thereby ensuring that any appointments made in the interim period are ultimately<br />

subject to the legislated requirements.<br />

g. Alternates. The Board, councils and cabinets shall permit alternates to attend the<br />

appropriate governance meetings when the appointed representative cannot attend.<br />

These governance bodies are encouraged to establish a flexible standard to permit<br />

alternates to attend. Given that the Division I governance structure is based on<br />

conference representation, it is therefore essential that conferences are allowed to<br />

participate in the structure.<br />

V. LEADERSHIP ROLES.<br />

a. Chair Requirement. Each of the councils and the cabinets shall have a chair serving<br />

in a leadership role. Chairs shall serve at least one year but no more than two years in<br />

that role.<br />

b. Role of Board of Directors. To assist in the governance transition process, the<br />

Division I Board of Directors appointed a chair for each of the councils and cabinets<br />

for the first year to allow the chairs to participate in an orientation program.<br />

Thereafter, the councils and cabinets will have the discretion to recommend their own<br />

chair. The councils and the cabinets will submit the name of the recommended chair<br />

to the Board of Directors for final approval.<br />

c. Vice Chair. The councils and cabinets will not be required to appoint a vice chair but<br />

will have discretion to recommend a vice chair if it is felt that a vice chair would be<br />

beneficial to the efficient management of that group. As is the case with the chair<br />

appointment process, the recommendation of the council or cabinet regarding a vice<br />

chair shall be forwarded to the Board of Directors for approval.<br />

d. Rotational Schedule for Chairs. At least once every three rotations, there shall be a<br />

representative serving as chair at the council and Championships/Sports Management<br />

Cabinet levels who is not from the Football Bowl Subdivision.<br />

VI. MEETING SCHEDULE.<br />

a. Division I Board of Directors. The Division I Board of Directors has four scheduled<br />

meetings per year. These meetings are held in April, August, October/November and<br />

in conjunction with the <strong>NCAA</strong> Convention in January. Additionally, this group may<br />

meet at other times during the year when circumstances warrant. Meetings are<br />

typically one day in length starting at 8 a.m. and concluding by mid afternoon. With
