Sample case
of deliberate
obstruction
of a Roma
NGO effort
The Roma Association Zagreb
and Zagreb County is active
since 1993. In its portfolio of
activities, the NGO has the PC Little
school of Information Technology as
a supportive activity for elementary
age Roma children, ECDL training
with introduction of added professional
skills for the Roma youth,
Drugs – no thanks preventive workshops
for children and parents, various
workshops on topics like civil
society, democracy, employment
and other relevant themes, summer
schools for the poorest of the children
and multi year effort and work
as part of various work-groups and
teams of the municipal authorities
and other governmental bodies that
one way or the other, deal with the
Roma national minority issues.
At the very beginning of our work,
the environment was not approachable
and not interested in Roma issues
as well other themes that gained
in popularity in the past years – such
as the development of a civil society,
European Union and the inclusion of
the Roma into the society.
Had it not been for the unselfish support
of European Embassies which
provided the necessary computer
equipment and direct payment of 3rd
party providers of professional educational
services, the private sector
who did the same as well the at least
moral support from local elementary
schools, all the efforts of our NGO
would have been in vain. Only after
we managed to provide success stories
with the help of others, did the
local insitutions start to support our
activities, for which we are greatefull.
However, in the past four years we
witness that principally, in the Republic
of Croatia, decisions about
what is and is not of importance to
the development of the civil society
are not made by the Government of
Croatia but by anonimus buerocrats
who are nothing but state servants
with an assured monthly paycheck
and can be happy that based on the
taxation of the citizens and ever increasing
taxe3s such as the VAT can
and are pursuing own decisions
which have nothing to do with the
purpose and definition of democracy.
These are narrow minded, often
incompetent and very shallow worldviews
of individuals who conceive
themselves as being the state. These
individuals deserve to be investigated
by the anti corruption unit (USKOK)
and one could consider race hatred
based decision making as well.
The same way as the domestic economy
is almost completely destroyed by
the deeds of such individuals, the same
applies to the development of the civil
society which became a cheap subject
with regard to which, individuals
over the phone state “your programs
are booring us” of course, on paper,
the bueraucrats know that no paper
trail of their misdeeds is allowed. The
entrance into the European Union is
used as an excellent excuse to cover up
personal, non-transparent decisions,
distribution of funds based on suitable
grounds, since nepotism of family
origin is not possible, all of it sounds
like a repetition of some parrots. For
example, is such and such activity selfsustainable
How can an activity that
removes children from the streets and
crossroads be self-sustainable since
the poorest of all receive a chance to
be somewhere in their neighborhood
where peace and contents suitable to
their age as well security
There exists no co-ordination of anything
in the Republic of Croatia. The
Ministry of Interior Affairs knows
the long-term positive impact of
NGO activities and that these cannot
be measured, but nobody asks
the Ministry of Interior for opinion,
they themselves have not received
modern computers for some time.
Elementary schools know how much
integration of minorities means to
the development of all children, but
nobody asks them for opinion since
the elementary schools are also not
receiving what they need.
So who are these demi-gods who decide
whether the crime rate out of
misery and despair will rise in some
parts of the capitol of the country
We are talking about self-centered,
arrogant and ordinary public servants
who because the fabric of our
in the name of the whole society. We
witness in the mainstream media
how the state servants demand special
privileges from a bankrupt society.
Some of these servants, like Mr.
Mirko Marković from the Ministry
of science and education, who as a
member of a decision making team
asked that out of the 300.000,00
Kuna avaialble for all the Roma in
Croatia, 100.000,00 Kuna is spend
for one child in musical school. After
all the evil he did, like in a game
of chess, simply changes his position
to a less exposed one, receiving income
as before without any consequences.
The minorities in our countries, just
as the majority, are continiously subject
to very harmfull manipulations
of incompetent and bad-intented individuals.
The report about the state
of affairs of human rights made by the
Europsean Comission. Should report
that in Croatia, for years, absolute
and harmful behavior of individu-
als at the cost of the whole
society is at play. In such a
society, the majority is also
a minority, because in the
minds of such buerocrats
everyone is a minority.
Such people serve nobody
but themselves and they do
immense harm.
The deliberate and thorough
destruction of supporrt
of NGO programs
that are prooven and lessen
ethnical tensions in an
otherwise easily inflamable
western Balkans, in
our country, is not serving
the interest of the society.
It is serving the interest of
individuals.
The damge done cannot be
meassured.

and find whatever buerocratic
excuses, hiding behind
alleged laws, like a
repo man who takes away
the bed beneath a Croatian
citizen, because this is
what the law says.
Our experience is that the
Office for national minorities
which in the recent realignments
swallowed the
Office for Human rights,
serves only the purpose
to pay the sallaries and
privileges of its director.
The Council of national
minorities cutts funding to
established NGOs just to
distribute sums of money,
without the by law required
procedures, to some
new and unprooven NGOs
for projects that share the
definition of enabling the
prerequisites.
Any literate person knows
that establishing prertequisities
means absolutely
nothing, billions can be wasted that
way. It is better not to talk about the
various ministries. In the ministries,
it are not the ministers who decide
anything, it are the anonymous buerocrats
who are often quite rasistically
motivated, not as members of the
majority, but as members of one minority
which hates another minority.
In total, the foreign and internal debt
of thiss country is a reflexion of a system
which claims for itself to be efficient
and just, whereby in reality it
is nothing of that sort.
The Office of national minorities,
the Council of national minorities,
and similar, spend vast amounts
every year to do nothing. Potemkins
villages are being created. Stories of
success where there is no success to
brag about. In the times of the economic
colapse of the society it is time
to call out loudly and identify, who
these individuals are, who for their
own personal benefit and personal
career believe that they can decide
