Zgodnie z planami, przetarg ma opiewać na zakup od czterech do ośmiu maszyn, które będą m.in. lotniczym komponentem dla wielozadaniowych fregat zamówionych w ramach programu Miecznik. Obok obydwu programów morskich, które są realizowane określoną ścieżką, w pozostałych przypadkach tak dobrze już nie jest. W ramach programu zakupu nowych wiropłatów MON planuje zakup śmigłowców bojowych Kruk, które wraz z Kondorem mają kosztować około 16,2 mld PLN. Niestety, obecnie brak konkretnych decyzji – w przypadku Kruka, według sekretarza stanu w MON Wojciecha Skurkiewicza, zapadła decyzja o przesunięciu terminu wyboru poza 2024 r. Oznacza to, że wybór następców dla obecnie eksploatowanych Mi-24D/W nastąpi dopiero w najbliższych latach. Jak wskazał wiceminister „przed nami jeszcze kilka lat do momentu, kiedy dokonamy wyboru tego statku”. To z kolei wskazuje, że MON może skłaniać się ku oczekiwaniu na decyzję w Stanach Zjednoczonych Ameryki, gdzie w 2023 r. nastąpi wybór w programie FARA (Future Attack Reconnaissance Aircraft). Rewolucyjne założenia tego projektu (szczególnie pod względem prędkości przelotowej i uzbrojenia) mogą spowodować szybsze „zestarzenie się” dotychczasowych konstrukcji. Obecnie Lotnictwo Wojsk Lądowych dysponuje 28 śmigłowcami bojowymi Mi-24D/W. W ciągu ostatnich dwóch dekad były intensywnie wykorzystywane m.in. w ramach misji w Afganistanie. W tym roku powinny zostać przedstawione wyniki prób zmęczeniowych, które są prowadzone od 2019 r. przez Instytut Techniczny Wojsk Lotniczych i WSK PZL-Świdnik S.A. Mają one dać odpowiedź, czy istnieje możliwość wydłużenia resursów technicznych Mi-24D/W do 5500 godzin lotu bądź 14 000 lądowań. MON w 2018 r. deklarowało potrzebę zakupu 32 śmigłowców bojowych Kruk. Zainteresowanie ich dostawą wyrażają czołowi producenci zachodni: Boeing (AH-64E Apache Guardian), Bell (AH-1Z Viper) czy Leonardo (AW249). Deklaracja o przesunięciu zakupu poza rok 2024 oznacza, że sytuacja na rynku może się zmienić na niekorzyść części z nich. Kolejnym programem, który w bieżącym roku został zahamowany, jest Perkoz. Zgodnie z oficjalnym komunikatem IU: „W wyniku przeprowadzonych w resorcie obrony narodowej konsultacji podjęta została decyzja o wstrzymaniu prowadzonego przez IU dialogu technicznego dotyczącego wielozadaniowego śmigłowca wsparcia kr. Perkoz, natomiast F-AK, w ramach której był realizowany ww. dialog, nie została zakończona. Secretary of State at the Ministry of National Defence Wojciech Skurkiewicz, a decision was made to postpone the selection date beyond 2024. This means that the selection of successors for the currently operated Mi-24D/W will take place in some years to come. As the deputy minister pointed out, ‘there are still a few years ahead of us until we choose this helicopter’. This, in turn, indicates that the Ministry of National Defence may be inclined to wait for a decision in the United States of America, where in 2023 the FARA (Future Attack Reconnaissance Aircraft) programme will be selected. The revolutionary features of this design (especially in terms of cruising speed and armament) may cause faster ‘aging’ of the existing helicopters. Currently, the aviation of the Land Forces has 28 Mi-24D/W attack helicopters. Over the last two decades, they have been intensively operated, among others, as part of the mission in Afghanistan. This year, the results of the fatigue tests, that have been carried out since 2019 by the Air Force Institute of Technology and WSK PZL-Świdnik S.A., should be presented. They are to answer whether it is possible to extend the technical service life of the Mi-24D/W up to 5,500 flight hours or 14,000 landings. In 2018, the Ministry of National Defence declared the need to purchase 32 Kruk attack helicopters. The leading Western producers are interested in their delivery: Boeing (AH-64E Apache Guardian), Bell (AH-1Z Viper) and Leonardo (AW249). 28
zgodnie ze wskazanymi przez Siły Zbrojne RP terminami osiągnięcia poszczególnych zdolności operacyjnych, wstępne konsultacje rynkowe dla ww. zadania zostaną przeprowadzone w terminie poprzedzającym uruchomienie fazy realizacyjnej, co pozwoli na pozyskanie najbardziej aktualnych w danym przedziale czasowym informacji rynkowych”. Do dialogu technicznego dotyczącego programu Perkoz zgłosiło się ostatecznie 13 podmiotów. Wśród nich byli producenci śmigłowców ze Stanów Zjednoczonych, Europy i Indii. Zgodnie z deklaracjami IU poszukiwał danych niezbędnych do przygotowania postępowania przetargowego obejmującego zakup 32 wiropłatów nowego pokolenia. Ich głównymi zadaniami mają być wsparcie bojowe z możliwością prowadzenia zaawansowanego szkolenia lotniczego, dowodzenie oraz rozpoznanie i walka elektroniczna. Tego typu wymagania wskazują, że Perkoz ma być następcą dla Mi-2 i zarazem W-3 Sokół/Anakonda. Poza zakupami nowych wiropłatów, MON realizuje proces modernizacji wielozadaniowych śmigłowców W-3 Sokół do standardu wiropłatów poszukiwawczo-ratowniczych. Obecnie w zakładach w Świdniku prowadzona jest przebudowa czterech maszyn (dostawy zaplanowano na okres lipiec 2021 – październik 2022). Niestety, do momentu zamknięcia numeru specjalnego MSPO „Wojska i Techniki” IU ani wykonawca nie poinformowali o postępach prac. Docelowo MON planuje zmodernizowanie 20 Sokołów, które będą eksploatowane w 1. i 2. grupach poszukiwawczo-ratowniczych oraz 33. Bazie Lotnictwa Transportowego. The declaration to postpone the purchase beyond 2024 means that the situation on the market may change to the disadvantage of some of them. Another programme that has been stopped this year is Perkoz. According to the official announcement of the IU: ‘As a result of the consultations carried out in the Ministry of National Defence, a decision was made to suspend the technical dialogue conducted by the IU concerning the multi-role support helicopter Perkoz, while the analytical and conceptual phase, under which the above-mentioned dialogue was conducted, has not been completed. Due to the fact that the task of acquiring new multi-role support helicopters will be implemented in accordance with the dates indicated by the Armed Forces of the Republic of Poland for the achievement of individual operational capabilities, preliminary market consultations for the above-mentioned tasks will be carried out in the period preceding the launch of the implementation phase, which will allow to obtain the most up-to-date market information in a given period of time’. Ultimately 13 entities signed up for the technical dialogue regarding the Perkoz programme. Among them were helicopter manufacturers from the United States, Europe and India. According to the declarations of the IU, the Inspectorate was looking for data necessary to prepare a tender procedure for the purchase of 32 new generation helicopters. Their main tasks are to be: combat support with the possibility of conducting advanced flight training, command, reconnaissance and electronic warfare. Such requirements indicate that Perkoz is to be the successor to the Mi-2 and at the same time the W-3 Sokół/Anakonda. In addition to the purchase of new helicopters, the Ministry of National Defence is carrying out the modernisation of the multirole W-3 Sokół helicopters to the search and rescue standard. Currently, four machines are being rebuilt at the Świdnik plant (deliveries are scheduled for July 2021 – October 2022). Unfortunately, until the closing of the special issue of MSPO ‘Wojsko i Technika’, neither the IU, nor the contractor informed about the work progress. Ultimately, the Ministry of National Defence plans to modernize 20 Sokół helicopters, which will be operated in the 1st and 2nd Search and Rescue Groups, and the 33rd Transport Air Base.
