corruption involved, may be avoided. We suggest instead the employment
of a number of highly paid men who will be less subject to temptation. They
should be specially selected whole-time officers, and, if possible skilled stati ..
ticians, to whom figures would reveal more than they do to the ordinary
person. The Registration Department should be quite distinct from the
existing Monopolies Department.
II. We wish to lay stress on the following points that might be observed
in order to make success possible:-
(i) The production of opium in all countries must be closely supervised
and its distribution must be strictly controlled everywhere.
(ii) The same system must be enforced throughout the Colony, the
Federated Malay States and the Unfederated Malay States, and
its administration must be in the hands of a single Department.
(iii) The work of registration and supervision must be cO!1fined to the
officers of the Department,' and cannot be entrusted to such
persons as District or Police .officers who are not specialists,
and have their own work to do.
(iv) This or some other similar effective system must be applied in all
countries concerned.
(v) The coupons used will have to be specially printed on special paper,.
frequently changed in order to avoid forgery.
