analysis of actual utilization patterns of women in reproductive<br />

ages attending selective health and social centers in N'Djamena.<br />

The value of this data is limitless, but it should be used by those<br />

planners and administrators designing appropriate health and family<br />

planning services for women in reproductive ages.<br />

V. The Role of the International Planned Parenthood Federation in<br />

Chad<br />

A. Background<br />

In early 1987 contact was made with IPPF/Africa Region to begin<br />

exploring the possibility of technical assistance to develop a<br />

protocol to establish an IPPF affiliate in Chad.<br />

In late 1987 an IPPF representative spent one week in N'Djamena<br />

discussing the requirements for organizing a Chadian Family<br />

Planning Association. The Chadian counterpart for all discussions<br />

was Dr. Djig-Djag of the National Consultative Council (CNC) as<br />

well as the Minister and Director General of the Ministry of Public<br />

Health. It was agreed that a provisional committee of volunteers,<br />

with official approval from the Minister of Public Health, would<br />

become the interim Family Planning Committee for the future<br />

development of a Chadian Family Planning Association.<br />

This visit marked IPPF's first official visit to Chad. It was<br />

also agreed that beginning in 1988 IPPF would earmark $46,000 for<br />

family planning activities in Chad.<br />

B. The Development of a Chadian Family Planning Association<br />

1. In mid-1988 IPPF sponsored Dr. Djig-Djag to a regional<br />

meeting in Kenya to orient him to IPPF policies and to review his<br />

draft of Chad's constitution to become an IPPF affiliate.<br />

2. In mid-1988 IPPF agreed to contribute the $46,000 earmarked<br />

for Chad's family planning activities to the conference. Over half<br />

the amount was spent on audio-visual equipment for the MOPH, as<br />

well as on educatioAal materials for the conference.<br />

3. Significant presentations were made at the conference by the<br />

IPPF representative and Dr. Djig-Djag. Dr. Djig-Djag's<br />

presentation is included as Appendix IV of this report because it<br />

is the official version of Chad's constitution to become an IPPF<br />

affiliate.
