In terms of organization of resources, the above illustration points out that there are three levels of private sector organizations potentially involved in the implementation of NEPAD. The first layer is the regional associations that pool together all of the private stakeholders at the regional level. The second layer is comprised of the national individual and apex associations. The third layer is made up of the individual corporations who are members of these associations at both national and regional levels. According to the analysis undertaken, the first step of implementation of NEPAD projects begins at the NEPAD Agency or with the NEPAD national focal point under government ministries responsible for working with both the RECs and NEPAD. These ministries typically are responsible for harmonizing both national and regional perspectives of NEPAD programmes and provide support for the implementation of projects at both the national and regional levels. They also determine, through their participation in the RECs the specific NEPAD projects which will actually be implemented and prioritized. Even when governments desire to enter into bilateral agreements with donors to pursue project within individual countries as “NEPAD” projects or undertake components of regional NEPAD projects, without going through the RECs, it is the NEPAD national focal that plays the facilitating role at the national level. Thus, whether a project be national or regional in focus, the NEPAD Focal point of the country of origin of the private sector firm or organization is the key link with all of the other stakeholders. The RECs have been designated as the principal developers and managers of the majority of the NEPAD programme. They are thus responsible for engaging with the regional business organizations and working with them to involve the private sector in regional projects. The regional associations in turn are responsible for providing coordinating leadership and facilitation assistance to their membership at national level as it is this membership who are the prospective investors, partners and contractors of the NEPAD projects. In this analysis, the three key access points for private sector institutions interested in becoming involved with/ 6. NEPAD African Private Sector and CSO Engagement Facilitation Resources A Decade of NEPAD benefiting from NEPAD projects are: 1) the National Focal Point ministries in each member state, 2) the NEPAD Agency, and 3) the Regional Business Organizations that work with the RECs to which the member state belongs (recognizing that one country may be a member of multiple RECs). Key resources to engage with to identify national NEPAD Focal Points and NEPAD project involved regional business organizations can be found via the NEPAD Secretariat and/or the NEPAD RECs.
