General Alex McLin and <strong>FEI</strong> Legal Counsel Francisco Lima;<br />
- Reported confi rmation that the Pan American Sport<br />
Organization (PASO) and its 42 members’ National Olympic<br />
Committees would recognise and fully support the Pan<br />
American Equestrian Committee (PAEC), composed of Groups<br />
IV, V and VI;<br />
- reported that a high number of National Federations from<br />
Groups V and VI represented equestrian sport at the South<br />
American Regional Games in Medellín, Colombia;<br />
- held several Level 1 and 2 Coaching System Courses in different<br />
countries from the Group. The fi rst Level 3 Coaching in the<br />
world took place in Ecuador with remarkable results;<br />
- worked closely together to obtain for South America the<br />
allocation of the 2011 Endurance World Junior Championship.<br />
GROUP VII<br />
- Discussed the advantages and disadvantages of the Arab<br />
League;<br />
- formed the Advisory Group for <strong>FEI</strong> Regional Group VII i.e.<br />
the Technical Committee, which had suggested various<br />
recommendations as a result of several meetings held<br />
during 2009;<br />
- divided the Arab League into Sub-Leagues (between Middle<br />
East, North Africa and the G.C.C);<br />
- discussed qualifi cations to the WEG 2010 for Endurance &<br />
Jumping;<br />
- discussed Veterinary Issues in terms of import-export<br />
formalities, vaccinations and issues;<br />
- reported that the Arab League <strong>FEI</strong> World Cup Jumping<br />
Season is back to normal – starts in Sept and ends in<br />
January;<br />
- discussed qualifi cations for the Youth Olympic Games<br />
2010, Singapore;<br />
- discussed qualifi cations for the Olympic Games 2012,<br />
London, Great Britain;<br />
- discussed encouraging the top and promotional league<br />
<strong>FEI</strong> Nations Cup Series within <strong>FEI</strong> Geographical Group VII<br />
countries;<br />
- discussed the implementation of the new Endurance Rules<br />
in 2009 and their impact;<br />
- discussed procuring invitations for Qualifi ed Arab League<br />
Riders to participate in Europe before the <strong>FEI</strong> World Cup<br />
Final;<br />
- discussed enacting the Regionalisation procedure with<br />
the help of the OIE, to enable free horse movement over<br />
borders and to consider the Arab Countries to be Free of<br />
Disease countries;<br />
- discussed a Uniform Health Certifi cate for Arab Countries;<br />
- established a fi nancial fund to support the major<br />
championships in the region;<br />
- discussed the Tent Pegging development activity led by the<br />
NF Oman;<br />
- discusssed encouraging more varied age group competitions<br />
in the region;<br />
- discussed the compulsory rest period for horses set by the<br />
<strong>FEI</strong> in endurance ride championships organised in the G.C.C<br />
and the Middle-East.<br />

GROUP VIII<br />
- Reported strong opposition from AUS, JPN, TPE, KOR and<br />
SIN NFs to the Jumping Committee’s proposal to realign<br />
the nations in the Qualifi cations Procedure for the 2012<br />
London Olympic Games. They consider that the proposed<br />
merger of the 28 nations from Europe’s Group C with the<br />
18 nations in Asia & Oceania Group G to form an overall<br />
qualifying group of 48 nations with a European qualifi er is<br />
unfair, unbalanced and disadvantageous to non-European<br />
and developing nations:<br />
- reported that AUS NF acknowledged the soundness of the<br />
underlying notion of the Olympic Games Qualifi cation<br />
System (ie. That every country has two opportunities<br />
to earn a place to the Olympic games – WEG and their<br />
individual qualifi er) but pointed out that analysis reveals a<br />
signifi cant imbalance of equality;<br />
- reported AUS NF’s suggestion that the Technical<br />
Committees has a defi ned mechanism for allowing greater<br />
contributions and debate from NFs, athletes and organisers;<br />
- reported TPE NF’s surprise that <strong>FEI</strong> did not propose to<br />
organise Group C and Group F qualifi cations together;<br />
- reported KOR NF’s observation that for the London<br />
Olympic Games, Group G has only two team quotas and<br />
two individual ones in amalgamation with Group C, which<br />
it considers unfair and disadvantageous to Group G. At the<br />
Athens Olympic Games, there were three team Quotas and<br />
fi ve individual ones for group G and F;<br />
- reported the AEF Dressage Committee’s strong opposition<br />
to the 2012 London Olympic Qualifi cation Procedure<br />
proposal. The Committee considers the proposal favours<br />
European nations and is contradictory to the principles of<br />
Olympism – the universality and equality of sports – as well<br />
as to the <strong>FEI</strong> development policy;<br />
- discussed a proposal from AUS NFs for a regional coaching<br />
and riding development programme for riders, judges and<br />
technical delegates and an event management exchange<br />
programme. The programmes would enable participants to<br />
assist with and learn from the planning and organisation of<br />
events in the region.<br />
GROUP IX<br />
- Reported that a successful Regional Meeting was held<br />
in July. Twelve of the thirteen members were present or<br />
represented, in addition to the President and The Secretary<br />
General. Communication and cooperation within the<br />
Group is consistently improving and the increased pace<br />
of development in almost all disciplines is clearly evident.<br />
Representation from the Group at the WEG is expected to<br />
double in terms of disciplines and athletes;<br />
- discussed the fact that the small sizes and fi nancial<br />
constraints of the majority of the NFs in the Group seriously<br />
hinder its evolution. Decided more effort must be made to<br />
broaden support bases and use available expertise in the<br />
Group to improve the situation. The appointment of two<br />
Regional <strong>FEI</strong> Tutors will be of great assistance to improving<br />
coaching and training systems;<br />
- discussed the need for more education and promotion in
