MANAGEMENT CONTROLS<br />
The <strong>Chi</strong>ef of Mission certification submitted July 20, 2004, prepared by the<br />
former management team <strong>and</strong> signed by the former <strong>Chi</strong>ef of Mission, mistakenly<br />
stated that there were reasonable assurances that management control objectives<br />
were achieved <strong>and</strong> did not highlight any material weaknesses. Although management<br />
controls over consular operations were satisfactory, significant weaknesses<br />
existed including a lack of control over expendable <strong>and</strong> nonexpendable supplies<br />
<strong>and</strong> equipment, as well as improper registration of motor vehicles. In the past year<br />
improvements have been made in controls over expendable <strong>and</strong> nonexpendable<br />
supplies in <strong>Hanoi</strong>, but weaknesses continued to exist in <strong>Ho</strong> <strong>Chi</strong> <strong>Minh</strong> City. Weaknesses<br />
also continue to exist in motor pool management as well as oversight of<br />
l<strong>and</strong>lord compliance, proper documentation of representational costs, the operations<br />
of the American club, <strong>and</strong> oversight of grants provided to the UN International<br />
School.<br />
GENERAL SERVICES<br />
Nonexpendable Property - <strong>Ho</strong> <strong>Chi</strong> <strong>Minh</strong> City<br />
Controls of nonexpendable property were weak. There were significant differences<br />
between recorded quantities <strong>and</strong> those actually on h<strong>and</strong> in the warehouse.<br />
Transactions including receipts, issues, <strong>and</strong> disposal were not recorded because of<br />
unresolved problems with the nonexpendable property application system.<br />
Recommendation 16: <strong>Embassy</strong> <strong>Hanoi</strong> should correct nonexpendable property<br />
systems problems <strong>and</strong> make inventory records current at <strong>Consulate</strong> <strong>General</strong><br />
<strong>Ho</strong> <strong>Chi</strong> <strong>Minh</strong> City. (Action: <strong>Embassy</strong> <strong>Hanoi</strong>)<br />

Included in the terms of the lease for the consul general’s residence signed<br />
