Ceci n’empêche pas de recourir, pour une partie d’un dossier donné, à la sous-traitance d’une prestation à un prestataire lui-même certifié ou non selon les modalités définies au paragraphe III.4. 6
CHAPITRE II : CONTEXTE II.1/ Présentation des prescripteurs de la <strong>certification</strong> de service Les métiers relatifs aux sites et sols pollués nécessitent des connaissances multi- et pluridisciplinaires : géologie, hydrogéologie, physique, chimie, géochimie, toxicologie, écotoxicologie, évaluation des risques sanitaires, génie des procédés de dépollution, génie civil, métrologie et modélisation, … En outre, ces domaines de prestations techniques sont situés à la croisée de différentes législations et réglementations : codes de l’environnement, de l’urbanisme, du travail, de la santé publique, code civil,… Cependant, à l’heure actuelle, il n’existe pas de formation diplômante liant l’ensemble de ces domaines de compétence ni de formation continue qui soit appropriée. Par ailleurs, la caractérisation et la gestion de sites et sols pollués demandent en général une bonne expérience et de la pratique régulière de terrain. Les annuaires professionnels recensent plus de 150 prestataires affichant un savoir-faire pour le seul domaine des études relatives à la dépollution des sols. Aujourd’hui, les clients (entreprises privées, collectivités locales, ...) qui ne sont pas tous au fait des problématiques relatives aux à la gestion des sites et sols pollués ont besoin d’identifier les prestataires pouvant donner une prestation de qualité conforme à leurs besoins, aux dispositions législatives et réglementaires en vigueur, et à l’état de l’art, en particulier en ce qui concerne la prise en compte des problèmes de santé publique, de sécurité et des risques environnementaux. Ces constats avaient conduit la Direction de la Pollution de la Prévention des Pollutions et des Risques (DPPR) 1 à demander, en 2006, aux représentants de l’Union des Professionnels de la Dépollution des Sites (UPDS) et de l’Union des Consultants et Ingénieurs en Environnement (UCIE) de se concerter pour proposer un processus de labellisation des bureaux d’études. L’Union des Professionnels de la Dépollution des Sites et l’Union des Consultants et Ingénieurs en Environnement avaient alors proposé à la DPPR le développement d’une <strong>certification</strong> basée sur une <strong>révision</strong> de la norme de service NF X31-620 de 2003 « Qualité du sol - Prestations de services relatives aux sites et sols pollués ». Au cours de sa communication en Conseil des Ministres du 14 février 2007 sur la politique de gestion des sites pollués, la Ministre de l’Écologie et du Développement Durable avait présenté un ensemble de textes datés du 8 février 2007 rédigés afin de renforcer la cohérence et l’efficacité de cette politique et d’assurer une bonne gestion des sites et sols pollués dans le cadre notamment de la réutilisation des espaces industriels anciens.
