Pier- and Barge-based Monitoring<br />
After the appearance of ESA-listed Steller sea lions (Eumetopias jubatus) at the work site in<br />
early October, two MMOs were stationed at Delta Pier (one at Delta Pier South, the other at<br />
Delta Pier North) on all construction days. These MMOs had the sole task of making detailed<br />
Steller sea lion observations and of notifying the MC if a Steller sea lion moved toward, or<br />
entered, the water during pile driving activities. The MC was typically located on the<br />
construction barge, and served as an added marine species observer from that relatively<br />
stationary location. The MC was typically 5 to 10 m (16 to 33 ft) from the pile, and at all times<br />
had a full view of the shutdown zone (also referred to as the exclusion zone [EZ]). The MC was<br />
positioned in close proximity to the construction foreman, and each pile-driving event was<br />
communicated between the foreman and MC. The MC would transmit the pile specifications<br />
and other details to the observers, vessel captains, and acoustic personnel, all of whom monitored<br />
the same radio channel.<br />
