AbstractTogo has s<strong>et</strong> up a system of sanitary inspection and control of the establishments ofproduction, transformation, distribution and mark<strong>et</strong>ing of foodstuffs of animal origin.This system is organized around a National Comp<strong>et</strong>ent Authority (NCA) in this cas<strong>et</strong>he Direction of livestock.The NCA has laws and regulations relating the saf<strong>et</strong>y foodstuffs of animal origin. Inaddition, to these texts, the NCA elaborate procedures arising from these texts.Our study procee<strong>de</strong>d within Directorate of livestock in Lomé and related to theevaluation of the system of sanitary inspection and control of the establishments offoodstuffs of animal origin.With this intention, we i<strong>de</strong>ntified and collected the customer supports necessary to thisstudy, namely the national legislative texts and lawful, in the sight of the World AnimalHealth Organization gui<strong>de</strong>lines as regards food saf<strong>et</strong>y and the UEMOA Communityregulations and other technical documents.We carried out the comparative analysis b<strong>et</strong>ween the national lawful legislative textsand the World Animal Health Organization gui<strong>de</strong>lines as regards food saf<strong>et</strong>y.We also appreciated the application of the Regulation 07/2007/CM/UEMOA and thelegislative texts and national regulatory on the ground. In adjunct to this analysis, wehad talks with officials of the Directorate of livestock, officials of the institutionsworking with it as well as officials in charge of establishments of foodstuffs of animalorigin.The study showed that there exists a convergence of national regulatory and legislativ<strong>et</strong>exts towards the international standards, in particular the World Animal HealthOrganization gui<strong>de</strong>lines as regards sanitary saf<strong>et</strong>y of foodstuffs of animal origin <strong><strong>de</strong>s</strong>pit<strong>et</strong>hat procedural and regulatory gaps i<strong>de</strong>ntified.As for the effective application of Regulation 07/2007, the study revealed a paradox.In<strong>de</strong>ed, <strong><strong>de</strong>s</strong>pite the absence of this text in the baselines of the Togolese laws andregulations, it is that most of its general principles and its legal provisions are appliedon the ground.On legislation and national regulatory study to shown a level of application relativelysatisfactory even if it proved to be below our expectations.At the conclusion of this study, proposals for improvement of the system based on thei<strong>de</strong>ntified weak points were ma<strong>de</strong>.Key words : Inspection- Food Saf<strong>et</strong>y-foodstuffs of animal origin -Establishments-Togo.Adresse : NIANG Amadou ONISPA BP 1416 NOUADHIBOU-MAURITANIETel : 00222 22 10 60 03e-mails: niangamadoumamadou@yahoo.framamadouniang@gmail.comvii
