3.0. SHORT REMARKS BY THE REPRESENTATIVE FROM SASAKAWA AFRICAN<br />

ASSOCIATION/GLOBAL 2000<br />

The Sasakawa Africa Association representative highlighted the program and strategies that are undertaken<br />

by his organisation and the l<strong>in</strong>kages to the development of agricultural <strong>in</strong>put markets <strong>in</strong> <strong>Tanzania</strong>. He also<br />

underscored the need <strong>for</strong> l<strong>in</strong>k<strong>in</strong>g <strong>in</strong>puts and output markets <strong>for</strong> improv<strong>in</strong>g productivity, economic growth, and<br />

poverty reduction. He concluded his remarks by say<strong>in</strong>g that, <strong>in</strong> order to <strong>in</strong>crease production and productivity,<br />

agricultural <strong>in</strong>put should be delivered <strong>in</strong> a timely manner, should be af<strong>for</strong>dable, and of recommended quantities<br />

and qualities.<br />

4.0. PRESENTATION OF THE PROPOSED ACTION PLAN<br />

The Team Leader from IFDC highlighted the social economic challenges of food security, poverty alleviation,<br />

and environmental protection. Concern was raised with regard to cereal production decl<strong>in</strong>e <strong>in</strong> association<br />

with low levels of fertiliser use and the role of agricultural <strong>in</strong>puts <strong>in</strong> solv<strong>in</strong>g some of these problems.<br />

He elaborated on the function<strong>in</strong>g and per<strong>for</strong>mance of agricultural <strong>in</strong>put markets, factors constra<strong>in</strong><strong>in</strong>g its<br />

per<strong>for</strong>mance, the potentials of the private sector <strong>in</strong> supply<strong>in</strong>g <strong>in</strong>puts <strong>in</strong> a reliable and cost effective manner and<br />

suggestions to improve efficiency and effectiveness of <strong>in</strong>put markets. <strong>An</strong> effective action plan should <strong>in</strong>clude<br />

conducive and stable policies, develop<strong>in</strong>g human capital, access to f<strong>in</strong>ance, access and dissem<strong>in</strong>ation of market<br />

<strong>in</strong><strong>for</strong>mation, and strengthen<strong>in</strong>g regulatory systems.<br />

Other supportive measures he proposed <strong>in</strong>cluded <strong>in</strong>tegration of regional markets, development of <strong>in</strong>frastructure,<br />

technology transfer ef<strong>for</strong>ts, output market development, poverty alleviation, and safety nets. The<br />

proposed action plan underscored the importance of commitment of both government and development partners<br />

<strong>in</strong> order to achieve the <strong>in</strong>tended objectives.<br />
