Lilly said it was used on “some<br />

current (at the time) houses<br />

being built” but he didn’t give<br />

a definitive number. He said he<br />

wasn’t using the material any<br />

longer due to shipping costs.<br />

“The properties where the<br />

substituted product was used<br />

were then sold. The purchasers<br />

would have believed they were<br />

purchasing a home with a Metal-<br />

Craft roof that met building code<br />

requirements backed by product<br />

guarantees issued in New Zealand,”<br />

the board said.<br />

“That was not the case. Rather,<br />

they have purchased homes that<br />

have unconsented building work,<br />

a roofing product that may not<br />

meet compliance requirements,<br />

and no reassurance that they are<br />

covered by comprehensive guarantees<br />

in the event of a product<br />

failure.”<br />

District council building<br />

manager Vanessa Mitchell said<br />

consents were issued to Lilly’s<br />

company, New Style Homes, for<br />

60 new builds. They were issued<br />

under the proviso they would<br />

be constructed<br />

using Metalcraft<br />

roofing.<br />

“At the moment,<br />

we have<br />

only been approached<br />

by one<br />

home owner,<br />

where it has<br />

been established Vanessa<br />

that the roofing Mitchell<br />

iron was substituted with an<br />

alternative product to what was<br />

specified in the approved building<br />

consent,” Mitchell said.<br />

“We proceeded with a joint<br />

complaint together with the<br />

building owner to the LPB board<br />

as this was an effective way to<br />

raise the concern with the Ministry<br />

of Business Innovation and<br />

Employment.”<br />

Mitchell said no code of<br />

compliance certificates had been<br />

revoked by the district council.<br />

It was not progressing its investigation<br />

as it lacked evidence to<br />

demonstrate non-compliance.<br />

“Deciding if there was a breach<br />

would require taking samples of<br />

the roofing iron from the roof<br />

of each house for testing, which<br />

would be invasive and destructive<br />

to the roof,” she said.<br />

“From our observations and<br />

further detail provided in the<br />

board’s decision document, we<br />

have no reason to believe that the<br />

alternative product installed will<br />

not meet the durability requirements<br />

of the building code. The<br />

coating failure identified is essentially<br />

a cosmetic issue rather<br />

than a weather tightness issue.”<br />

Mitchell encouraged home<br />

owners with concerns about a<br />

roof installed by Lilly’s company<br />

to contact the district council<br />

directly under the terms of their<br />

building contract and roofing<br />

warranty.<br />

‘Invasive’ drones<br />

<strong>Selwyn</strong> residents have been<br />

voicing concerns on social<br />

media, many believing burglars<br />

are using drones to case out<br />

homes.<br />

There was a 13 per cent<br />

increase in burglaries in the<br />

district over the last year to<br />

March 1.<br />

A Rosemerryn, Lincoln,<br />

resident said on the Lincoln<br />

community Facebook page she<br />

saw a drone hovering over her<br />

house and neighbouring homes<br />

at 5.15am on <strong>June</strong> 13.<br />

“Flew off when it saw someone<br />

outside. Could have been<br />

innocent, but it feels a bit invasive<br />

at that time of morning,”<br />

she said.<br />

There were two reports from<br />

women commenting on the<br />

“super weird” experience of<br />

being followed by drones, one of<br />

the incidents happening in the<br />

reserve at Liffey Springs.<br />

On the Leeston/Southbridge/<br />

Ellesmere Facebook page an<br />

anonymous member queried as<br />

to why there was a drone flying<br />

over houses on the morning of<br />

<strong>June</strong> 12. Drones had also been<br />

heard at night.<br />

Canterbury police said late<br />

last year there was increasing<br />

drone activity in rural areas.<br />

However, police told the<br />

<strong>Selwyn</strong> <strong>Times</strong> on Monday they<br />

were not aware of any recent<br />

reports of drone use in the<br />

district.<br />

It is against the law to fly<br />

drones at night, over people, or<br />

over private land.<br />

The Civil Aviation<br />

Authority advises it is illegal<br />

to shoot down drones. Anyone<br />

concerned about their use can<br />

contact the authority, while<br />

anyone feeling endangered by a<br />

drone should contact police<br />

on 111.<br />
