well-received by the competitors. The Star Qualifi cation<br />

requirements have resulted in an increase of both 1* and<br />

2* events in 2009, providing a positive backdrop for the<br />

development of the horse, the athlete and the <strong>FEI</strong> offi cial.<br />

Goals for 2010<br />

- <strong>FEI</strong> Governance: communicate and enforce Rules; Offi cials<br />

education, qualifi cation and management;<br />

- NFs: manage Calendar; understand and promote IT<br />

services; open communication;<br />

- Development: promote Hydra project to developing<br />

countries; provide Educational forums for athletes &<br />

offi cials;<br />

- Commercial Activities: promote Endurance through<br />

improved presentation; develop potential/attractiveness<br />

commercially – foster partnerships with prospective<br />

sponsors;<br />

- Welfare & Clean Sport: support testing of horses and<br />

athletes (WADA).<br />

VAULTING COMMITTEE<br />

The Vaulting committee had many conference call meetings<br />

and completed the new rulebook which went into effect<br />

January 1, 2009.<br />

Main items/activities<br />

- In February, Judges and Trainers from 14 countries<br />

participated in a <strong>FEI</strong> Vaulting Seminar in Glasgow, Scotland.<br />

Horse score and Technical Test moves were discussed;<br />

- The European Senior and Junior Championships were held<br />

in Bokeberg, Sweden with participants in all three divisions-<br />

Team, Individual and Pas de Deux from 14 countries;<br />

- We had 14 CVI’s throughout the season;<br />

- Vaulting was included in North American Young Riders<br />

Championship for the fi rst time 2009. It was well received<br />

and it is hoped that vaulting will be offi cially accepted into<br />

the NAYRC in the near future;<br />

- The Kentucky Cup was the vaulting test event for WEG 2010.<br />

It was held in the new arena at the Kentucky Horse Park;<br />

- There is continued growth of vaulting in Australia, South<br />

Africa and a new individual competitor from China;<br />

- The Vaulting Coaches Training Program is in the last stages of<br />

organisation. It should be ready to implement in 2010.<br />

REINING COMMITTEE<br />

The Reining Committee met once via teleconference in the<br />

spring of 2009.<br />

The main activities for 2009 included:<br />

- The continued success of the North American Young<br />

Riders Programme at the new venue in Lexington Ky. The<br />

Young Riders were included in Reining’s test event for<br />

the <strong>FEI</strong> Alltech World Equestrian Games. Both the Young<br />

Riders Championship and the test event were extremely<br />

successful;<br />

- The fi rst European Young Riders Championship was held<br />

in conjunction with the European Championships last<br />

autumn. This event proved to be a huge success and the<br />

Team from Italy were the very deserving Champions.<br />

Kreuth, Germany and the German Reiners were wonderful<br />

hosts for this inaugural event;<br />

Both of these events lead the efforts of the Reining Committee<br />

to broaden the sport to encompass the Young Riders of the<br />

World.<br />

- The <strong>FEI</strong> World Reining Masters was once again hosted by<br />

the National Reining Horse Association and Oklahoma<br />

City. Ian Williams, <strong>FEI</strong> Director of Non-Olympic Sports,<br />

attended;<br />

- Preparations for the <strong>FEI</strong> AllTech World Equestrian Games<br />

are now in full stride. The Committee looks forward to the<br />

participation of several new countries, which may include<br />

Russia and China;<br />

- The Committee has worked with the National Reining<br />

Horse Association, the American Quarter Horse<br />

Association, the United States Equestrian Federation and<br />

the Organising Committee to increase the prize fund for<br />

Reining. Most importantly, Reining will be featured on the<br />

Opening Weekend with a televised programme on NBC <strong>TV</strong>,<br />

following the coverage of the Ryder Cup. The Committee<br />

hopes to increase exposure, not only of Reining, but of all<br />

Horse Sports throughout the World;<br />

- The Reining Committee is working diligently to ensure<br />

compliance with all the statutes of the <strong>FEI</strong> and its National<br />

Federations.<br />

PARA-EQUESTRIAN COMMITTEE<br />

The Para-Equestrian Committee met once in 2009, from<br />

16-17 June in Amsterdam (NED). Over the past year, the<br />

Committee has found its role to be more as an advisory<br />

body as the NF’s have started to communicate with the <strong>FEI</strong><br />

HQ directly and to a greater extent than ever before.<br />

The transfer of Para-Equestrian sport from the National<br />

Paralympic Committees to the National Equestrian<br />

Federations is actively taking place around the world and<br />

is essential to continue the positive development of Para-<br />

Equestrian.<br />

Main items/activities:<br />

- A major highlight for 2009 was the Open European Para-<br />

Equestrian Dressage Championships in Norway where<br />

80 riders from 22 nations competed, and 15 nations<br />

participated with full teams in the Team competition. A<br />

vast improvement to previous European Championships<br />

with a marked increase in quality of the horses;<br />

- Modifi cation of the Para-Equestrian Dressage tests in order<br />

to allow for meaningful competition between new athletes<br />

and nations competing alongside the more experienced<br />

nations and riders – effective from 1 January 2010;<br />

- Extensive revision of the Para-Equestrian Dressage Rule<br />

book so that it is better aligned to the able-bodied<br />

Dressage rules thereby allowing Trainers, Chefs, Judges<br />

and Coaches active in Dressage to support their Para-<br />

Equestrian riders – effective from 1 January 2010;<br />

- The Para-Equestrian Trainers Club became an associate<br />

member of <strong>FEI</strong>.
