Goals 2010<br />
- To actively continue the integration of Para-equestrian<br />
disciplines in NFs around the world;<br />
- Review and integrate the medical classification for Para-<br />
Equestrian riders/drivers into the <strong>FEI</strong>;<br />
- Judges courses (refreshers) in order to introduce the new<br />
tests and their purpose;<br />
- A developing program that includes courses/conferences<br />
for trainers/judges/medical classifiers and organizers at<br />
the same time. To be started in South America 2010;<br />
- Review and implement a Ranking list adapted for the<br />
Para-Equestrian disciplines;<br />
- Implement systems for <strong>FEI</strong> Stewards to become Para-<br />
Equestrian Stewards.<br />
MEDICAL COMMITTEE<br />
One of the primary roles of the committee is to approve or<br />
disapprove Therapeutic Use Exemptions (TUE) pursuant to<br />
WADA requirements. The Medical Committee also concerns<br />
itself with athlete health and safety as well as athlete education<br />
with regards to doping regulations and health issues.<br />
The Olympic medical code for human athletes states:<br />
Athletes should enjoy relief of their suffering according to<br />
the latest recognised medical knowledge. Treatments with<br />
analgesic effects which allow an athlete to practice a sport<br />
with an injury or illness should be carried out only after careful<br />
consideration and consultation with the athlete and other<br />
health providers. If there is a long term risk to the athlete’s<br />
health such treatment should not be given.<br />
As of 31 December 2009, there are approximately 26,000<br />
international athletes (riders, drivers, vaulters & lungers)<br />
registered with the <strong>FEI</strong>.<br />

<strong>FEI</strong> TRIBUNAL<br />
The <strong>FEI</strong> Tribunal met for its Annual Meeting from 27 to 28 June<br />
in Lausanne and held nine monthly calls with the <strong>FEI</strong> Legal<br />
Department. 2009 trends and case fi gures as well as the 2010<br />
strategic objectives are outlined below:<br />
2009 Figures:<br />
- 59 Cases opened under the EADMC Rules in 2009:<br />
• 32 Administrative Procedures (“Fast-Track”) Cases (all<br />
Medication A)<br />
• 27 Cases before <strong>FEI</strong> Tribunal (22 doping, 5 medication)<br />
• By discipline:<br />
Dressage: Fast Track 1; Tribunal 1<br />
Driving: Fast Track 2; Tribunal 1<br />
Endurance: Fast Track 11; Tribunal 13<br />
Eventing: Fast Track 0; Tribunal 3<br />

- Tribunal activity in 2009:<br />
• 25 fi nal decisions issued (7 arising from cases opened in<br />
2008)<br />
• 7 Final Hearings (5 in person, 2 by telephone) and 12<br />
Preliminary Hearings (3 cases had 2 Preliminary Hearings<br />
each).<br />
- Provisional Suspensions imposed in 2009:<br />
• 24 Provisional Suspensions imposed on Persons<br />
Responsible (Athletes)<br />
• 1 owner + 1 additional PR (trainer) were also provisionally<br />
suspended in 2009<br />
• Average time to Preliminary Decisions: 2.7 days<br />
• 8 Provisional Suspensions were lifted prior to the<br />
Tribunal’s Final Decision<br />
- EADMC Sanctions issued in 2009<br />
• Of the 25 Final Tribunal Decisions issued in 2009<br />
(16 Doping, 8 Medication, 1 other EADMC rule violation),<br />
there were 26 suspensions (24 PR suspensions +<br />
1 Additional PR suspension + 1 Horse suspension):<br />
3 months or below: 5<br />
3 to 6 months: 12<br />
6 to 12 months: 7<br />
More than 12 months: 2<br />
• Average sanction (suspensions): 7 months<br />
- CAS appeals of <strong>FEI</strong> Tribunal decisions:<br />
Eight decisions involving the <strong>FEI</strong> have been rendered by<br />
the Court of Arbitration for Sport (CAS), two of which<br />
related to Interim Decisions. In six cases, the CAS panel has<br />
confi rmed the position or the decision of the <strong>FEI</strong> panel. In<br />
one case, the CAS decided to raise the suspension imposed<br />
by the <strong>FEI</strong> Tribunal from four to eight months, classifying<br />
the case as involving an Anti-Doping rule violation rather<br />
than a Medication rule violation.<br />
Goals for 2010:<br />
- Successful implementation of EADCM Regulation system<br />
and Clean Sport initiative<br />
- Improved effi ciencies in EADCM Case management<br />
- Establish procedural rules of <strong>FEI</strong> Tribunal<br />
2010 – 2011 Strategic Objectives:<br />
- Strategy towards more immediate decisions (at major<br />
events)<br />
- Procedural guidelines to parties<br />
- Implementing changes to pursue cases against others<br />
involved in the management of the competition horses<br />
(vets, owners…)<br />
- Rules to allow better prosecution of abuse and related<br />
cases.<br />
