will contribute the difference. For FGIS, at the beg<strong>in</strong>n<strong>in</strong>g<br />

of each season participat<strong>in</strong>g farmers will be required<br />

to deposit at least 50% of the cost of consumable<br />

<strong>in</strong>puts (seeds, fertilizers, and CPPs) to be<br />

purchased. The project will contribute the rema<strong>in</strong>der<br />

<strong>in</strong> cash per household. For <strong>in</strong>novations benefit<strong>in</strong>g the<br />

whole group or the village, the project will contribute<br />

80% of the cost of technological <strong>in</strong>novations other than<br />

agricultural <strong>in</strong>puts per village. The requirement of a<br />

prior deposit by farmers be<strong>for</strong>e they receive the match<strong>in</strong>g<br />

grant from the project is aimed at encourag<strong>in</strong>g farmers<br />

to save <strong>in</strong> order to purchase <strong>in</strong>puts <strong>for</strong> the next season.<br />

This will also build relationships with f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions and <strong>in</strong>put dealers. For both the CIS and<br />

FGIS, the project will contribute 100% of the cost of<br />

technical assistance and tra<strong>in</strong><strong>in</strong>g up to a predeterm<strong>in</strong>ed<br />

level. The project contributions per household/village<br />

will also be up to a predeterm<strong>in</strong>ed maximum level. The<br />

CBIS component will focus on capacity build<strong>in</strong>g at all<br />

levels—local, district, and national—on issues related<br />

to policy and regulatory frameworks, project preparation,<br />

management and implementation, and fund<strong>in</strong>g of<br />

additional analytical work to underp<strong>in</strong> ongo<strong>in</strong>g re<strong>for</strong>ms.<br />

Specifically, the project will support further development<br />

and updat<strong>in</strong>g of the agricultural sector monitor<strong>in</strong>g<br />

and evaluation system and improvement of its MIS.<br />

The project will also support the tra<strong>in</strong><strong>in</strong>g <strong>for</strong> the private<br />

sector development and the implementation of the<br />

Seed Act (1973) and the <strong>Plan</strong>t Breeders Rights Act<br />

(2002), which provides the regulatory framework <strong>for</strong><br />

the seed <strong>in</strong>dustry <strong>in</strong>clud<strong>in</strong>g the establishment of a Seed<br />

Executive Agency.<br />

Dur<strong>in</strong>g the first year of its implementation (2003/<br />

04), PADEP selected eight districts, namely Arusha,<br />

Arumeru, S<strong>in</strong>gida, Hai, Masasi, Nach<strong>in</strong>gwea, Ir<strong>in</strong>ga,<br />

and Morogoro, and the process of farmers’ group <strong>for</strong>mation<br />

and local project selection started. In two districts,<br />

Hai and Morogoro, the match<strong>in</strong>g grant of 50%<br />

<strong>for</strong> <strong>in</strong>put purchases was implemented. In other districts,<br />

<strong>for</strong>mation of groups is mov<strong>in</strong>g slowly, but tra<strong>in</strong><strong>in</strong>g activities<br />

<strong>for</strong> district officers and other stakeholders have<br />

been <strong>in</strong>itiated. Due to unexpected <strong>in</strong>creases <strong>in</strong> fertilizer<br />

prices, farmers <strong>in</strong> both Hai and Morogoro districts<br />

have underestimated resources needed <strong>for</strong> <strong>in</strong>put<br />

purchases.<br />

Role of <strong>Agricultural</strong> <strong>Input</strong> <strong>Markets</strong> <strong>in</strong> Promot<strong>in</strong>g<br />

<strong>Agricultural</strong> Development<br />

The GOT recognizes that it can no longer rely on<br />

extensive agriculture as the ma<strong>in</strong> source of agricultural<br />

growth necessary to meet the goals of poverty reduction,<br />

food security, and <strong>in</strong>creas<strong>in</strong>g farm <strong>in</strong>comes. Instead,<br />

greater adoption of modern agricultural <strong>in</strong>put<br />

technologies via efficient markets supported by appropriate<br />

government policies and facilitat<strong>in</strong>g <strong>in</strong>stitutions<br />

must be the cornerstone of the strategy to achieve these<br />

goals. Well-function<strong>in</strong>g <strong>in</strong>put markets lead to the timely<br />

availability and the af<strong>for</strong>dability of appropriate and<br />

quality <strong>in</strong>puts. In addition, they <strong>in</strong>crease the farmers’<br />

choice of products, and eventually lead to improvements<br />

<strong>in</strong> farmers’ knowledge and use of <strong>in</strong>puts as traders<br />

develop their clientele.<br />

In the past, state-owned enterprises <strong>in</strong> <strong>Tanzania</strong><br />

directly imported, distributed, and set prices <strong>for</strong> agricultural<br />

<strong>in</strong>puts. To the degree that private firms participated<br />

<strong>in</strong> <strong>in</strong>put supply, their activities were controlled<br />

or the firms were limited to specific segments of the<br />

<strong>in</strong>put market. The economic re<strong>for</strong>m programs of the<br />

1980s and 1990s have resulted <strong>in</strong> the liberalization of<br />

agricultural <strong>in</strong>put markets. However, a number of constra<strong>in</strong>ts<br />

cont<strong>in</strong>ue to hamper the per<strong>for</strong>mance of the private<br />

sector and as a result, high prices and non-availability<br />

of <strong>in</strong>puts <strong>in</strong> rural areas cont<strong>in</strong>ue to be a concern.<br />

Nature, Scope, and Objectives of the <strong>Action</strong> <strong>Plan</strong><br />

Guided by the need <strong>for</strong> improv<strong>in</strong>g the supply of<br />

<strong>in</strong>puts <strong>for</strong> smallholders <strong>in</strong> rural areas, the M<strong>in</strong>istry of<br />

Agriculture and Food Security (MAFS) <strong>in</strong>vited IFDC<br />

and SG 2000 to conduct an assessment of <strong>in</strong>put supply<br />

systems <strong>in</strong> the country and prepare an action plan <strong>for</strong><br />

develop<strong>in</strong>g well-function<strong>in</strong>g <strong>in</strong>put markets <strong>in</strong> <strong>Tanzania</strong><br />

with a focus on the follow<strong>in</strong>g themes:<br />

• Assess the function<strong>in</strong>g and per<strong>for</strong>mance of <strong>in</strong>put<br />

markets—seed, fertilizer, and CPPs.<br />

• Identify the constra<strong>in</strong>ts affect<strong>in</strong>g the per<strong>for</strong>mance of<br />

<strong>in</strong>put markets with a special focus on policy, human<br />

capital, f<strong>in</strong>ance, market <strong>in</strong><strong>for</strong>mation, and regulatory<br />

frameworks.<br />

• Assess the potential of the private sector <strong>in</strong> supply<strong>in</strong>g<br />

<strong>in</strong>puts <strong>in</strong> a reliable and cost-effective manner.<br />

• Suggest policy-related and other measures to alleviate<br />

constra<strong>in</strong>ts and make <strong>in</strong>put use and supply more<br />

effective and farmer friendly.<br />

• Prepare an action plan <strong>in</strong>corporat<strong>in</strong>g the suggested<br />

measures to strengthen the function<strong>in</strong>g of <strong>in</strong>put<br />

markets.<br />

The assessment team visited <strong>Tanzania</strong> dur<strong>in</strong>g October<br />

27–November 19, 2003, and <strong>in</strong>teracted with over
