Club Recurrent Cost Working Group by the Harvard Institute for<br />

International Development. The study aims to: estimate the level<br />

of recurrent cost financing necessary to attain the maximum economic<br />

benefit from rural water projects; evaluate the economic consequences<br />

of under-financing of recurrent costs; examine revenue<br />

producing schemes for managenient and maintenance of the projects<br />

and the potential role of foreign assistance in financing recurrent<br />

costs.<br />

The "young researcher" in question is a French graduate<br />

student conducting research on the Senegal River Basin's development,<br />

who seeks out the author to discuss development programs in<br />

the region. The student's preconceived notions of the development<br />

process prompted this response which chronologically describes<br />

the "parade" of European (including North American) researchers<br />

and technicians through the region between 1972 and 1977. The<br />

impact of researchers, SAED, and development programs on the people<br />

of Jamaane are chronicled by the author.<br />
