Annual Report Ship Safety <strong>2012</strong><br />
Ship Safety Division (Dienststelle Schiffssicherheit) is responsible for ship safety and maritime medical service in Germany.<br />
Ship Safety Division (Dienststelle Schiffssicherheit) is part of of<br />
the german flag state administration and responsible for ship<br />
safety and maritime medical service in Germany. Ship Safety Division<br />
reports to the Federal Ministry of <strong>Transport</strong>, Building and<br />
Urban Development, as well as the Federal Ministry of Labour<br />
and Social Affairs.<br />
Ships and Ship Safety<br />
Ship Safety Division is part of a worldwide network (<strong>und</strong>er the<br />
auspices of the International Maritime Organization) that is<br />
committed to increasing safety at sea. On behalf of the German<br />
government, DS performs sovereign tasks and monitors compliance<br />
with all relevant conventions dealing with the safety of life<br />
at sea and the protection of the marine environment.<br />
Port State Control<br />
In 2011, DS detained a total of 37 ships in German ports due to<br />

Testing and Certification Body<br />
DS is licensed to certify life saving appliances, fire protection<br />
materials and Equipment and systems for the prevention of<br />
marine pollution. One area of concentration last year was the<br />
testing and certification of sewage treatment systems, because<br />
since 1st. January 2010 only systems that are certified of the<br />
International Maritime Organization (IMO) are permitted to be<br />
installed in newbuildings and in case of on-board retrofitting.<br />
The regularly scheduled product monitoring specified in the European<br />
Marine Equipment Directive (MED) continues to be significant.<br />
Maritime Medical Service<br />
All mariners employed on German-flagged ships have one thing<br />
in common: they all need a certificate of the Maritime Medical<br />
Service attesting their physical and mental fitness for service on<br />
the high seas.<br />
In <strong>2012</strong>, the number of medical fitness examinations was 20.079<br />
(23.107 in 2011). Approximately 7.000 mariners were examined<br />
abroad, mostly in Manila. 292 seagoing mariners had unfortunately<br />
to be declared unfit for sea service, up from 265 the year<br />
before. The main reasons for rejection were cardiovascular diseases<br />
below in order metabolic diseases, insufficient acuity of<br />
vision, chronic alcohol abuse and other addictive diseases.
