• Inadequate bus<strong>in</strong>ess, technical knowledge, and skills<br />

at the distributor and retailer levels of fertilizers.<br />

• Insufficient credit facilities <strong>for</strong> small-scale farmers<br />

as well as <strong>for</strong> agribus<strong>in</strong>esses—importers, wholesalers,<br />

and retailers—due to str<strong>in</strong>gent collateral requirements<br />

and high <strong>in</strong>terest rates.<br />

• Insufficient extension activities <strong>in</strong> the field despite<br />

the ef<strong>for</strong>ts of some NGOs, private sector organizations,<br />

and the extension department staff, which is<br />

handicapped by paucity of funds.<br />

• Inadequate knowledge on the part of farmers about<br />

the proper use of <strong>in</strong>puts and its economics.<br />

• Very little market promotion be<strong>in</strong>g done by the private<br />

sector.<br />

• Inadequate flow of market <strong>in</strong><strong>for</strong>mation—<strong>in</strong><strong>for</strong>mation<br />

is available scattered over a number of organizations<br />

without a system <strong>for</strong> the regular collection, analysis,<br />

and dissem<strong>in</strong>ation of this <strong>in</strong><strong>for</strong>mation <strong>in</strong> the market<br />

to key players.<br />

• Private and public sector relationships need improvement<br />

to provide mutual trust and confidence. This<br />

will also help <strong>in</strong> coord<strong>in</strong>ation and work<strong>in</strong>g towards<br />

improv<strong>in</strong>g the public/private sector partnership.<br />

Measures Needed<br />

Measures are needed to strengthen the function<strong>in</strong>g<br />

and per<strong>for</strong>mance of the fertilizer markets—policy, human<br />

capital, f<strong>in</strong>ance, market <strong>in</strong><strong>for</strong>mation, regulation,<br />

and others:<br />

• The Government of <strong>Tanzania</strong> should follow a consistent<br />

market<strong>in</strong>g policy. Ad hoc announcements or<br />

<strong>in</strong>terventions should be avoided.<br />

• Donor supplies like KR II should be “marketized” <strong>in</strong><br />

the future—auctioned through specialist auctioneers<br />

<strong>in</strong> Dar es Salaam or <strong>in</strong> the regions <strong>in</strong> small lots to<br />

enable participation by small traders at or above full<br />

costs.<br />

• Level play<strong>in</strong>g field should be ma<strong>in</strong>ta<strong>in</strong>ed without<br />

provid<strong>in</strong>g TFC any tangible or <strong>in</strong>tangible benefits.<br />

• <strong>An</strong> <strong>in</strong>tensive tra<strong>in</strong><strong>in</strong>g program <strong>for</strong> the retailers, wholesalers,<br />

and importers <strong>in</strong> the basics of m<strong>in</strong>eral fertilizer<br />

and crop production technology, and fertilizer<br />

market<strong>in</strong>g and bus<strong>in</strong>ess should be implemented to<br />

develop human capital. This is particularly necessary<br />

at the retailer and wholesaler levels <strong>in</strong> the rural areas<br />

to develop and strengthen the distribution network
