3 listings, but that the Board, with the advice and assistance of the Leadership<br />
Council, will seek to review and take action on a small number of proposals that<br />
are identified as being important to the overall future of Division I. In the event<br />
the Board determines further review is necessary, the Board could seek<br />
additional feedback from the substructure or take action itself. No legislative<br />
action by the Legislative Council will be considered final until after the<br />
conclusion of the Board of Directors meeting to ensure the Board can ask to<br />
consider those proposals it so chooses. Legislative proposals that the<br />
Legislative Council believes would benefit from additional membership review<br />
and comment will be listed as Category 2 proposals and will be shared with the<br />
Board as information at the January meeting.<br />
10. 60-day Comment Period. The 60-day comment period will begin at the<br />
conclusion of the Board meeting and is intended to provide the membership and<br />
affiliate groups with an opportunity to share opinions and amendments-toamendments<br />
that are less expansive in scope. This information will ultimately<br />
be shared with the councils and Board as those bodies continue to examine the<br />
legislative proposals in advance of the April governance meetings.<br />
11. April Legislative Council Meeting. In April, the Legislative Council will meet<br />
to consider those proposals remaining in the annual legislative cycle. This will<br />
be the second review of these legislative proposals in the annual legislative<br />
cycle. Proposals will be adopted based on a simple majority of those members<br />
present and voting.<br />
12. April Board of Directors Meeting. In late April, the Board of Directors will<br />
meet and as part of its agenda, it will receive a report from the Legislative<br />
Council on legislative actions taken at its most recent meeting. As was the case<br />
in January, the Legislative Council’s legislative actions will be considered the<br />
default position, subject to the Board of Directors oversight. Again, the Board<br />
will properly have the authority to review any actions by the Legislative<br />
Council and take independent action. Again, the Legislative Council’s actions<br />
will not be considered final until the conclusion of the Board of Directors<br />
meeting to ensure the Board has proper oversight.<br />
13. Override Process. The Division I legislative process provides for a membership<br />
override process. The specific terms of which are set forth in the <strong>NCAA</strong><br />
Division I Manual.<br />
