TOTAL COST OF RAIDE-JOKERI 178 496 000 96 021 000 274 517 000
The estimated cost of the light rail system is based on construction cost knowledge
from the City of Helsinki as well as European experiences. The cost of
street and infrastructure construction is based on the cost outcomes of previous
construction projects carried out in Finland. The cost estimate includes
the construction of both the rail infrastructure required by the new line and
the required alterations to the existing street network. In addition, the estimate
includes other street modifications that are not directly caused by the
project, but are designed to improve the standard of the street network in the
vicinity of the line.
The total construction cost is € 275 million. Investments in depots and rolling
stock are operational investments, which are usually included in the system
operating costs. The total construction cost of the depots is € 64 million, and
the investment outlay for rolling stock is approximately € 85- 95 million.
In addition, the project involves other construction projects which are essential
or highly desirable for Raide-Jokeri as a whole, although not directly
caused by it. The total cost of these associated projects is approximately € 25
million, of which € 18 million is essential investment that needs to be implemented
in order to construct the Jokeri line. The single largest investment involves
the lowering of Kehä I ring road at Laajalahti based on the current road
engineering plan.
The civil engineering works cost index (Maku) used in the estimates is 110.6 for
April 2015 (2010=100).
Impacts
The project planning stage includes impact assessments on issues including:
• ecology
• surface and groundwater
• landscape and urban design
• cultural heritage sites
• recreational areas and trails
• noise and vibration
• land use and planning
• car traffic service levels
• traffic safety.
The accessibility of the stops has been analysed based on existing pedestrian
access routes. A separate project assessment will be carried regarding the predicted
passenger volumes and socio-economic evaluation of the project and
reported separately.
The impact of the Jokeri line on nearby nature sites and the surrounding environment
is mostly minimal or preventable through careful planning. The line
will have a positive effect on the quality of the urban realm and the service
level of public transport. The design includes several grassed track sections
and offers the potential for increasing urban green elements.
The siting of pedestrian and cycle access routes on the same level with public
transport facilitates good access to stops and a pleasant traffic environment.
From the passenger’s perspective, key factors include the safety, functionality,
visual appeal and comfort of stops, as well as journey times. The aim is to provide
fully accessible rail vehicles and pedestrian access to stops. The journey
times will be similar to those of the current bus line, but the service will be
considerably more reliable. High-standard, comfortable trams will make public
transport a significantly more comfortable and appealing proposition than
crowded buses.
The new proposed routing of the Jokeri line in Espoo will serve the needs of
the evolving city better than the old one proposed in the preliminary plan. The
importance of Otaniemi and Keilaniemi as engines for economic growth has
continued to grow, and the new metro line and the Jokeri line will both facilitate
the development of a denser urban structure in these areas.
The plan also includes preliminary studies or plans concerning construction
phasing plan, impacts during construction, and alternatives for arranging the
operation of the line.
