Board member for each continent although that was not<br />

thought to be a necessity, the focus being on individual skills.<br />

The NC member from Group II was excused from the<br />

meeting as his name had been put forward for the position<br />

of Board member.<br />

The NC also took note that the consultation process on<br />

the <strong>FEI</strong> Statutes and Internal Regulations had not yet been<br />

completed (i.e. NFs had until 15 October 2009 to forward<br />

their comments on the draft documents). This rendered the<br />

selection of the slate by the NC more challenging.<br />

During its deliberations the NC sought to assemble the best<br />

potential team from an assortment of qualifi ed individuals.<br />

The slate was published in advance of the GA, but not voted<br />

on as the new governance structure was defeated in the GA.<br />

ATHLETES COMMITTEE<br />

The term for the fi rst Athletes Committee would end in<br />

2010. In order to avoid duplication of roles between the<br />

athletes who sat on Technical Committees and the Athletes<br />

Committee, the revised Art. in the Internal Regulations<br />

of the Bureau foresaw that as of the General Assembly<br />

2010, the athlete representatives sitting on the Technical<br />

Committees would form the Athletes Committee.<br />

During the Athletes Committee meetings in 2007 and in<br />

2008 the importance for athletes’ to have an international<br />

rider/athlete club, was continuously stressed. This would be<br />

especially important as the clubs recognised as <strong>FEI</strong> Associate<br />

members would be responsible for putting forward<br />

candidates onto the Technical Committees.<br />

Currently the following disciplines are represented by<br />

an International athletes/riders club: Jumping, Dressage,<br />

Eventing, Reining and Vaulting; all of which have the <strong>FEI</strong><br />

associate member status.<br />

VETERINARY COMMITTEE<br />

The Veterinary Committee met on 16 and 17 March 2009 in<br />

Lausanne. Graeme Cooke was appointed Veterinary Director in<br />

July 2009. The November 2009 General Assembly in Copenhagen<br />

saw the <strong>FEI</strong> Veterinary Regulations undergo a number of<br />

substantial amendments to meet the recommendations of<br />

the various Clean Sport Commissions in order to protect the<br />

welfare of the horse and the maintenance of Clean Sport. These<br />

amendments included:<br />

- A change to a new individually named substances approach<br />

for the <strong>FEI</strong> Equine Prohibited Substances List, consisting<br />

of two categories of banned substances and controlled<br />

medications;<br />

- The introduction of a Medication Log book;<br />

- A change in the medication form system to an Equine<br />

Therapeutic Use Exemption (ETUE), following WADA;<br />

- The introduction of treatments areas at <strong>FEI</strong> events;<br />

- Education initiatives of riders, trainers and vets, notably<br />

the necessity for Veterinarians to have undertaken an <strong>FEI</strong><br />

Veterinary Course by 31 December 2011;<br />

- A greater emphasis on security in <strong>FEI</strong> stables;<br />

- Encouraging more use of elective testing at <strong>FEI</strong> laboratories;<br />

- The creation of a website dedicated to Clean Sport matters<br />

containing resources such as the New Prohibited List,<br />

the Athletes Guide, and the new Equine Anti-doping and<br />

Controlled Medication Regulations.<br />

Other areas covered during the year:<br />

- Research projects underway include a footing project to<br />

examine the properties of surfaces and a study to allow<br />

the addition of Betamethasone to the <strong>FEI</strong> List of Detection<br />

Times, a priority;<br />

- Hypersensitisation: a protocol was successfully used in<br />

2009 and a Thermography and leg examination protocol<br />

was approved at the 2009 General Assembly;<br />

- International Trade and Horse Movement objectives: there<br />

was a continued drive for the acceptance of model health<br />

certifi cate on an OIE basis. The <strong>FEI</strong> was invited by the OIE<br />

to join the expert group for the establishment of freedom<br />

from African Horse Sickness, a critical initial component in<br />

greater levels of equine trade;<br />

- A rational approach was obtained from both the EU and<br />

Chinese authorities for the importation of horses into the<br />

Guangzhou for the 2010 Asian Games;<br />

- Education: the number of courses arranged and run for<br />

<strong>FEI</strong> Veterinary Surgeons worldwide increased in order<br />

to meeting the need for a greater number of veterinary<br />

Offi cials and the endurance star rating system has proved<br />

successful for event veterinarians;<br />

- WEG 2010: meetings were held with the Veterinary<br />

Services Manager.<br />

Commissions were appointed for all disciplines.<br />

- Olympic Games 2012: close contact with the LOCOG<br />

began and a Veterinary Services Manager was appointed<br />

with the support and approval of the Committee.<br />

The Committee produced a plan for the Committee and<br />

Department to identify priorities. Beyond the maintenance of<br />

the normal delivery, there is an essential need to commence<br />

the longer term strategies required to achieve greater<br />

leadership in areas such as welfare, change in the role of the<br />

<strong>FEI</strong> Veterinary Offi cial, and improvements in the worldwide<br />

trade and movement of horses. Such important longer term<br />

objectives require greater resources and suitable staffi ng.<br />

The 2009 General Assembly approved the change of the<br />

central reference laboratory from Laboratoire des Courses<br />

Hippiques (LCH) in Verrières le Buisson, FRA, to Horseracing<br />

Forensic Laboratories (HFL) in Newmarket, GBR.<br />

<strong>FEI</strong> DRESSAGE TASK FORCE<br />

In November 2008, the <strong>FEI</strong> Bureau appointed the Dressage<br />

Task Force (DTF) to review/assess a number of issues in<br />

the lead up to the 2009 <strong>FEI</strong> General Assembly when a new<br />

Dressage Committee would be formally established. The DTF<br />
