The specific terms of the Legislative Council’s duties will be set forth in the
NCAA Division I Manual.
2. Reporting Lines. The following committees report to the Legislative Council:
Legislative Review and Interpretations Committee (LRIC);
Athletic Certification;
Student-Athlete Reinstatement; and
Football Championship Subdivision Governance Committee. [Note: The
Football Bowl Subdivision (FBS) and the Football Championship
Subdivision (FCS) will vote separately on football issues. FCS
conferences set forth in the NCAA Division I Manual will be permitted to
vote on such legislative issues at the Football Championship Subdivision
Governance Committee meeting.]
The cabinet may establish the following subcommittee:
Subcommittee for Legislative Relief.
3. Staff Liaisons: Lynn Holzman and Steve Mallonee, primary liaisons; Amy
Huchthausen and Leeland Zeller, secondary liaisons. Beth DeBauche will
attend to help coordinate issues affecting the Leadership Council and the
Division I governance structure as a whole. Delise O’Meally will attend to
coordinate consideration of Association-wide matters.
d. Championships/Sports Management Cabinet.
1. Duties. The Championships/Sports Management Cabinet retained much of the
jurisdiction of the former Championships/Competition Cabinet except for issues
pertaining to committee selections and Bylaw 16 issues not related to
championship travel and awards.
2. Reporting Lines. The following committees report to the Championships/Sports
Management Cabinet:
Competitive Safeguards and Medical Aspects of Sports;
Olympic Sports Liaison Committee;
Rules Committees;
Playing Rules Oversight Panel; (For information purposes);
All sports issues committees; and
