GROUP IV<br />
- Discussed the continued improvements in the Dressage<br />
and Jumping Challenges and also the diffi culties associated<br />
with the costs of judge travel and the scoring system<br />
generally;<br />
- reported on the <strong>FEI</strong> Development Programme, including<br />
its organisation and availability of funding which included<br />
discussions on future funding for development and<br />
scholarships;<br />
- analysed the audit results and planned for more coach and<br />
rider training underwritten by the United States Equestrian<br />
Federation and Equine Canada;<br />
- the island countries briefed the Group on planned<br />
participation of the Central American Games including<br />
sites for 2010 and 2011 and the qualifi cation procedures.<br />
A new event was conceptualised, tentatively titled “The<br />
Islands Festival,” to be held in Wellington, Florida, perhaps<br />
as part of the Winter Equestrian Festival. The festival<br />
would combine an amateur rider from the islands with a<br />
professional competing in Wellington;<br />
- sponsorship and cultural opportunities were discussed<br />
with a possible start date of 2010. Much conversation was<br />
generated by the notion of integrating PAEC with PASO<br />
and the cooperative efforts between Groups IV, V, and VI<br />
to make it happen. Each of the three regional American<br />
Groups have pledged support to make it a reality.<br />
GROUP V<br />
- Decided to hold YOG qualifi cation at <strong>FEI</strong> Challenge 2010<br />
for all Group V members except Mexico, Colombia and<br />
Venezuela. Mexico had already held its qualifi er in July in<br />
Lexington during the young riders competition in Kentucky.<br />
Colombia and Venezuela, who are not part of Group V’s<br />
Olympic Group, will hold its qualifi er in Chile in 2010;<br />
- discussed a proposal about CSI and prize money with <strong>FEI</strong><br />
Jumping Director John Roche in Copenhagen;<br />
- discussed the intention of the SIEC series to introduce a<br />
new category for the 2010 Jumping Finals at 1.15 mts. The<br />
category would help the Group’s member countries to<br />
participate at a lower level and promote this category for<br />
more riders. Costa Rica, Guatemala, El Salvador, Dominican<br />
Republic, Puerto Rico , Honduras , Venezuela & Colombia<br />
agreed to confi rm their participation;<br />
- obtained a waiver for Piroplasmosis for the Central<br />
American and Caribbean Games;<br />
- received visits in Guatemala, Puerto Rico and El Salvador<br />
from the coaches assigned by Mr David O’Connor in<br />
the context of the USEF/<strong>FEI</strong> plan. Guatemala held four<br />
CCIs 1* and 2* as part of the programme;<br />
- received several visits from <strong>FEI</strong> Eventing Development<br />
Offi cer Jose Ortelli as part of the <strong>FEI</strong> programme;<br />
- elected Cesar Camargo from Colombia in CPH as the<br />
second Group member on the PAEC board;<br />
- decided that each disciple should be represented by one<br />
person: Dressage: Mrs. Maribel Alonso (MEX); Endurance:<br />
Mr. Fernando Paiz (GUA); Jumping: Cesar Hirsch (VEN);<br />
Eventing: Ms. Mercedes Campdera (MEX);<br />
- appointed Carmen Barrera (ES) as Deputy Chair;<br />
- decided to set up a Veterinary Commission, coordinated by<br />
Mr Juan Andres Sauce (VEN), to work on sanitary issues;<br />
- ran a promotion course for jumping in Guatemala for<br />
national judges and another in Colombia for <strong>FEI</strong> C and I<br />
judges;<br />
- ran a regional course for Technical Delegate and Judges for<br />
Eventing;<br />
- discussed with <strong>FEI</strong> Education and Standards director Harald<br />
Müller the possibility of implementing a course for the<br />
education of grooms in the Group’s region.<br />
GROUP VI<br />
- Worked on the new statutes for the Pan-American Equestrian<br />
Confederation (PAEC) with Groups IV and V, <strong>FEI</strong> Secretary<br />
<strong>FEI</strong> ANNUAL REPORT 2009 27
