Intersection<br />

closure on<br />

hold; threat<br />

of legal action<br />

THE THREAT of legal action<br />

has put the proposed closure of a<br />

Tai Tapu intersection on hold.<br />

District council staff<br />

recommended Perymans Rd be<br />

closed at the intersection with<br />

State Highway 75. It would mean<br />

residents and other motorists<br />

would have to use Lincoln-Tai<br />

Tapu Rd instead to get to State<br />

Highway 75.<br />

But the council’s transport and<br />

infrastructure committee has decided<br />

to put the staff recommendation<br />

on hold for three months,<br />

until more quantitative data for<br />

the closure is provided.<br />

It came after Perrymans Rd<br />

resident John Ryan addressed<br />

the committee where he outlined<br />

his concerns with how the public<br />

consultation over the closure<br />

was conducted. Ryan claimed<br />

questions to the public were<br />

“manipulative”.<br />

He said if the district council<br />

signed off on the current proposal,<br />

he would take legal action.<br />

“It (the report) stated that<br />

28 people do not have any<br />

opposition. The term do not<br />

have any opposition is not taken<br />

kindly because I believe this is<br />

almost manipulative wording.<br />

The use of double negatives is<br />

not appreciated,” Ryan told the<br />

committee.<br />

the road would be sealed and a<br />

trial would be held for six months<br />

with the intersection remaining<br />

open to gather data.<br />

“I have proposed the amendment<br />

in an attempt to provide a<br />

way forward because I perceive<br />

the staff suggestion is going to<br />

lead us into a pathway of litiga-<br />

the intersection, the last 500m of<br />

Perymans Rd is being sealed.<br />

to gather more evidence.<br />

“Sealing of the road would<br />

likely happen September/<br />

October,” Washington told<br />

the committee.<br />

He said it was agreed that<br />

work would not proceed until<br />

the district council receives a<br />

further, comprehensive report<br />

with additional detail to enable<br />

it to make a good decision on the<br />

future of the intersection.<br />

“The future report will contain<br />

a full assessment of the safety<br />

of the current intersection,<br />

inclusive of all crash data, vehicle<br />

movement data, consideration<br />

for and of local agricultural<br />

activity, suggested improvements<br />

and treatments, a summary of<br />

associated costs, communications<br />

with Waka Kotahi, and Waka<br />

Kotahi’s position on financial<br />

support contributions.”<br />
