o Rancho Dorado South Housing Project: Process an Affordable Housing<br />

Agreement for the 2nd phase of 79 affordable units with Palm Desert<br />

Development Company.<br />

o Hemlock Family Apartments: Process an Affordable Housing Agreement<br />

for a 78-unit affordable project with Ranch Belago Developers Inc.<br />

o Home Improvement Loans and Mobile Home Grants: Process<br />

applications, construction, etc. for loans & grants to income-eligible<br />

households.<br />

o Homebuyer Downpayment Assistance: Process applications for loans to<br />

income-eligible households.<br />

• Administer the CDBG program including 1) oversight of the process of selecting and<br />

monitoring social service providers, 2) monitor code enforcement and Foreclosure<br />

Strike Team activities in the CDBG Target Areas, 3) organize foreclosure prevention<br />

workshops, 4) facilitate neighborhood clean-ups in the CDBG Target Areas, 5)<br />

manage the CDBG-Business Incentive Program aimed at job creation for low-tomoderate<br />

income residents, 6) support the operation of the Employment Resource<br />

Center, 7) partner with the Inland Empire Small Business Development Center to<br />

provide business counseling and workshops to small businesses.<br />

• Process an Affordable Housing Agreement for HOME funding for the 15-unit<br />

California Living affordable project with Community Homes.<br />

• Facilitate continued activities under the $11.4 million NSP1 including 1) Acquisition,<br />

Rehabilitation, and Resale of single family homes and 2) Acquisition, Rehabilitation<br />

and Rental of multi-family units:<br />

• Expand the City’s NSP efforts to include a new allocation of funding in the amount of<br />

$3.7 million in NSP3 grant funding.<br />

• Oversee provisions of the Homeless Prevention and Rapid Housing Program<br />

(HPRHPP).<br />

Planning Division<br />

• Process a Municipal Code amendment aimed at the continued update and clarity of<br />

development regulations.<br />

• Work with other Development Services staff at ‘fast-tracking’ and improving the<br />

efficiency of the planning and entitlement process.<br />

• Investigate new permitting software to provide superior customer service.<br />

• Complete the Energy Efficiency & Climate Action Strategy, including presenting to<br />

policy makers for review/adoption, along with processing required Municipal Code<br />

amendment.<br />

• Process Municipal Code amendment in coordination with Land Development to<br />

provide conformance with new Regional Water Quality permit.<br />

• Implement the Southern California Edison grant related to energy efficiency and<br />

climate action programs and policies.<br />

• Continue implementation of Federal Stimulus grant related to energy efficiency and<br />

climate action policy development.<br />

• Coordinate with SCAG consultant and Transportation Engineering on Compass grant<br />

for Alessandro Boulevard Corridor implementation study, including new street cross<br />

sections, mixed use overlay, and R30 zone change.<br />
