Razlike u životnim uvjetima uzrokuju<br />
poveane migracije<br />

Analizirajući konkretne mjere<br />
ovog složenog fenomena Damjanović<br />
je izjavio kako su<br />
noviji migracijski pritisci većim dijelom<br />
stvoreni znatnim razlikama u životnim<br />
uvjetima i ekonomskim mogućnostima<br />
u zemljama regije. Osim<br />
sukoba u određenim zemljama, gdje<br />
je veliki broj civila raseljen, i dalje se<br />
nastavlja raseljavanje zbog oružanih<br />
neprijateljstava. Vjeruje se kako se od<br />
1990. godine nedobrovoljne migracije<br />
koje su posljedica nepovoljnih političkih<br />
ciljeva nisu znatno doprinjele<br />
migracijama unutar regije. (Što se<br />
tiče nedobrovoljnih migranata, uključujući<br />
izbjeglice i raseljene osobe<br />
zbog ratnih uvjeta, potrebno je uzeti<br />
u obzir pouzdane izvještaje posebno<br />
o akutnom položaju <strong>Roma</strong> u bivšoj<br />
Jugoslaviji čiji je broj prije rata bio<br />
procijenjen na 1.500,000). Potrebno<br />
je primjetiti da različti međunarodni<br />
instrumenti, uključujući Konvenciju<br />
Ujedinjenih nacija koja se odnosi na<br />
status izbjeglica iz 1951. godine i njen<br />
protokol iz 1967. godine, reguliraju<br />
zaštitu određenih kategorija nedobrovoljnih<br />
migranata.<br />
U oblasti međunarodne migracije države<br />
učesnice bi trebale biti svjesne<br />
kompleksnih uzroka nedavnog porasta<br />
međuregionalnih migrgaciskih<br />
tokova, u koje spadaju faktori kao<br />
što su društveno-ekonomska diskriminacija<br />
i rasistički ili ksenofobični<br />
napadi koji mogu poticati migracije<br />
ugroženih grupa kao što su Romi. U<br />
svjetlu nadležnosti svake države je da<br />
regulira ulazak i boravak stranaca na<br />
svom teritoriju. KEBS takođe podvlači<br />
potrebu humanih mjera i postupka<br />
kada se radi o takvim pitanjima kao<br />
što su zahtjev za dobijanjem političkog<br />
azila ili ponašanje prema izbjeglicama.<br />
Diskriminacija u zapošljavanju, stanovanju<br />
i drugim sektorima takođe<br />
može utjecati na način na koji se sa-<br />
gledavaju istinske ekonomske mogućnosti<br />
i time doprinjeti migraciskim<br />
pritiscima. Romska zajednica iz<br />
Srbije nije potisnuta iz razloga :<br />
1. Političkih,<br />
2. Verskih,<br />
3. Rasnih,<br />
4. I drugih diskriminaciskih opcija,<br />
već isključivo iz ekonomsko-socijalnih<br />
razloga.<br />

Očekujem od Republike Srbije i njezinih<br />
ministarstava da će romskoj zajednici<br />
omogućiti povoljne kredite za<br />
mala i srednja poduzeća-plastenike,<br />
kao i bespovratne beneficije od strane<br />
države kako bi romska zajednica<br />
mogla ekonomski osnažiti, a ovakve<br />
poticajne mjere zaustavile bi veliki<br />
val migracija romske zajednice Republike<br />
Srbije u države Euope. Kako bi<br />
se spriječile migracije, cilj bi trebao<br />
biti: poboljšanje, kvalitete života, u<br />
zemljama koje proizvode migracije<br />
(i u oblastima unutar takvih zemalja)<br />
zbog samih takvih poboljšanja, ali i<br />
da bi se smanjio pritisak na međunarodne<br />
migracije. Kao prvi korak u<br />
pravcu bavljenja ozbiljnim problemima<br />
s kojima se suočavaju Romi, države<br />
učesnice trebale bi još jednom<br />
potvrditi sve svoje obaveze koje se<br />
tiču položaja <strong>Roma</strong>. Države učesnice<br />
bi naročitu pažnju trebalo posvetiti<br />
potrebi primene mjera dogovorenih<br />
i razrađenih u Dokumentu sa sastanka<br />
Konferencije o ljudskoj dimenziji<br />
iz Kopenhagena, glava IV, tačka 40. i<br />
svim njenim podtačkama.<br />

In that regard, Damjanoivc stated<br />
while analyzing concrete measures<br />
of this complex phenomenon<br />
that newer migratory pressures are<br />
in much part created with significant<br />
differences in life conditions and<br />
economic conditions between the<br />
countries of region. Except in specific<br />
countries of conflict, where there is<br />
settled great number of civilians, there<br />
is still displacement due to armed hostilities.<br />
It is most probably that since<br />
1990 involuntary migrations that are<br />
consequence of unfavorable political<br />
objectives haven’t contributed significantly<br />
to migrations within the<br />
region from east to west.(regarding<br />
involuntary migrants, including refugees<br />
and displaced persons due to war<br />
conditions, it is necessary to take into<br />
consideration reliable reports, especially<br />
about acute position of <strong>Roma</strong><br />
in former Yugoslavia, whose number<br />
after war was assessed to 1.500.000).<br />
It is necessary to notice that different<br />
international instruments, including<br />
United Nations Convention that is related<br />
to the refugees’ status from 1951<br />
and its protocol from 1967, are regulating<br />
protection of specific categories<br />
of involuntary migrants.<br />
In the area of international migration,<br />
countries participators should<br />
become aware of complex causes of<br />
recent increase of inter-regional migratory<br />
flows, in which fall factors like<br />
the social-economic discrimination<br />
and racial or xenophobic assaults that<br />
may encourage migrations of groups<br />
like <strong>Roma</strong>. In light of jurisdiction of<br />
each country is to regulate entrance<br />
and residence of strangers on its territory.<br />
KEBS also highlights necessity<br />
of human measures and proceedings<br />
when it is about questions like the request<br />
for granting the political asylum<br />
or addressing the refugees.<br />
Discrimination in employment, housing<br />
and other sectors can also influence<br />
on way on which are perceived<br />
true economic possibilities and by that<br />
contribute to migratory pressures.<br />
<strong>Roma</strong> community from Serbia isn’t<br />
repressed from the following reasons:<br />
1 Political<br />
2. Religious<br />
3. Racial<br />
4. And other discriminatory options,<br />
but purely from economic-social reasons.<br />
I expect from state Republic of Serbia<br />
and its ministries that it will enable<br />
to <strong>Roma</strong> community favorable loans<br />
for small and medium companies<br />
(greenhouses), as well as non-refundable<br />
benefits from side of state so that<br />
<strong>Roma</strong> community could be economically<br />
strengthened, and these supporting<br />
measures would stop great wave of<br />
migrations of <strong>Roma</strong> community from<br />
Republic of Serbia to European countries.<br />
To prevent migrations, objective<br />
should be: to improve life quality in<br />
countries in which migrations are being<br />
produces (and in areas within such<br />
countries) for sake of such improvements,<br />
but also to decrease pressure<br />
to international migrations. As a first<br />
step in direction of dealing with serious<br />
problems with which are <strong>Roma</strong><br />
being faced, countries participators<br />
should once again confirm all their<br />
obligations that are relevant to the position<br />
of <strong>Roma</strong>.<br />
