3 Maximize Transportation and Infrastructure Opportunities<br />

Actions to include improving arterial streets to their ultimate configuration and<br />

increasing the City’s regional presence at WRCOG, RCTC, etc.<br />

4 Economic and Tax Base Development<br />

Actions to include reviewing the current development application process;<br />

reviewing State v. Self Imposed restrictions or impediments; using <strong>Moreno</strong><br />

<strong>Valley</strong> Utility as an economic development tool; and evaluating the City’s use<br />

of incentives.<br />

5 Enhance City Image<br />

Actions to include the development of a Media and Communications Strategy<br />

to include increased use of social networks, e-mail blasts, expanding<br />

communication outreach and networking opportunities, and establishing<br />

Council District Town hall meetings; and development of a Corridor<br />

Beautification strategy.<br />

Economic Development Action Plan<br />

Through the goal setting workshop, the City Council is prepared to capitalize on the<br />

opportunities that the dynamic changes in the real estate and housing market have<br />

created. The City Council and staff worked together to prepare a two-year Economic<br />

Development Action Plan to capitalize on this opportunity. The plan focuses on the<br />

following objectives:<br />

• Create jobs locally to address the City’s high unemployment rate<br />

• Address the community’s jobs to housing imbalance<br />

• Strengthen and broaden the City’s economic foundation<br />

• Enhance City revenue generation to improve the quality of life in the community<br />

The Economic Development action plan redirects and re-sequences capital project<br />

funds toward interchange and arterial street projects that will enhance the City’s<br />

economic development activity along with significantly improving access to new<br />

shopping and commercial areas. The plan creates new circulation flow to encourage<br />

new development in an area now targeted as a medical corridor, with the goal of<br />

attracting additional medical and health related services between the Kaiser-<strong>Moreno</strong><br />

<strong>Valley</strong> Community Hospital, Riverside County Regional Medical Center and the planned<br />

March LifeCare Facility. The improved circulation is also intended to facilitate access to<br />

Stoneridge Towne Center, <strong>Moreno</strong> Beach Plaza and the <strong>Moreno</strong> <strong>Valley</strong> Auto Mall.<br />

The Economic Development Action Plan also clearly shifts the City’s future growth from<br />

housing to commercial development focused on logistics/distribution and medical/health<br />

services that will create critically needed jobs and employment in <strong>Moreno</strong> <strong>Valley</strong>. The<br />

recent success of Highland Fairview’s 1.8 million square foot Skechers Distribution<br />

Center demonstrates how successful this effort can be for the City to provide the<br />

environment to create good, living wage jobs that will help develop and strengthen the<br />
