Valley to France. The author examines the impact of development<br />
programs in the region on migration both before and after World<br />
War II. The present development setting in the Bakel region is<br />
discussed with a focus on peasant agricultural organizations. The<br />
author views the current situation as one of 'development for the<br />
peasantry' versus 'development for the civil servant', i.e., state<br />
agricultural administration agents. The establishment of the<br />
OMVS is seen as an extension of government control of the region.<br />
An annex to the study presents the by-laws of a peasant federation<br />
organized in the Soninke zone of Bakel.<br />

Article focuses on the Tukulor and their migration from<br />
the Senegal River Valley to France. The Tukulor movement, first<br />
to Dakar and then to France is examined in historical perspective,<br />
with an analysis of the impact of land reform on the region. The<br />
migrants' poverty in Dakar and France is discussed. The author<br />
concludes that the migration to France is advantageous to both the<br />
Senegalese and French economic systems in that Senegal is relieved<br />
of an unemployment problem and France is supplied with cheap labor,<br />
an arrangement which is compared to the labor reserves of South<br />
Africa.
