bajo un esquema de Asociación Público-<br />
Privada (APP) que el gobierno busca<br />
impulsar a través de la recientemente<br />
creada Agencia de Proyectos Estratégicos<br />
de Quintana Roo (AGEPRO), misma que<br />
inició la promoción internacional en busca de capital<br />
privado para dos proyectos muy esperados por la<br />
población en general. Se trata del Puente Vehicular<br />
Nichupté y el Tren de Pasajeros Cancún<strong>–</strong>Tulum.<br />
Pero, ¿por qué bajo un esquema APP? En palabras<br />
de Eduardo Ortiz Jasso, titular de la AGEPRO, “los<br />
proyectos de Asociación Público-Privada son una<br />
manera óptima de sumar esfuerzos para cumplir de<br />
manera eficaz con las necesidades socioeconómicas y<br />
de infraestructura del estado. Nos permiten asociarnos<br />
con quienes tienen el conocimiento necesario, la<br />
experiencia comprobada y la<br />
tecnología de vanguardia, lo que<br />
garantiza el buen desarrollo de los<br />
proyectos y un manejo confiable de<br />
los recursos.”<br />
Después de haber realizado un<br />
análisis profundo de las necesidades<br />
de infraestructura, la AGEPRO<br />
identificó más de diez proyectos<br />
como los de mayor prioridad para el<br />
estado, sin embargo, en una primera<br />
instancia publica dos:<br />

The government seeks to promote several infrastructure projects under a Public−Private<br />
Partnership (PPP) scheme, all through the recently created Strategic Projects Agency of<br />
Quintana Roo (AGEPRO). This agency already launched an international campaign in search<br />
of private capital for two projects much-awaited by the general population: the Nichupte<br />
Vehicular Bridge and the Cancun−Tulum Passenger Railroad.<br />
Now, why under a PPP scheme? According to Eduardo Ortiz Jasso, head of AGEPRO,<br />
“Public-Private Partnership frameworks are an optimal way to join efforts in order to<br />
effectively meet the socioeconomic and infrastructure needs of our state. They allow us to<br />
associate with those who have the necessary knowledge, proven experience and<br />
state-of-the-art technology, which guarantees proper development of projects and<br />
reliable management of resources.”<br />
After conducting a thorough analysis of infrastructure needs, the AGEPRO identified more<br />
than ten projects as priorities for the state. However, at first instance they publish two:<br />

PUENTE VEHICULAR NICHUPTÉ<br />
Puente de aproximadamente 7.4 km sobre<br />
la Laguna Nichupté para unir el Boulevard<br />
Colosio con el Boulevard Kukulcán. El<br />
propósito es generar una vía alterna de<br />
acceso a la zona hotelera de Cancún,<br />
que permita mejorar el funcionamiento y<br />
disminuir el congestionamiento en ambas<br />
zonas, reduciendo los tiempos y costo<br />
de viaje a los prestadores de servicios,<br />
trabajadores y turistas.<br />
Se contempla una inversión aproximada a los<br />
4 mil millones de pesos y la principal fuente de<br />
pago del proyecto provendrá de las cuotas de<br />
peaje cobradas por el uso del puente.<br />
NICHUPTE VEHICULAR BRIDGE<br />
Approximately 4.5 mile (7.4 km) bridging over<br />
Nichupte lagoon to join Colosio Boulevard with<br />
Kukulcan Boulevard. The aim is to generate an<br />
alternate access route to the hotel zone of Cancun,<br />
which will improve its operation and reduce<br />
traffic congestion in both sides, cutting down<br />
commuting times and costs to service providers,<br />
workers and tourists.<br />
It is estimated an investment of approximately<br />
4 billion pesos; the project will be mainly paid off<br />
from the toll fees charged for using the bridge.
