Le 9 janvier 1992, les membres de
la SOCAN ont ratifie un changement
dans les reglementstouchant les
elections au sein du conseil d'administration,
changement qui entrera en
vigueur lors de la prochaine election
prevue au cours du printemps.
Selon les nouveaux reglements, sur
les neuf postes occupes par des
compositeurs au sein du conseil, au
moins deux seront reserves d'office a
des compositeurs de musique
«serieuse», au moins dnq postes
seront reserves ades compositeurs
de musique «non serieuse» et au
moins trois seront reserves ades
compositeurs francophones, ces
postes devant tous etre combles en
vertu d'une nouvelle structure
regionale. La LeC s'est opposee a
cette nouvelle reglementation
lorsque celle-ci a ete proposee pour
la premiere fois, parce que la consecration
d'une majorite - dnq postes
sur neuf - pour un groupe quel qu'il
soit n'est pas une bonne idee, et que
les compositeurs de musique «non
serieuse», constituant l'im-mense
majorite des membres, n'ont pas
besoin d'etre proteges par des postes
ga:rantis, contrairement aux
compositeurs rninoritaires de
musique «serieuse». De plus, La
Ligue n'est pas responsable du choix
regrettable des termes «serieux» et
«non serieux» utilises pour designer
les divers groupes au sein de la
SOCAN. Cependant, puisqu'iIs ont
ete adoptes, nous devons faire de
notre rnieux pour faire fonctionner Ie
nouveau systeme anotre avantage.
Selon les nouveaux reglements,
les compositeurs seront elus par
region conformement ala formule
suivante:
1) Deux de l'Ouest (Manitoba,
Saskatchewan, Alberta, Colombie­
Britanmque, Yukon et Territoires du
Nord-0uest), dont un devra etre un
compositeur de musique «non
serieuse»;
2) Quatre de I'Est (Oi1tario,
Nouveau-Brunswick, Nouvelle-Ecosse,
Ile-du-Prince-Edouard et Terre-Neuve),
dont au moins deux devront etre des
compositeurs de musique «non
serieuse»;
3) Trois du Quebec, dont au
moins deux devront etre des
compositeurs de musique «non
serieuse».
Lors du depouillement du scutin,
les deux compositeurs de musique
«serleuse» ayant rec;u Ie plus grand
nombre de voix seront declares elus,
pourvu que tous deux ne
representent pas seulement l'Ouest
New Election

On January 9,1992, the membership
of SOCAN ratified a change in
the election procedure of its Board of
Directors, a change which will be put
into effect for the next election scheduled
for later this spring. Under
terms of the new procedure, of the
nine writer positions on the Board, at
least two positions will be
i~aranteedfor "serious" music
\ writers, at least five positions will be
guaran-teed for "non~serious" music
writers, and at least three positions
will be guaranteed for francophone
writers, all positions to be elected
according to a new regional structure.
The CLC stated its opposition to
this new procedure when it was first
propo-sed on the grounds that the
entrenchment of a majority - five out
of nine positions - for any constituency
is not a good idea, and that
"non~serious"music writers, being
the overwhelming majority, do not
need the protection of guaran-teed
positions, as do the minority "serious"
music writers. Furthermore, we had
no part in the unfortunate choice of
terms ("serious" and "non-serious")
used to designate the different
groups within SOCAN. However,
now that it hasbeen passed, we must
do our best to make the new system
work to our advantage.
Under the new procedure,
writers will be elected by region
according to the following formula: .
1) Two from the West (Manitoba,
Saskatchewan, Alberta, British Columbia,
the Yukon and the Northwest

Territories), of which one must be a
"non-serious" music writer;
2) Four from the East (Ontario,
New Brunswick, Nova Scotia, Prince
Edward Island and Newfoundland), of
which at least two must be "nonserious"
music writers;
3) Three from Quebec, of which
at least two must be "non-serious"
music writers.
In tabulating the ballots,the two
"serious" music writers who receive
the highest number of votes will be
declared elected, providing that both
do not come from either the West or
Quebec. If both do come from the
West or Quebec, then only the one
who receives the highest number of
votes will be elected, and the
"serious" music writer from another
region who receives the next highest
number of votes will be elected.
Likewise with the "non-serious"
music writers - the five who receive
the highest number of votes and who
satisfy regional requirements (one
