising on social<br />

media, the international<br />

postgraduate student from Brazil<br />

was flooded with texts and emails<br />

from people keen to sign up.<br />

“Wine is a product wellappreciated,<br />

especially here in<br />

New Zealand,” she said.<br />

Bernardes Borssato<br />

acknowledged many were enticed<br />

by the prospect of free wine,<br />

despite the brief being to sip and<br />

spit – not sip and drink.<br />

“Many people said that: ‘Why<br />

not? Free wine, of course’.”<br />

Her goal was to recruit 100<br />

volunteers. In the end she<br />

squeezed in an extra four and<br />

still turned away about 20 people.<br />

The 104 wine-lovers were aged<br />

18 to over 60. Their job was to<br />

participate in a 25min wine<br />

tasting session.<br />

Bernardes Borssato set up<br />

eight “sensory booths” where<br />

participants smelled and took<br />

sips from five opaque black<br />

glasses, each with 25ml of pinot<br />

noir. Between each glass, they<br />

would have water and a cracker<br />

to clean their palette.<br />

Bernardes Borssato made the<br />

five wines herself, growing the<br />

grapes at the university vineyard,<br />

then crushing them with a hand<br />

tool and fermenting them in<br />

buckets before distilling the wine<br />

into bottles.<br />

Participants were asked to<br />

rate how much they liked each<br />

sample and describe the aroma<br />

and flavour, choosing from<br />

descriptors such as unripe fruit,<br />

stalky, grassy, green, fresh, dried<br />

herbs and earthy.<br />

The research aims to determine<br />

the what level of pinot noir grape<br />

stems in the fermentation process<br />

is favourable to consumers and<br />

was part of Bernardes Borssato’s<br />

PhD in wine science.<br />

Among the tasters was dairy<br />

farm worker Tim Lesage, 34,<br />

from Darfield.<br />

Originally from France,<br />

Lesage jumped at the chance to<br />

participate.<br />

He said he was not tempted to<br />

drink the wine, but instead stuck<br />

to the experiment brief of sipping<br />

and spitting.<br />

“I think it’s nice you can give<br />

your advice how you are feeling<br />

about the different flavours,”<br />

Lesage said.<br />

A FORMER British army nurse<br />

is set to take over as the new<br />

district council chief executive.<br />

Sharon Mason is due to start<br />

‘Boisterous’<br />

Rosie finds a<br />

fur-ever home<br />

Rosie the “boisterous” one-year-old American bulldog<br />

cross was rehomed by the district council after it<br />

posted a photo on its Facebook page last week. “Cute”,<br />

“gorgeous” and “beautiful” were some of the words<br />

commenters used to describe her as they hoped she<br />

would soon find her fur-ever home. “Rosie was with us<br />

for 12 days before being rehomed to an experienced<br />

dog owner in the Waimakaririri district, as she had<br />

remained unclaimed by any previous owner,” said an<br />

animal control team spokesperson. The district council<br />

had rehomed six dogs since July 1 last year. This was “a<br />

little higher” that the previous year. “Though that’s not<br />

unexpected, given the growing number of dogs in the<br />

district.”<br />

Ara Ātea has been gifted by the<br />

local iwi. Surely ‘Te Ara Ātea<br />

like Waka Kotahi NZ Transport<br />

Agency. We, who have been born<br />

in Aotearoa New Zealand, have<br />

had to accept all the new changes<br />

brought about by government<br />

agencies, so surely respect us and<br />

put both Māori and English in<br />

Hilary Barry to host<br />

spectactular night<br />

<strong>Selwyn</strong> District Council is delighted to announce that renowned TV presenter,<br />

Hilary Barry will be the master of ceremonies (MC) at the upcoming <strong>Selwyn</strong><br />

Awards Gala Dinner on 5 August.<br />

Hilary is one of New Zealand’s most recognised reporters and currently hosts<br />

Seven Sharp with Jeremy Wells.<br />

Group Manager Community Services and Facilities Denise Kidd says the<br />

Council is excited to welcome Hilary to Rolleston for the district’s highly<br />

anticipated celebration.<br />

“The <strong>Selwyn</strong> Awards are a special opportunity to recognise outstanding local<br />

people and organisations doing great things in our community. We’re delighted<br />

that Hilary will be there to keep the night flowing and energize the crowd. It’s sure<br />

to be a spectacular night.”<br />

In addition to her television roles, Hilary is a polished MC and public speaker.<br />

She began her career in the Wairarapa as a radio reporter before moving to<br />

Christchurch in the 1990s to take up a role at TV3. She then relocated to Auckland<br />

as a reporter and presenter on 3 News, before becoming a TV3 news anchor. Hilary<br />

now hosts Seven Sharp on TVNZ.<br />

International visitors served slice of <strong>Selwyn</strong><br />

Hundreds of international tourism operators were treated to a taste of the delights of<br />

<strong>Selwyn</strong> last week.<br />

Visitors from over 300 tourism companies from around the world got a chance to<br />

experience <strong>Selwyn</strong> at the TRENZ conference in Ōtautahi Christchurch last week.<br />

Back in Canterbury for the first time in <strong>17</strong> years, the prestigious tourism event offered<br />

<strong>Selwyn</strong> businesses a chance to promote the district to over 1500 event attendees<br />

from 25 different countries.<br />

The Council and tourism businesses in <strong>Selwyn</strong> combined to host a stall at the<br />

conference. They also hosted morning tea for the guests during one morning of the<br />

four-day event, where attendees were able to sample Taste <strong>Selwyn</strong> dishes made<br />

with fresh <strong>Selwyn</strong> ingredients, while learning more about the district and tourism<br />

destinations on offer.<br />

They also worked together to host a day out in <strong>Selwyn</strong> where companies were able<br />

to experience some of what the district has to offer, from hot air ballooning and jet<br />

boating to hearing from food producers and accommodation.<br />

Being at the event helped make some great connections and saw many companies<br />

committing to bring new visitors to <strong>Selwyn</strong>, Council Head of Community & Economic<br />

Development Clare Quirke says.<br />

“We were absolutely blown away by the<br />

positive comments and every single buyer<br />

we talked to said they were looking to bring<br />

people to <strong>Selwyn</strong>. We spoke to people from<br />

Finland, Thailand, Canada, across Europe<br />

and other parts of the world. They were<br />

excited because they are always looking for<br />

new products and for a point of difference<br />

to other operators.”<br />

Sharon’s past leadership roles have included being the CEO of Buller District<br />

Council, CEO of Clutha Health First and Executive Director Provider Services,<br />

Hawkes Bay DHB. Originally from the UK, Sharon started her career as a<br />

registered nurse joining the Queen Alexander Royal Army Nursing Corps as a<br />

nursing officer.<br />

Sharon comes with a diverse range of experiences and understands the<br />

nuances of working successfully in partnership with Central government,<br />

boards, elected members, mana whenua and staff to create a shared purpose<br />

and strong trusted links.<br />

“I’m really looking forward to starting my role with the <strong>Selwyn</strong> District Council<br />

and bringing my style and brand of leadership to the district. It is a privilege<br />

to take over from David Ward whose leadership has ensured the council is in a<br />

strong position. I want to support the Council to continue to be a great place to<br />

work while delivering on the expectations of the community,” she says.<br />

Sam concluded by saying he is “looking forward to introducing Sharon to our<br />

community and have her meet the great people that make our district tick and<br />

call <strong>Selwyn</strong> home.”<br />

Sharon will commence her role on Monday 31 July and will take over from<br />

incumbent CEO David Ward who is retiring after 10 years in the role.<br />

Changes to building consent applications<br />

Change is coming up for those homeowners who are applying for a consent to<br />

build on land that is still going through subdivision consent process.<br />

From 6 June onwards, homeowners building on a newly subdivided land will<br />

be able to apply for a building consent only after the developer has received<br />

Council’s final approval that any of the outstanding conditions of their<br />

subdivision resource consent have been complied with. The latter is known as<br />

‘section 224(c) certificate’.<br />

“We are changing the process to ensure all the subdivision consent<br />

requirements, in particular in regards to mitigating any natural hazards, are<br />

met before the building consent is issued”, says Tim Harris, Group Manager<br />

Development and Growth.<br />

“Processing a subdivision consent is a complex matter that requires the<br />

Council to make a number of significant decisions, in particular in regards<br />

to what natural hazards, such as flooding, may affect the land, how the<br />

subdivision may impact surrounding land and infrastructure, and how all of<br />

this should be mitigated.”<br />

Following on from the cyclone Gabrielle and the general increased frequency<br />

of severe weather and flooding events due to climate change, there is<br />

heightened concern about building on flood-prone land.<br />

“We are also seeing an increase in the number of subdivisions occurring in<br />

areas affected by natural hazards. Our Council has decided to help address<br />

this by changing its approach to managing consents. A number of other<br />

councils are already doing this, so it’s not new”, says Tim Harris.<br />

“It is also about providing certainty to landowners of any conditions and<br />

requirements on building on the land that may be imposed as part of the<br />

subdivision process.”<br />

There will be some exceptions on a case-by-case basis, conditional on early<br />

engagement between the developers and the Council’s building, planning and<br />

infrastructure teams reaching agreement on specific conditions.<br />

Soper said they took a while to<br />

get going but had a strong second<br />

half, which bumped up their<br />

points differential.<br />

“It was one of those games<br />

where I rested a few players, so<br />

the connections were a bit new,”<br />

he said.<br />

“But things clicked eventually,<br />

and we scored a few tries at the<br />

end of the second half, which<br />

made the score look a bit better.”<br />

Although Waihora went<br />

down to unbeaten Ashburton<br />

Celtic 19-<strong>17</strong> in round 2, Soper<br />

said the result motivates the<br />

Magpies each week. Since the<br />

loss, Waihora have won their last<br />

five games, the last three by 24<br />

points or more. They now hold<br />

the best points differential in the<br />

competition with 127.<br />

Waihora were relentless on<br />

defense, keeping Woodend<br />

scoreless.<br />

“This group has always had a<br />

good defensive line, it’s been a<br />

massive focus for us this year.”<br />

against Methven, Hurunui and<br />

West Melton, Soper said the<br />

depth of the playing squad will<br />

be key going into the big matchups.<br />

LINCOLN HAS decided to<br />

try and build its rugby future<br />

by employing a development<br />

officer.<br />

The club’s first division team<br />

merged with Rolleston for this<br />

season after a player drain due<br />

to injury and defections.<br />

The merger has proved<br />

unsuccessful so far, with just<br />

one win from six matches in<br />

the Luisetti Combined Country<br />

competition. The team was<br />

thumped 42-10 by Prebbleton<br />

on Saturday and face bottomplaced<br />

Hornby in pool A this<br />

weekend. In the past, it would<br />

have been a walkover for<br />

Lincoln, but not so in <strong>2023</strong>.<br />

Lincoln club president<br />

Corran Pywell said the club<br />

expects to be advertising<br />

for a rugby development<br />

officer soon. The role involves<br />

recruiting players, coaches and<br />

managers for the club’s teams,<br />

including division 1. Pywell<br />

also confirmed Lincoln will not<br />

be part of a combined set up<br />

next year. He said it was always<br />

the intention the merger with<br />

Rolleston would be for one<br />

season only.<br />

“It’s been a bit of a process,<br />

bridging the gap. Last year<br />

was an end of an era, and next<br />

season will hopefully be the<br />

start of a new era for us,” he<br />

said.<br />

When the <strong>Selwyn</strong> <strong>Times</strong><br />

revealed the merger in<br />

February, Rolleston president<br />

Nicky Ruki said the combined<br />

side would last a lot longer<br />

than a season, which would<br />

enable the club to bring players<br />

through the grades over time<br />

until it was ready to field a stand<br />

alone division 1 side again.<br />

Said Ruki: “We’re working<br />

with our players and looking at<br />

recruiting more to try go alone<br />

again.”<br />

Rolleston has also discussed<br />

hiring a rugby development<br />

officer, but there were challenges<br />

funding the position, she said.<br />

Pywell expects “three to<br />

four” players to return to the<br />

division 1 squad from medical<br />

operations and OE trips next<br />

season, alongside several colts<br />

players moving up to the grade.<br />

Rolleston has no colts’ teams<br />

this year, but Ruki said a focus<br />

is on ensuring their large<br />

under-16 and under-18 teams<br />

stay with the club in the future.<br />

“They have really good<br />

coaches and managers who are<br />

keen to stay with the team,” she<br />

said.<br />

Rolleston is expected to field<br />

its first colts team for about<br />

eight years next season, with<br />

many of the club’s under-18<br />

teams able to play in the grade<br />

alongside school-leavers.<br />

Prebbleton, West Melton<br />

and Southbridge are the only<br />

Ellesmere clubs with rugby<br />

development officers.

half – scoring two tries to St Andrew’s<br />

one to get their first four<br />

points of the season, along with<br />

the team, with Fatai Enosi,<br />

Jerome Archibald, Joel Wilson,<br />

of games were all decided by<br />

eight goals or more, the premier<br />

netball competition may see<br />

some closer matches as two final<br />

contenders face off tomorrow.<br />

Lincoln and Greenpark A play<br />

in the second round following<br />

dominant wins over Broadfield<br />

and Halswell Rugby League<br />

respectively.<br />

Lincoln turned around a 11-7<br />

first quarter deficit in their first<br />

round game against Broadfield<br />

with a dominant second half,<br />

winning 51-28.<br />

After trailing 20-16 at halftime,<br />

Broadfield managed just<br />

12 goals in 30 minutes.<br />

The young Halswell side<br />

struggled for consistency after<br />

a strong start against last year’s<br />

finalists Greenpark A.<br />

Weston said the team, who are<br />

all aged 14 to 18, were expecting<br />

their first round clash to be the<br />

hardest of the season.<br />

But after their first quarter<br />

nerves disappeared, Weston said<br />

they enjoyed themselves for the<br />

Greenpark’s experience<br />

showed throughout the second<br />

half, limiting Halswell to nine<br />

goals in the last quarter. Greenpark<br />

also scored the most goals<br />

of the round with their 61-44<br />

Said Weston: “We played our<br />

best. Our supporters were so<br />

proud of our effort and we now<br />

feel like we belong in prem[ier]<br />

1.”<br />

Four of the team are young<br />

enough to represent <strong>Selwyn</strong><br />

at under-16 level this season.<br />

take out a 53-30 win.<br />

Greenpark pulled away to a<br />

14-goal lead at the end of the<br />

third quarter, but West Melton<br />

managed to close out the game<br />

by winning the last period 13-7.<br />

The late surge was a little late<br />

for West Melton who missed<br />

out on the magic bonus point by<br />

said the event went well. “It was a very successful day. We<br />

had hot pools, a mechanic bull, and Canterbury Rugby<br />

came down. The fields also managed to hold up, which<br />

participate in physical activity.<br />

My Move campaign.<br />

“For some young females,<br />

physical activity in the school<br />

setting can be quite daunting, so<br />

this programme will give them<br />

the opportunity to design and<br />

participate . . . on their terms,”<br />

she said.<br />

“I wanted to create a safe space<br />

where female tamariki could feel<br />

comfortable and confident to<br />

play without feeling judged, labelled,<br />

or left out. At the <strong>Selwyn</strong><br />

Sports Trust we believe that<br />

every girl, regardless of ability or<br />

identity, has a right and deserves<br />

the opportunity to discover their<br />

own passion for physical activity.”<br />

Wilkinson has been in her<br />

role at the trust for two years.<br />

She said primary schools in the<br />

district region do an amazing<br />

job getting young people active<br />

through a variety of play-led<br />

programmes, so Her Rules will<br />

complement this work.<br />

Growing up in the United<br />

States and playing football and<br />

gridiron as a young person,<br />

Wilkinson found boys dominated<br />

the mixed grades and there<br />

was limited access to female-only<br />

teams and competitions.<br />

A special feature of Her Rules<br />

is the element of co-design.<br />

By providing a safe and supportive<br />

environment Her Rules<br />

seeks to grow each participant’s<br />

knowledge, confidence, and<br />

sense of community in order to<br />

best support them in growing<br />

their personal relationship with<br />

play, active recreation and sport.<br />

The Her Rules pilot is<br />

Mighty Looee won the $90,000<br />

Hydroflow Country Cups<br />

Championship at Addington on<br />

Friday.<br />

Newman had every reason to<br />

be excited as not only was it the<br />

biggest win of his career, but<br />

also one of the most improbable.<br />

Mighty Looee broke after<br />

starting from his 20m handicap,<br />

and tailed the field before<br />

surging home through the<br />

16-horse field in a brutal 3200m.<br />

The rank outsider paid $73.70<br />

to win.<br />

His 3:58.9 time would have<br />

won plenty of New Zealand<br />

Cups and showed his love of the<br />

“To win this race on him is<br />

amazing but to win a big race<br />

for Robert and Johnny and<br />

Jenna means the world to me,”<br />

said Newman.<br />

The race lived up to its buildup,<br />

with Artatac leading early<br />

but no shortage of challenges at<br />

various stages. In the end it was<br />

the Nelson Cup winner who<br />

has spent so much time racing<br />

in open class since who was the<br />

Taking the smoke out of smoko<br />

World Smokefree <strong>May</strong> leads to<br />

the internationally observed World<br />

Smokefree Day, 31 <strong>May</strong>. Farming<br />

communities are as affected by tobacco<br />

smoking and vaping as the rest of society<br />

but have a few additional choices to make<br />

due to the indoor/outdoor work aspect.<br />

Under the Smokefree Environments<br />

and Regulated Products (Vaping)<br />

Amendment Act 2020, all indoor<br />

workplaces must be smokefree and<br />

vapefree as of 11 November 2020.<br />

Aside from that legal requirement, it<br />

is the employer’s right to set out other<br />

aspects of their policy. So farmers can<br />

choose whether to extend their smokefree<br />

areas to work vehicles and to all or some<br />

outdoor areas. Creating these policies<br />

can be a great way for farmers to support<br />

their staff to become and stay smokefree.<br />

It also means that non-smoking<br />

employees and visitors – and people<br />

trying to quit – won’t be bothered or<br />

endangered by second-hand smoke.<br />

Aside from smoking’s obvious health<br />

dangers, specific on-farm risks include<br />

when: fuelling up, using chemicals,<br />

and working with animals – including<br />

milking.<br />

Germs spread more quickly with the<br />

frequency of putting your hands to your<br />

mouth.<br />

New Zealand’s goal is that, by 2025,<br />

fewer than 5% of Kiwis will smoke.<br />

There’s a way to go yet. 2021/22 statistics<br />

were that 8% of adults (15+) smoked daily<br />

– but when you unpack this, it’s 19.9% of<br />

Māori adults and 18.2 of Pasifika, which<br />

is a concern for these communities. Any<br />

support that employers and teammates<br />

can give to smoking colleagues is crucial.<br />

“Smoko” is a Kiwi institution – but to<br />

support all Kiwis, let’s take the smoke out<br />

of it.<br />

Recently, a crowd of nearly 70 people<br />

enjoyed the inspirational Growing Your<br />

Farming Destiny event at Lakeside<br />

Soldiers Memorial Hall.<br />

The night began with Ellesmere<br />

Sustainable Agriculture Inc’s Jo Fearn<br />

and David Birkett reflecting on successes<br />

and revealing the good news that further<br />

government funding may be afoot.<br />

It was then over to the evening’s host,<br />

Sarah Perriam-Lampp, from the popular<br />

Sarah’s Country podcast. As storytelling<br />

was a focus of the evening, Sarah kicked<br />

off with a moving story of her own –<br />

it was 12 months ago that she had a<br />

stress-related physical breakdown. She<br />

described how she recovered and reenergised<br />

before tonight’s return.<br />

She shared her story to illustrate that<br />

people are genuinely interested in people’s<br />

real stories and therefore, by extension,<br />

businesses’ real stories too.<br />

The panellists picked up on the theme.<br />

Lincoln University lecturer Hamish Gow<br />

posed that farmers need to progress from<br />

knowing their customers to knowing and<br />

communicating with their consumers.<br />

Consultant Tim Jones said many<br />

international consumers willingly<br />

pay a premium for products they feel<br />

connected with, and suppliers such as<br />

Waitrose enable product-search by<br />

B Corp certification.<br />

Central Otago deer farmer Mandy<br />

Bell saw the change from supply chain<br />

to value chain operations as an exciting<br />

generational shift for all New Zealand<br />

businesses.<br />

Align Farms Rhys Roberts discussed<br />

how crises are an opportunity to re-look<br />

at the fundamentals and the necessity of<br />

involving the upcoming generation.<br />

Gabi and Doug Michael of Gladfield<br />

Malt also emphasised bringing the<br />

whole team into all discussions and the<br />

inspirations that Brazilian Gabi brings<br />

from her diverse perspective.<br />

Encouraged by Sarah’s call for “chunky<br />

hairy questions”, the floor’s heartfelt<br />

responses included that farming is an<br />

honourable profession and doesn’t<br />

need to rebrand as “food producers”,<br />

international potential is so different from<br />

domestic market realities, and familyscale<br />

farms can’t staff all these digital and<br />

communications needs.<br />

Sarah kept the mood positive with<br />

the final message that New Zealand is<br />

both small and innovative enough for<br />

communities to keep sharing experiences<br />

and cheering each other on as we all<br />

succeed in our own styles.<br />

The enjoyable evening included local<br />

country and blues musician Henry<br />

McIlraith and a delicious dinner and<br />

dessert by The Social Platter.<br />

Hybrid with luxury and speed<br />

ADDRESSING fluctuating fuel<br />

prices is a battle many households<br />

are facing at present. That has<br />

prompted many buyers to look<br />

at alternative means of propulsion<br />

– the take-up of electric vehicles is<br />

staggering, it’s a market that<br />

is going from strength to strength.<br />

Although it’s not all that<br />

straightforward, supply issues are<br />

playing a part and there are many<br />

buyers who, like me, don’t want to<br />

fully give up fossil fuel and don’t<br />

want to rely solely on sourcing<br />

electricity as a way of travel.<br />

That’s where hybrids come in,<br />

and in-particular plug-in hybrids,<br />

those that can be charged from<br />

home or a designated charge<br />

port and have the benefit of a<br />

petrol engine in the background<br />

so that you can travel in pure EV<br />

mode for some distance and have<br />

traditional four-cylinder power for<br />

longer trips.<br />

There are an ever-increasing<br />

number of plug-in EVs landing in<br />

our market, most of them sport<br />

utility vehicles, and that is what<br />

the market is also demanding.<br />

However, if it’s a sedan you are<br />

after and want to explore the<br />

luxury market, then Mercedes-<br />

Benz may have the car for you –<br />

the C 350 e – it is a plug-in hybrid<br />

with a 2-litre petrol engine. What’s<br />

more, it is built with the true<br />

Mercedes-Benz logic of comfort,<br />

luxury and performance.<br />

Even though it joins the<br />

C-Class series, it lands here in<br />

one specification only that lists at<br />

$111,200. It’s around $6000 and<br />

$23,000 more expensive than its<br />

non-hybrid counterparts, but it<br />

will give you fuel usage benefits<br />

and will travel up to 100km on<br />

purely electric.<br />

According to Mercedes-<br />

Benz the C 350 e will provide a<br />

combined cycle fuel usage average<br />

of 1.5-litre per 100km. That is, of<br />

course, at best possible usage –<br />

the readouts were listing around<br />

7l/100km during my testing time,<br />

which in real-world terms is about<br />

as good as you can expect on a<br />

commute or highway run. At<br />

100km/h the engine sips fuel at<br />

the rate of 5l/100km.<br />

Under the bonnet sits a 2-litre<br />

turbocharged engine. This is<br />

much the same unit that is fitted<br />

to the C 200 and C 300, although<br />

the power outputs are down<br />

significantly to the latter at 150kW<br />

against 190kw and 320Nm against<br />

400Nm. However, when you have<br />

another 95kW and 440Nm from<br />

the electric motor it’s as strong<br />

under the bonnet as it needs to<br />

be. On the subject of figures and<br />

performance, Mercedes-Benz also<br />

claims a 6.1sec to accelerate from a<br />

standstill to 100km/h.<br />

Cleverly, power is directed<br />

ECONOMIC: The Mercedes-Benz C 350 e has an average<br />

combined cycle fuel usage of 1.5-litre per 100km.<br />

but will travel up to 100km purely on electricity.<br />

through a fairly traditional ninespeed<br />

automatic transmission.<br />

Such are the number of ratios<br />

drive is seamless and smooth, well<br />

the entire driving experience is<br />

smooth, but the point I’m trying to<br />

make as well is that the C 350 e is<br />

little different to drive than any of<br />

its C-Class stablemates.<br />

I took the evaluation car on a<br />

long highway journey, the scenic<br />

route (SH 72) is one of<br />

my favourites and it was<br />

perfect the day I drove to South<br />

Canterbury. Even though the<br />

roads were wet at times, it felt<br />

well attached to the road and<br />

comfortable for a long period at<br />

the wheel.<br />

The C 350 e is stunningly quiet<br />

and civilised and it has impeccable<br />

handling manners. Riding on high<br />

quality 18in Bridgestone Turanza<br />

rubber there is a solid footprint on<br />

the road surface that translates to<br />

a very pointy feel at the steering<br />

wheel. Turn-in is precise and<br />

any body movement over the<br />

suspension can be discounted, at<br />

just 1.4m tall gravitational forces<br />

aren’t high.<br />

Zealand drive through the rear<br />

wheels, and the C 350 e is no<br />

exception. The energy coming<br />

through the gearbox is harnessed<br />

well by the suspension and<br />

independent axle set-up, there’s<br />

never a point where you think rear<br />

end breakaway would develop,<br />

the engineering refinement<br />

contains all of that, along with<br />

the sophisticated electronic safety<br />

components.<br />

The evaluation car was showing<br />

an almost 800km distance to<br />

empty (petrol) when I picked it up.<br />

After 450km I took it back to the<br />

dealership still showing 500km to<br />

empty. That’s just an example of<br />

how thrifty the C 350 e is on<br />

the highway and associated<br />

commute.<br />

If you want to keep the batteries<br />

charged I’m pleased to report<br />

that both a fast charge cable (type<br />

2) and a domestic supply cable<br />

are included; the latter has good<br />

length at 8m, perfect for my<br />

unique charging situation at home<br />

and, as a comparison, it’s twice the<br />

length of that which I was using<br />

recently in the BYD Atto 3.<br />

Mercedes-Benz is launching<br />

head-first into the realm of electric<br />

vehicle transport, it was just a few<br />

weeks ago that I drove the fully<br />

electric EQS, both have impressed<br />

me simply through quality and the<br />

commitment to provide a natural<br />

driving experience, one that you<br />

would find in any new model<br />

from the marque.<br />

Personally, I’d have the<br />

hybrid first, the turbocharged<br />

four-cylinder engine that goes<br />

through much Mercedes-Benz<br />

product is simply a delight, the<br />

benefit hybrid technology brings<br />

in terms of fuel savings is just a<br />

bonus.<br />

The general public is to be advised that a<br />

New Zealand Army Exercise will be<br />

conducted in the Castle Hill area over the<br />

period 22–26 <strong>May</strong> 23.<br />

The exercise will involve up to 50 personnel<br />

of Bravo Company, 2nd/1st Battalion, Royal<br />

New Zealand Infantry Regiment from<br />

Burnham Military Camp.<br />

Training will involve soldiers carrying small<br />

arms, conducting patrols through the forest/<br />

bush, conducting firing of blank weapons.<br />

Blank rounds and pyrotechnics will be used<br />

from 8am until 5pm. The exercise will also<br />

involve the movement of troops and vehicles<br />

by day and night. Soldiers may be used to<br />

secure areas as part of training scenarios<br />

only, and will not hinder civilian activity in<br />

the areas.<br />

The New Zealand Army takes fire risk<br />

seriously and will ensure fire mitigation<br />

is present.<br />

Struggling to get on the property ladder<br />

and feeling fed up? You’re not alone. Real<br />

Estate Authority (REA) research has found<br />

that more than half of all first home buyers<br />

– even the ones who successfully buy a<br />

property – find the process stressful and<br />

overwhelming.<br />

“We know it’s hard for people when<br />

they’re trying to buy their first home – it’s a<br />

complex legal process and a huge financial<br />

deal. We want to empower them to feel<br />

more confident and in control when they’re<br />

making such a big decision.”<br />

1. SORT OUT YOUR FINANCES<br />

You’ll already know that saving is a big<br />

part of getting ready to buy, but do you<br />

know what else you need to do?<br />

Getting financial advice from a qualified<br />

advisor could be a useful step in your<br />

planning. Owning a property means<br />

you’re responsible for all the maintenance<br />

and repairs – and for paying rates and<br />

insurance. Owning an apartment may also<br />

mean you need to pay body corporate fees.<br />

These costs can be a bit of a shock to the<br />

If you’re thinking about pets and<br />

children arriving in the short-to-medium<br />

term, think about how these will change<br />

your needs. Will you need to be near to<br />

childcare or schools? Will you need a<br />

property’ checklist on settled.govt.nz that<br />
