Comme nous l'avons exprime<br />

lars de la derniere reunion du conseil<br />

d'administration (15 mars 1992), il<br />

est necessaire d'effectuer des<br />

changements structurels dans la<br />

<strong>CEC</strong>, ou penser a ramener Ie bateau<br />

au quai. Pour ma part, je ne pense<br />

pas que nOllS puissidns continuer a<br />

fonctionner en tant qu'association<br />

d'amateurs devoues, avec des<br />

objectifs «impossibles». Notre<br />

association a maintenant besoin<br />

d'une structure de soutien<br />

renouvelee, et doit proceder a un<br />

questionnement fondamental de ses<br />

objectifs et de ses moyens veritables.<br />

Votre conseil d'administration<br />

travaille assidument aces problemes.<br />

Mais Ie conseil aussiest un peu<br />

fatigue. II y a tant de choses afaire :<br />

s'occuper du sourrier, preparer les<br />

numeros de Contact!, ecrire des<br />

demandes de subvention, envoyer<br />

des enonces de piincipes au<br />

gouvemement, sauter sur tous les<br />

mots a la ronde pour les traduire,<br />

guerir Ie Macintosh de ses virus,<br />

mettre en ordre les archives,.<br />

coordonner Ie travail de deux ou de<br />

plusieurs employes, traduire les<br />

proces-verbaux des reunions,<br />

envoyer des renseignements<br />

absolument essentiels aux membres,<br />

aider a l'organisation des Joumees<br />

electroacoustiques de la <strong>CEC</strong>, faire<br />

du lobbying a Ottawa, a Quebec, a<br />

Toronto, a Vancouver, a Bourges, a<br />

Madrid, a Tokyo... C'est trop...<br />

Comment peut-on garder une<br />

longueurd'avance quand on est pris<br />

par Ie temps<br />

Mais restons objectifs. La<br />

communaute electroacoustique a<br />

beaucoup change depuis les debuts<br />

de la <strong>CEC</strong> en 1986. Notre travail est<br />

maintenant bien reconnu. Nous<br />

avons acquis de l'assurance. Nous<br />

avons acces a des outils de<br />

communication. Nous savons qui<br />

nous sommes!<br />

Avons-nous encore besoin de<br />

savoir si «Musique actuelle» ou<br />

«Two New Hours» a presente l'une<br />

de nos pieces Nous savons Ie<br />

numero de telephone du realisateur,<br />

ou de la realisatrice. II se trouve dans<br />

la banque de donnees de la <strong>CEC</strong>.<br />

Nous n'avons pas besoin de chercher<br />

voir <strong>CEC</strong> pA5<br />

implement structural changes within<br />

the <strong>CEC</strong> or else consider docking the<br />

ship. Personally, I don't think we can<br />

continue to function as an association<br />

of devoted amateurs with<br />

"impossible" objectives. Rather, our<br />

association needs a renewed support<br />

structure and a fundamental<br />

rethinking of its objectives and of its<br />

realisticmeans.<br />

Your Board of Directors is<br />

working diligently on these issues.<br />

But your Board is also a little tired.<br />

So many things to do: get the mail,<br />

edit Contact!, write grant proposals,<br />

write position papersto the<br />

government, translate every word in<br />

sight, debug the Macintosh, organize<br />

the archives, coordinate the work of<br />

two or more employees, translate<br />

minutes from meetings, mail out<br />

~olutelyvital information to<br />

, members, assist in the organization<br />

of the <strong>CEC</strong> Electroacoustic Days,<br />

lobby Ottawa, Quebec, Toronto,<br />

Vancouver, Bourges, Madrid,<br />

Tokyo... Too much... How can we<br />

remain two or three steps ahead<br />

when we stumble with time<br />

We should however remain<br />

objective. The electroacoustic<br />

community has changed a great deal<br />

since the inception of the <strong>CEC</strong> in<br />

1986. Our work is now widely<br />

recognized. Weare a confident lot.<br />

We have access to communication<br />

tools. We know who we are!<br />

Do we still need to know that<br />

Musique actuelle or Two New Hours<br />

has played our piece We know the<br />

telephone number of the producer. It<br />

is in .., the <strong>CEC</strong> database. We don't<br />

need to know about a radio<br />

competition in Spain because we<br />

have a subscription to the<br />

Gaudeamus Foundation Newsletter,<br />

which has a professional staff that<br />

looks after information coordination.<br />

We don't need to know what the<br />

<strong>CEC</strong> Board of Directors is doing<br />

because we trust they will work hard<br />

for us, even if we don't pay our fees.<br />

We don't need to read about the<br />

latest SOCAN development because<br />

we don't have time to do anything<br />

about it anyway. We don't need to<br />

read reviews about electroacoustic<br />

CD's or cassettes because<br />

electroacoustics is everywhere now<br />

anyway. We don't need to read an<br />

article on acousmatic diffusion, or<br />

radio art or algorhythmic<br />

composition because that was<br />

explained in an article we read<br />

recently in... Contact!.<br />

The <strong>CEC</strong> is fragile. It demands<br />

attention. Chances are it may become<br />

an intemational organization of sorts<br />

sooner or later. Few of us have<br />

volunteered to serve on the Board, or<br />
