FOI-R--3551--SESummaryIn the end of 2012 there are several ongoing processes aiming at strengtheningthe <strong>EU</strong>’s capacity to manage large-scale crises and disasters. This study sets outto analyse the development of crisis management and disaster response in the <strong>EU</strong>in order to identify issues of strategic importance for the Swedish CivilContingencies Agency (MSB). First, the study describes the development ofdifferent structures for crisis management in the <strong>EU</strong>, for example within theEuropean Commission and the European External Action Service. Secondly, itanalyses a number of cross-cutting processes with relevance for crisismanagement, for example the <strong>EU</strong> internal security strategy. Thirdly, the studytraces the development within specific policy areas, including civil protection,consular cooperation, disaster risk reduction and civilian crisis managementwithin the Common Security and Defence Policy (CSDP).The authors conclude that the development of crisis management in the <strong>EU</strong> hasintensified during the last years and that MSB is affected by this development inmany ways and at different levels. New structures for crisis management are inthe making and several cross-cutting processes have been launched, for exampleregarding threat- and risk-assessment, common situational awareness and theexchange of information in a crisis situation. The most important issue for MSBto follow is the on-going development within civil protection. The new <strong>EU</strong>legislation for civil protection currently under discussion will have importantconsequences for the preventive and preparatory work of MSB.Many of the policy areas covered by this study are based on different, andsometimes opposing, principles, which is why it may be difficult for MSB tostrengthen its role in all areas at the same time.
