Moreover, according to Government Regulation No. 65/2005 on The Guideline<br />
on Minimum Service Standard (Standar Pelayanan Minimum – SPM, obligatory<br />
services), each ministry and other government agencies have to formulate SPM<br />
containing the minimum service scope, performance indicators and performance target<br />
will be achieved within five year. The SPM, then, becomes a basis for local government<br />
(province and regency/city) in formulating development plan.<br />
Government Regulation No. 65/2005 on The Guideline on Minimum Service<br />
Standard (Standar Pelayanan Minimum – SPM) Formulation and Implementation. SPM<br />
is firstly introduced in Law No. 22/1999 on Local Government (was replaced with Law<br />
No. 32/2004 on Local Government). According to Government Regulation No. 65/2005,<br />
the SPM which is formulated by ministries is the definition of obligatory function and<br />
quality or performance of basic services provided by government. In essence, SPM<br />
document contains nation-wide performance target of a certain sector development<br />
referring to National Medium Development Plan.<br />
To implement Government Regulation No. 65/2005 on The Guideline on<br />

Implementation, especially in the local government context, Ministry of Home Affairs<br />
