FORMAL RECOMMENDATIONS<br />

Recommendation 1: <strong>Embassy</strong> <strong>Hanoi</strong> should create an additional locally employed<br />

position to assist with information advocacy in the public affairs section.<br />

Recommendation 2: <strong>Embassy</strong> <strong>Hanoi</strong> should ask for confirmation from the Bureau<br />

of East Asian <strong>and</strong> Pacific Affairs that the mission has the latest press <strong>and</strong><br />

speaking guidance on Agent Orange, coordinate with the Bureau of East Asian<br />

<strong>and</strong> Pacific Affairs in the development of any additional guidance needed, <strong>and</strong><br />

distribute the guidance widely throughout the mission. (Action: <strong>Embassy</strong><br />

<strong>Hanoi</strong>, in coordination with EAP)<br />

Recommendation 3: <strong>Embassy</strong> <strong>Hanoi</strong> should move the information resource center<br />

into larger space more appropriate for carrying out its mission. (Action: <strong>Embassy</strong><br />

Recommendation 4: <strong>Embassy</strong> <strong>Hanoi</strong>, in coordination with the Bureau of Overseas<br />

Buildings Operations, should relocate the public affairs section at <strong>Consulate</strong><br />

<strong>General</strong> <strong>Ho</strong> <strong>Chi</strong> <strong>Minh</strong> City to a site with sufficient space for programming<br />

activities <strong>and</strong> more readily accessible to the public. (Action: <strong>Embassy</strong> <strong>Hanoi</strong>,<br />

in coordination with OBO)<br />

Recommendation 5: <strong>Embassy</strong> <strong>Hanoi</strong> should select <strong>and</strong> provide resources to a<br />

consular coordinator charged with harmonization of <strong>Embassy</strong> <strong>Hanoi</strong> <strong>and</strong> <strong>Consulate</strong><br />

<strong>General</strong> <strong>Ho</strong> <strong>Chi</strong> <strong>Minh</strong> City’s consular activities. (Action: <strong>Embassy</strong><br />

Recommendation 6: <strong>Embassy</strong> <strong>Hanoi</strong> should establish procedures to document<br />

fully lease negotiations <strong>and</strong> justifications <strong>and</strong> be prepared to terminate lease<br />

number S-320-FBO-0157 on the departure of the incumbent deputy chief of<br />

mission <strong>and</strong> obtain a more reasonably priced residence. (Action: <strong>Embassy</strong><br />

<strong>Hanoi</strong>)<br />

Recommendation 7: <strong>Embassy</strong> <strong>Hanoi</strong>, in coordination with the Bureau of Overseas<br />

Buildings Operations, should obtain a current appraisal of the sale price of<br />

the Recreational Center Compound, obtain permission to sell the property, <strong>and</strong><br />

place the property for sale. (Action: <strong>Embassy</strong> <strong>Hanoi</strong>, in coordination with<br />
