3 listings, but that the Board, with the advice and assistance of the Leadership
Council, will seek to review and take action on a small number of proposals that
are identified as being important to the overall future of Division I. In the event
the Board determines further review is necessary, the Board could seek
additional feedback from the substructure or take action itself. No legislative
action by the Legislative Council will be considered final until after the
conclusion of the Board of Directors meeting to ensure the Board can ask to
consider those proposals it so chooses. Legislative proposals that the
Legislative Council believes would benefit from additional membership review
and comment will be listed as Category 2 proposals and will be shared with the
Board as information at the January meeting.
10. 60-day Comment Period. The 60-day comment period will begin at the
conclusion of the Board meeting and is intended to provide the membership and
affiliate groups with an opportunity to share opinions and amendments-toamendments
that are less expansive in scope. This information will ultimately
be shared with the councils and Board as those bodies continue to examine the
legislative proposals in advance of the April governance meetings.
11. April Legislative Council Meeting. In April, the Legislative Council will meet
to consider those proposals remaining in the annual legislative cycle. This will
be the second review of these legislative proposals in the annual legislative
cycle. Proposals will be adopted based on a simple majority of those members
present and voting.
12. April Board of Directors Meeting. In late April, the Board of Directors will
meet and as part of its agenda, it will receive a report from the Legislative
Council on legislative actions taken at its most recent meeting. As was the case
in January, the Legislative Council’s legislative actions will be considered the
default position, subject to the Board of Directors oversight. Again, the Board
will properly have the authority to review any actions by the Legislative
Council and take independent action. Again, the Legislative Council’s actions
will not be considered final until the conclusion of the Board of Directors
meeting to ensure the Board has proper oversight.
13. Override Process. The Division I legislative process provides for a membership
override process. The specific terms of which are set forth in the NCAA
Division I Manual.
