64º "MAYOR"… QUEM SERÁ?<br />

Entre 38 candidatos, destaque para:<br />

DAVID MILLER, JANE PITFIELD E STEPHEN LeDREW<br />

De 1834 a 1857 e de 1867 a 1873, os Presidentes da<br />

Câmara Municipal de Toronto não eram eleitos pelo povo,<br />

mas sim pelos Vereadores e os Conselheiros que escolhiam<br />

entre si, um dos seus para "Mayor".<br />

Nos anos não mencionados, os Presidentes da Câmara<br />

Municipal de Toronto foram eleitos por voto popular, excepto<br />

nas situações raras de um Mayor ser nomeado pelo<br />

Conselho para preenchimento de uma vaga inesperada.<br />

A Cidade de Toronto, em si, ao longo dos anos, tem<br />

mudado substancialmente, divido à amalgamação com<br />

comunidades vizinhas, em 1882, 1891, 1908, 1912 e 1967.<br />

A mudança de maior impacto aconteceu recentemente,<br />

em 1998, quando seis municipalidades passaram a fazer<br />

parte da Toronto Metrolitana - East York, Etobicoke, North<br />

York, Scarborough, York e a antiga cidade de Toronto (aquilo<br />

a que se passou a chamar a Mega Cidade), através de uma<br />

Lei do Governo Provincial.<br />

A nova situação criada como resultado da formação da<br />

Mega-Cidade substituiu muitos "Mayors" das municipalidades<br />

da agora Toronto Metrolitana. Esta situação também<br />

aboliu o escritório do Metro Chairman, a posição de maior<br />

prestígio antes da fusão.<br />

O então Mayor de North York foi eleito Presidente da<br />

Câmara da Mega Cidade de Toronto, em 1997, e reeleito em<br />

2000. A 10 de Novembro de 2003, David Miller foi eleito o<br />

63º Mayor, tendo assumido o cargo a 1 de Dezembro de<br />

2003.<br />

Outgoing North York Mayor Mel Lastman was elected as<br />

the first mayor of the amalgamated Toronto in 1997 and reelected<br />

in 2000. On November 10, 2003, David Miller was<br />

voted in as Toronto's 63rd mayor. He took office as Mayor on<br />

December 1, 2003.<br />

Toronto Volume I, 14 out of the first 29 mayors were<br />

Prior to 1834, Toronto municipal leadership was governed<br />

by the Chairman of the General Quarter Session of<br />

Peace of the Home District Council.<br />

The 2006 Toronto municipal election will take place on<br />

13 November 2006 to elect a mayor and 44 city councillors<br />

in Toronto, Canada. In addition, school trustees will be elected<br />

to both the Toronto District School Board and the Toronto<br />

Catholic District School Board. The election will be held in<br />

conjunction with those held in other municipalities in the<br />

province of Ontario.<br />

There are 38 candidates running for Mayor of Toronto<br />

and 238 candidates running for one of the 44 city councillor<br />

positions. To date, this represents the largest number of candidates<br />

to ever run in a Toronto municipal election. In contrast<br />

to the previous election (which had two acclamations),<br />

there are no candidates running unopposed.<br />

As of the close of nominations (29 September 2006), the<br />

majority of local media coverage was focused around three<br />

mayoralty candidates - current Mayor David Miller, outgoing<br />

Ward 26 Councillor Jane Pitfield and former Liberal<br />

Party of Canada President Stephen LeDrew.<br />

Local activist Dave Meslin created City Idol - an initiative<br />

and contest to encourage local citizens who were otherwise<br />

alienated from politics to seek office in this election.<br />

The contest ultimately selected four candidates to assist in<br />

their quests for city council seats.<br />

On September 27, 2006, former councillor Chris<br />

Korwin-Kuczynski filed papers to run in his old riding of<br />

Ward 14. However the next day he withdrew his nomination.<br />

This allowed him to retain a fundraising surplus of $21,742<br />

leftover from his last campaign. If he hadn't done this the<br />

money would have flowed into the city coffers.<br />

Mayoralty candidate Stephen LeDrew launched his campaign<br />

with the opening of a campaign office near Yonge and<br />

Bloor (854 Yonge St., across from the Metro Reference<br />

Library). The event saw the release of his campaign image,<br />

themes and website. LeDrew is running on the slogan: "A<br />

Strong Mayor - LeDrew for a Change."<br />

"I passionately believe<br />

that our city cannot withstand<br />

the next four years under the<br />

poor leadership of David<br />

Miller," LeDrew said. He<br />

observed, "Torontonians were<br />

promised an open and transparent<br />

government three years<br />

ago, but the broom that was to<br />

clean up the city has been lost<br />

in a City Hall closet."<br />

The continuing pattern of<br />

a lack of transparency at City<br />

Hall is a major theme of this<br />

campaign. The secret landfill<br />

deal, a sole-source contract to<br />

Bombardier for subway cars,<br />

the secretive monopoly<br />

awarded to the Mega Film<br />

Studio and the Mayor's reluctance<br />

to release the report on the demolition of the Gardiner<br />

Expressway for two years, were some of the deciding factors<br />

in Stephen LeDrew's decision to enter the race.<br />

"The lack of leadership at the City continues to foster an<br />

atmosphere of cynicism, cronyism, favoritism and special<br />

interests with special access," LeDrew stated before a crowd<br />

of campaign supporters. "It is unconscionable that the most<br />

important recommendation of the Bellamy Inquiry into corruption<br />

at City Hall, a Lobbyist Registry, has failed to be<br />

implemented because the Mayor would not require his trade<br />

union friends to be registered," he said. "The opening of our<br />

campaign office today is the first step in my goal to open up<br />

City Hall to all Torontonians."<br />

LeDrew launched a campaign website, www.strongmayor.to,<br />

where his positions on important topics will be found<br />

in video format. Currently running on the website are statements<br />

concerning a new deal for Toronto, better waste management,<br />

the Island Airport, vibrant communities, and clean<br />

streets. "These are policy areas where I believe Miller has<br />

failed the City of Toronto," he said. Content will be introduced<br />

onto the website in an ongoing manner, and the input<br />

and feedback of all Torontonians who have access to the<br />

internet is encouraged.<br />

LeDrew concluded his remarks by complimenting all<br />

participants in each of the ward races for their civic contribution<br />

to the future of our City.<br />

Welcome to the campaign<br />

and thank you for your support.<br />

I want to be your Mayor so that we can get this City<br />

working again. I invite every Torontonian to ask themselves<br />

these questions: Is our City in better shape than it was three<br />

years ago? Are the streets cleaner? Safer? Is TTC service<br />

better? If the answer is no, then vote for me.<br />

I will be a Mayor who will renew and refresh the quality<br />

of daily life in our City.<br />

Specifically, I will work closely with Police and community<br />

leaders to promote successful, cost-effective programs to<br />

engage youth in their communities, and not against their<br />

communities, thereby cutting crime.<br />

I will lead a "made-in-Toronto-solution" for our garbage<br />

- not some half-billion dollar secret deal to ship our garbage<br />

to someone else's backyard. I would immediately set about<br />

serious planning for new approaches and processes to divert<br />

up to 80% of our garbage, and derive energy from waste for<br />

the remaining 20%.<br />

As far as value for your dollar, I will immediately cancel<br />

the St. Clair dedicated street car line - it divides communities,<br />

it is not cost-effective, and the money saved will be better<br />

spent in improving service in outlying areas of our City.<br />

I will sit down with our great post-secondary institutions<br />

to introduce deep-discount student fares for full-time students.<br />

It is the very least we can do - public school students<br />

receive it - full-time post-secondary students deserve it.<br />

I will put an end to the secret deals and cronyism at City<br />

Hall, where campaign managers receive City contracts, and<br />

the fundraisers are the same guys who have been in business<br />

at City Hall for the last 30 years.<br />

I will lead proactive planning to preserve the rich diversity<br />

of our neighbourhoods.<br />

Every person here has their own individual example of<br />

what is going wrong with this City. Just this past Saturday<br />

we were shooting commercials in Kensington market, and<br />

outside a terrific burrito restaurant on Augusta Avenue, we<br />

happened upon an overflowing City of Toronto trash bin -<br />

unsightly and a health hazard. Mike, the owner of the restaurant,<br />

came over to tell me that it took years of calls just to get<br />

the waste bin there - and then many more months of calls just<br />

to get it emptied when necessary. This, on a beautiful sunny<br />

Saturday afternoon at 2pm! And that is just one small example<br />

of what is not working in our City. The lights are out at<br />

City Hall, and no one is at home. We have unresponsive<br />

politicians and a rudderless bureaucracy.<br />

I will stand up and speak loudly for every citizen of this<br />

City.<br />

Thank you for coming today, and thank you for your support<br />

- together we will get Toronto back on track!<br />
