We feel that such a measure might act in some small measure as a deterrent to new smokers, because in the process of learning the habit they would have to be in possession of prepared, opium and thus be committing an offence. But apart from this, we hold that it is essential to find out in the first place the number of persons whom gradual measures towards the suppression of the opium habit will affect. 28. We are not sanguine about the success even of a measure of registration pure and simple, but we feel that gradual progress such as we have indicated will give that measure a chance of a fair trial. 29. Success in that trial would not necessarily prove that the additional measure of individual rationing would also be a success, though it would justify embarking upon it. A proved failure to make simple registration effective might, on the other hand, indicate that measures of gradual suppression of the opium habit in British Malaya must proceed on other l!nes.
