M'INUTES OF THE MEETING OF BOROUGH COUNCIL HELD APRIL 4i <strong>1938</strong>'<br />

The meeting was called to order by H. C ~ Kaufman, Vice President.<br />

The following were present:<br />

Burgess, Frank B Koch<br />

Water Superintendent Jacob H, Ranck<br />

The following members of <strong>Council</strong> were present:<br />

Mr. Q R. Hess~-a resident of the B rough of Stra. sburg, p'ersonally<br />

complained to <strong>Council</strong> in regard~ to the collapse of his new copper boiler<br />

which condition he alleged was brought about by the change of pressure in<br />

the pipes as a result of the fire engine drawing on the water main.<br />

Mr. Homsher, for the Water Department, stated that had the boiler been<br />

properly installed no trouble would. have resulted.<br />

Mr. Kaufman denied any liability on the part of Strasburg Borough.<br />

After a short discussion of the matter by Mr, Hess and various members<br />

o f <strong>Council</strong>, it appeared that thi~s was more a matter of a vacuum being<br />

created than a question of pressure on the tank. It seems that water was<br />

pulled out of the boiler, there being no stop valve on the line from the<br />

water main in to the house. As a result of this action of the water the<br />

difference between these two amounts had been paid to him.
