balhos que as gestões anteriores iniciaram. No curto prazo,<br />
teremos que trabalhar intensamente nas próximas eleições,<br />
tanto com os candidatos, como com os políticos eleitos. Temos<br />
que expor as nossas demandas e ter certeza de que seremos<br />
sempre lembrados e consultados quando houver alguma pauta<br />
de nosso interesse. Temos também que acompanhar de perto<br />
a elaboração do decreto relativo ao nosso Código <strong>Florestal</strong>,<br />
recentemente revisado, a fim de garantir a continuidade da<br />
boa evolução e aperfeiçoamento da nossa legislação ambiental<br />
estadual. Santa Catarina tem sido referência nesse trabalho.<br />
Outro assunto urgente em nossos planos é relativo aos campos<br />
de altitude. Precisamos resolver da melhor maneira possível a<br />
falta de concordância a esse respeito. No médio e longo prazo<br />
precisamos manter o excelente trabalho institucional que a<br />
ACR tem feito e buscar melhorar a comunicação externa sobre<br />
o nosso setor. Existe muito material disponível. Penso que<br />
precisamos somente de estímulo para que haja mais produção<br />
de matérias e divulgação. No médio e longo prazo também precisamos<br />
trabalhar em formas de expansão da nossa área plantada<br />
no Estado. Isso é muito importante para a sobrevivência<br />
do nosso setor. E para isso temos que trabalhar em eliminar as<br />
dificuldades e aumentar os estímulos.<br />
>> Santa Catarina produz 35% pinus do Brasil. Quais os planos<br />
para expansão e desenvolvimento desses plantios?<br />
Precisamos expandir os plantios. Tanto em área, como em<br />
produtividade. Temos as melhores condições de solo e clima<br />
do mundo para o crescimento do pinus. Temos competência<br />
florestal e industrial e vocação para a exportação, e temos que<br />
tirar mais proveito disso. Os nossos concorrentes são muito<br />
maiores do que nós. Só o Estado do Alabama, nos EUA, por<br />
exemplo, tem 10 milhões de ha (hectares) de florestas comerciais,<br />
predominantemente de pinus. Isso é mais do que toda<br />
a área de florestas plantadas do Brasil. Um Estado somente.<br />
Temos que entender melhor porque o cultivo florestal é menos<br />
interessante do que as outras culturas aqui em Santa Catarina e<br />
tentar agir para aumentar esse interesse. Estamos oscilando ao<br />
redor de 1 milhão de ha de florestas plantadas há muito tempo.<br />
Diminuição da burocracia, da carga tributária, crédito mais<br />
acessível e assistência técnica sempre são os principais alvos a<br />
se atacar. E o aumento de produtividade tem que vir através de<br />
mais investimentos em pesquisa. Não acredito que a produtividade<br />
e a qualidade do nosso pinus estão próximas do limite.<br />
Temos associados que conseguem produzir florestas de pinus<br />
com mais de 50 m³/ha/ano de produtividade. Temos o IPEF<br />
(Instituto de Pesquisas e Estudos Florestais), a EMBRAPA Florestas<br />
e excelentes universidades (UDESC, FURB, UFSC) como<br />
parceiros importantíssimos para o desenvolvimento de projetos<br />
e programas cooperativos de pesquisa. Existe uma grande<br />
escassez de pesquisa e desenvolvimento com pinus no Brasil e<br />
acredito que o formato cooperativo de pesquisa seja uma das<br />
melhores soluções para o aumento da produção técnica, científica<br />
e a consequente aceleração do desenvolvimento.<br />
>> A ACR incentiva e patrocina pesquisas de espécies plantadas?<br />
Workshop, now in August, is an example. The world’s demand<br />
for energy has only increased, and timber is a renewable source.<br />
So, we have a great opportunity on our hands. We must develop<br />
technology, open-up markets, and optimize the use of our raw<br />
materials.<br />
What are the main plans for your mandate?<br />
First, we intend to continue the excellent work the previous<br />
administrations began. In the short term, we will have to work<br />
intensively with the candidates in the next elections and later<br />
with those elected. We have to express our demands and ensure<br />
that we will always be heard and consulted when there is any<br />
agenda of interest. We also have to closely monitor the drafting<br />
of the decree on our recently revised Forest Code to ensure the<br />
continuity of the excellent progress and improvements being<br />
made in our State Environmental Legislation. Santa Catarina<br />
has been a reference in this work. Another urgent issue is our<br />
plans relating to high-altitude areas. We need to resolve this<br />
in the best possible way determining the lack of agreement in<br />
this regard. In the medium and long term, we need to maintain<br />
the excellent institutional work ACR has done and seek to<br />
improve external communication about our Sector. There is a lot<br />
of material available. We need incentives so that there is more<br />
production of materials and their dissemination. In the medium<br />
and long term, we also need to work on ways to expand the<br />
planted areas in our State. This is very important for the survival<br />
of our Sector. And for that, we have to work on eliminating the<br />
difficulties and increasing the stimuli.<br />
Santa Catarina produces 35% of the pine timber produced in<br />
Brazil. What are the plans for the expansion and development<br />
of these plantations?<br />
We need to expand plantations. Both in area and productivity.<br />
We have the world’s best soil and climate conditions for pine<br />
growth. We have forestry and industrial competence and a<br />
vocation for export. We have to take more advantage of it. Our<br />
competitors are much larger than us. For example, the State of<br />
Alabama alone has 10 million hectares of commercial forests,<br />
predominantly pine forests. This is more than the entire area of<br />
planted forests in Brazil. One American state only. We have to<br />
understand better why forest cultivation is less attractive than<br />
other crops here in Santa Catarina and try to act to change this<br />
interest. We have had around 1 million ha of planted forests<br />
for a long time. Reducing bureaucracy and the tax burden and<br />
offering more affordable credit and technical assistance are<br />
always the main targets to be attacked. And increased productivity<br />
has to come through more investments in research. I<br />
don’t believe the productivity and quality of our pine trees are<br />
close to their limit. We have members who can produce pine<br />
forests with a productivity of more than 50 m³/ha/year. We have<br />
