4 A Decade of NEPAD: Deepening African Private Sector and Civil Society Ownership and Partnership c. How best should NEPAD engage Africans in the continent and in the Diaspora on NEPAD implementation? d. What should the AU and NEPAD policy and implementation structures, do differently, at this critical stage, to actualize African ownership and partnerships? e. What are the potential positive effects of all-inclusive engagement of African stakeholders in the NEPAD process? The central factor, therefore, is toward enhancing ownership and partnership with Africans themselves, as was originally intended, and to achieve this goal NEPAD must foster broader buy-in and facilitate increased participation from a wide cross section of African non-state actors, especially the private sector and civil society. This will lead to the achievement of the NEPAD objectives and agenda. Furthermore, to develop better understanding of what African ownership and partnership entails within the NEPAD paradigm, continued dialogue among key actors and stakeholders will surely be needed. To this end, UNECA and the NEPAD Agency, with the support of the African Union Commission, organized the “Forum on NEPAD” for African stakeholders to share views, experiences on enhancing ownership, participation and engagement and strengthening partnership in NEPAD and to chart a way forward.

The three initiatives are the Millennium Partnership for the African Recovery Programme, the OMEGA Plan, and the New Global Compact for Africa’s Renewal: The Millennium Partnership for the African Recovery Programme (MAP) The mandate for the development of the Millennium Partnership for the African Recovery Programme (MAP) was conveyed at the Organisation for African Unity (OAU) Extraordinary Summit held in Sirte, Libya in September 1999. President Mbeki of South Africa and President Bouteflika of Algeria were mandated to engage Africa’s creditors to pursue the total cancellation of Africa’s external debt. Thereafter, during the South Summit of the Non-Aligned Movement and the G77, held in Havana, Cuba in April 2000, President Mbeki and President Obasanjo of Nigeria were further mandated to convey the concerns of the South to the G8 and the Bretton Woods institutions. Realising the correlation between the two mandates and the fact that debt relief is only one aspect of the overall development agenda for Africa, the July 2000 OAU Summit in Togo further authorized the three Presidents to engage the developed North with a view to forging a more comprehensive and constructive partnership for the regeneration of the African continent. At the G8 Summit held later that same month in Japan, the three envoys raised the issue of partnership with the G8 leaders. Encouraged by the response, the work on developing MAP was launched in earnest with President Mbeki developing the first formal concept paper in September 2000. A more involved process of engagement with bilateral and multilateral stakeholders soon ensued and a formal presentation on MAP was made at the World Economic Forum in Davos, Switzerland in January 2001. After Davos and a number of consultations between the three Presidents and their appointed Steering Committee, a “Policy Framework” document, Draft 3 (a), was completed in February 2001. Draft 3 (a) was both a vision statement and an outline of a Programme of Action for the political, social and economic recovery of the African continent. It argued the case for the initiative, its timing and its strategic focus, as well as outlining actions, duties and responsibilities for African leaders on the one hand, and for industrialised countries, on the other. The next four months were then devoted to the preparation of a detailed Programme of Action. 5
