Description<br />

The second level of Health Check provides a more detailed investigation of how<br />

effectively the <strong>Capita</strong> system is being used for a particular application.<br />

One <strong>and</strong> a half days are spent on-site investigating processing with the remainder of<br />

the second day either spent on-site or remotely, at the discretion of the Consultant in<br />

order to document their findings.<br />

The Consultant will then forward their report to your Account Manager for review<br />

before it is forwarded to you.<br />

Prerequisites<br />

Should the Authority have any specific areas of concern that they would like<br />

investigating these should be passed to their Account Manager with a minimum of<br />

seven days’ notice prior to the first day of the visit.<br />

Should the Authority have no specific areas of concern, the Consultant will work on<br />

their own initiative, with a particular focus on unexpected or non-st<strong>and</strong>ard usage of<br />

the application.<br />

♦ On-line common functionality, e.g.<br />

deciding benefit claims, creating/<br />

moving Council Tax accounts,<br />

creating overpayments, issuing<br />

refunds, creating Fraud referrals etc.,<br />

as appropriate;<br />

♦ The application’s batch programs, e.g.<br />

frequency;<br />

♦ Scheduler operations/ output;<br />

♦ Programs/ Permissions;<br />

♦ Templates;<br />

♦ Balancing/ Reconciliation;<br />

♦ System Security/ Access;<br />

♦ Investigation of the database via<br />

Ingres query/ reporting tools.<br />

<strong>Consultancy</strong> Methods<br />

Time spent on-site will be informed by discussions with staff, staff observation <strong>and</strong><br />

interrogation of the relevant application.<br />

Who Should Attend<br />

The Consultant should be free to observe workaday usage of the application but<br />

Control Section staff <strong>and</strong>/ or Managers/ Team Leaders should also be available<br />

throughout the day(s) for any questions.<br />

What You Will Gain<br />

A full report detailing all of the Consultant’s findings, conclusions <strong>and</strong><br />

recommendations.<br />

This will highlight any major areas of concern where system functionality is not being<br />

used as anticipated or system data that requires correcting.<br />
