in China) we must adopt some more humane method of dealing with the
Cninese immigrant, one which will not drive him to adopt methods which are,
compared to the innocuous smoking of chandu, infinitely more harmful and in
striving tLwards that end we are, incidentally, ridding ourselves of much of
the drug menace, as, I repeat, the unsatisfied opium eater is the potential
user of drugs.
