» Commissioner Špidla has also stressed that one of the most important tasks for Poland in the next few years
is to meet the objectives outlined in the renewed Lisbon Strategy, which include, among other things, implementation
of lifelong continuous learning and gearing the teaching system to the needs of the labour market. Poland
also faces another challenge as the Human Capital Operational Programme got under way. It is the largest EU
programme financed from the European Social Fund. “I am positive that being richer with the knowledge and
experience already gained, we will use this opportunity to extend a helping hand to many social groups that are
in need of such help”, declared minister Bieńkowska. At the same time, she assured the conference delegates
that the Ministry of Regional Development works hard to further simplify the regulations that make it possible to
benefit from EU funding.
“The award-winning projects in the ESF Best Practices 2008 competition helped to transform people’s lives.
This in turn confirms that people constitute the most valuable capital. The competition also helps to promote
the awareness about ESF and about the best practices that are worth following”, added Róża Thun, Director of
the European Commission’s Representative Office in Poland.
Minister Bieńkowska congratulated all the winners and encouraged others to submit projects focusing on smaller
groups of recipients for whom the ESF is really intended. The winning projects definitely show that this strategy
is worth pursuing. She also gave encouragement to the persons who have just started their involvement with
ESF to consider taking part in the 3 rd edition of the ESF Best Practices competition. ◗
