Mr. Grew (U. S. Ambassador ot Japan, 1932-41) tells, in<br />

this paper-bound, awkward-sized book, <strong>the</strong> story of his<br />

years in Japan, how he made friends among <strong>the</strong><br />

Japanese, how war came to <strong>the</strong> people of that island,<br />

why <strong>the</strong>y fight, and how <strong>the</strong>y hope to win. Mr. Grew<br />

makes no pretensions of telling a complete story, but he<br />

does shed sufficient light on our dealings with Japan to<br />

show that <strong>the</strong> Japs sought war, or at least that <strong>the</strong>y did<br />

not seek to avoid it.<br />

Obviously, <strong>the</strong> writer understands <strong>the</strong> Japanese mind<br />

and he writes clearly about Nipponese tenacity and<br />

willingness to sacrifice for <strong>the</strong> Emperor, <strong>the</strong>ir training as<br />

soldiers, sailors, and citizens, and how we must decisively<br />

defeat <strong>the</strong>m before we can win.<br />

Although not a complete story, Report from Tokyo has<br />

enough meat in it to make it a valuable addition to <strong>the</strong><br />

collection of any who is interested in our Pacific and world<br />

relations.<br />

TORPEDO JUNCTION. By Robert J. Casey. 419 pp.;<br />

appendix. The Bobbs-Merrill Co. $3.50.<br />

Torpedo Junction, bearing <strong>the</strong> sub-title "With <strong>the</strong> Pacific<br />

Fleet from Pearl Harbor to Midway," is all <strong>the</strong> name<br />

implies. Mr. Casey, a war correspondent, goes to great<br />

length to give an exacting story of <strong>the</strong> Pacific war<br />

Under Post Office Department Order No. 19687 (Jan. 7, 1943) and War Department Circular No. 19 (Jan.<br />

12, 1943):<br />

a. "No parcel exceeding 5 pounds in weight, or 15 inches in length, or 36 inches in length and girth<br />

combined," may be mailed "to APO's overseas for individuals." (Note: This prevents our sending standard Graphical<br />

Firing Tables to such addresses.)<br />

b. No parcels may be mailed "to APO's outside <strong>the</strong> continental United States unless <strong>the</strong>y contain such<br />

articles only as are being sent at <strong>the</strong> specific written request of <strong>the</strong> addressee, approved by <strong>the</strong> battalion or similar<br />

unit commander of <strong>the</strong> addressee."<br />

c. This request "will be in <strong>the</strong> form of a separate communication and will not be included in a letter<br />

containing extraneous matter." It must include "(1) a general description of name of <strong>the</strong> article requested and (2) <strong>the</strong><br />

grade or rating, complete address, and signature of <strong>the</strong> individual (addressee) making request."<br />

d. "The request will be presented to <strong>the</strong> battalion or similar unit commander who will approve it when <strong>the</strong><br />

circumstances justify. Requests of officers and personnel not assigned to organizations or assigned to separate<br />

companies and detachments will be approved by <strong>the</strong> next higher headquarters or by <strong>the</strong> <strong>the</strong>ater headquarters."<br />

e. "The required certification of an officer will be indorsed on <strong>the</strong> request through use of <strong>the</strong> word<br />

'Approved,' followed by <strong>the</strong> signature and grade of <strong>the</strong> certifying officer, toge<strong>the</strong>r with indication that he is<br />

commanding a battalion or higher organization. In no circumstances will requests be approved by o<strong>the</strong>r than<br />

battalion or regimental commanders or o<strong>the</strong>r officers of <strong>field</strong> grade having supervisory authority over <strong>the</strong> individual<br />

making <strong>the</strong> request."<br />

f. These restrictions do NOT apply to shipments to military agencies (including, of course, units).<br />
