The estimated cost of the light rail system is based on construction cost knowledge<br />
from the City of Helsinki as well as European experiences. The cost of<br />
street and infrastructure construction is based on the cost outcomes of previous<br />
construction projects carried out in Finland. The cost estimate includes<br />
the construction of both the rail infrastructure required by the new line and<br />
the required alterations to the existing street network. In addition, the estimate<br />
includes other street modifications that are not directly caused by the<br />
project, but are designed to improve the standard of the street network in the<br />
vicinity of the line.<br />
The total construction cost is € 275 million. Investments in depots and rolling<br />
stock are operational investments, which are usually included in the system<br />
operating costs. The total construction cost of the depots is € 64 million, and<br />
the investment outlay for rolling stock is approximately € 85- 95 million.<br />
In addition, the project involves other construction projects which are essential<br />
or highly desirable for Raide-Jokeri as a whole, although not directly<br />
caused by it. The total cost of these associated projects is approximately € 25<br />
million, of which € 18 million is essential investment that needs to be implemented<br />
in order to construct the Jokeri line. The single largest investment involves<br />
the lowering of Kehä I ring road at Laajalahti based on the current road<br />
engineering plan.<br />
The civil engineering works cost index (Maku) used in the estimates is 110.6 for<br />
April 2015 (2010=100).<br />
Impacts<br />
The project planning stage includes impact assessments on issues including:<br />
• ecology<br />
• surface and groundwater<br />
• landscape and urban design<br />
• cultural heritage sites<br />
• recreational areas and trails<br />
• noise and vibration<br />
• land use and planning<br />
• car traffic service levels<br />
• traffic safety.<br />
The accessibility of the stops has been analysed based on existing pedestrian<br />
access routes. A separate project assessment will be carried regarding the predicted<br />
passenger volumes and socio-economic evaluation of the project and<br />
reported separately.<br />
The impact of the Jokeri line on nearby nature sites and the surrounding environment<br />
is mostly minimal or preventable through careful planning. The line<br />
will have a positive effect on the quality of the urban realm and the service<br />
level of public transport. The design includes several grassed track sections<br />
and offers the potential for increasing urban green elements.<br />
The siting of pedestrian and cycle access routes on the same level with public<br />
transport facilitates good access to stops and a pleasant traffic environment.<br />
From the passenger’s perspective, key factors include the safety, functionality,<br />
visual appeal and comfort of stops, as well as journey times. The aim is to provide<br />
fully accessible rail vehicles and pedestrian access to stops. The journey<br />
times will be similar to those of the current bus line, but the service will be<br />
considerably more reliable. High-standard, comfortable trams will make public<br />
transport a significantly more comfortable and appealing proposition than<br />
crowded buses.<br />
The new proposed routing of the Jokeri line in Espoo will serve the needs of<br />
the evolving city better than the old one proposed in the preliminary plan. The<br />
importance of Otaniemi and Keilaniemi as engines for economic growth has<br />
continued to grow, and the new metro line and the Jokeri line will both facilitate<br />
the development of a denser urban structure in these areas.<br />
The plan also includes preliminary studies or plans concerning construction<br />
phasing plan, impacts during construction, and alternatives for arranging the<br />
operation of the line.<br />
