I. Abstract<br />

The dissertation explores the psychological functionality of hope as key in human agency, drive and<br />

motivation, specifically in unemployed youths who have only completed the obligatory, primary and lower<br />

secondary education in Denmark.<br />

The focal point for this exploration is the intersection between policy, political and public discourse<br />

regarding education and activity, and the experiences and possibilities for the youth in these societal<br />

conditions. During the past 16 years Danish policy on education and employment has developed towards<br />

increased demands of activity, earlier educational choices and faster completion. Benefits have been made<br />

contingent on this activity-demand and benefits have been lowered substantially for people younger than 25<br />

years of age. Concurrently the introduction of New Public Management in the public sector has had its<br />

impact, with severe consequences for the social, educational and employment related policy areas.<br />

Currently, almost a fifth of a youth cohort has not completed any upper secondary education ten years after<br />

graduating their primary and lower secondary. The development in educational levels has stagnated despite<br />

increasing strictness in legislation and policy concerning youth and education. This is the public and societal<br />

backdrop that the youth of today has to navigate whilst trying to fulfill these demands in order to be<br />

recognized as legitimate citizens. To explore this reality of contemporary society, the dissertation analyzes<br />

both the discourses originating from the politicians and the development in policy regarding the intersection<br />

of social, educational and employment politics pertaining to youth as a special area of intervention.<br />

The psychological functionality of hope for youths, how it is developed and maintained, being the central<br />

topic of this text, in addition I also have conducted two qualitative interviews to obtain subjective<br />

perspectives and experiences to the question at hand.<br />

By combining the theoretical frame work of critical psychology and the hope philosophy of Ernst Bloch<br />

with a foucauldian discourse analysis of policy and the methodology of the Trajectory Equifinality Model, I<br />
